About this file
This document is a Questions and Answers (Q&A) file for Request for Qualifications (RFQ) REDM2526-01, issued by the Florida Department of Management Services (DMS) for Continuing Contracts for Construction Management Services in the Central Florida Region. The RFQ seeks to establish multiple continuing contracts for construction management services for projects ranging from $150,000 to $7,500,000, covering counties in Central Florida. The document provides official responses to eight submitted questions regarding the procurement, including links to required forms, clarification on submission requirements, project assignment methods, bonding specifications, and certification processes. The contract will have an initial three-year term with an option to renew for an additional two years.
The Q&A document reveals key procurement details, such as projects being assigned by a REDM Project Manager based on factors like availability, expertise, past experience, and project location. Bonding will be required per individual project, not as a master bond. There are no participation goals for small businesses, MBE/WBE, or Florida-based subcontractors. The Construction Manager (CM) is expected to obtain building permits and complete project-specific certifications through written statements. Interested firms must submit a complete proposal for each region, even if already shortlisted in another region, and can find prequalification instructions on the DMS website.

“NOTE: If a firm is selected for a Continuing Contract for the Central Florida Region, the firm does not need to resubmit qualifications for any other Regions within the State of Florida in which the firm has an office. Selections will be made in accordance with Florida Administrative Code, Rule 60-D-5."
Our firm was recently shortlisted for another region. We have an office in the Central Region. Do we need to submit a full proposal for the Central Region or is there another way we are supposed to submit based off of the note above?
For each submission, a complete proposal is required.
Once a firm is selected in a Region, the firm does not need to apply and be selected for additional Regions.

How will projects be assigned among the awarded CM firms — rotation, qualifications, availability, or mini-competitions?
Projects are assigned to a REDM Project Manager who then selects the Construction Manager. Their selection is based on multiple factors, including availability, expertise, past experience, location of the project, and qualifications.
