About this file

This document is a Questions and Answers (Q&A) response for Request for Qualifications (RFQ) RFQ-REDM-2425-09 issued by the Florida Department of Management Services for Construction Manager at Risk Services in the Northwest Region. The RFQ seeks qualified construction management firms to perform services on various projects, potentially including work in secure or restricted environments, with energy efficiency and resiliency goals. The solicitation does not guarantee a minimum number of task orders, and firms will be evaluated based on factors such as project experience, office proximity, and financial capacity. Each task order will require a separate Guaranteed Maximum Price (GMP) and performance/payment bond.

The document clarifies that while the department prefers Construction Manager at Risk (CM at Risk) project experience, they will evaluate projects from similar delivery methods. Physical thumb drive submissions are required, and electronic submissions are not accepted. No specific scoring preferences exist for small businesses, women-owned, or minority-owned firms. The Selection Committee will review submissions without predefined metrics, and joint ventures are permitted with requirements detailed in Section 1 of the RFQ. The Construction Manager Agreement will be based on the version posted on the DMS Building Construction website, with certain sections removed. Projects may range in complexity and include critical infrastructure work, though a specific list of anticipated projects is not available.
