I. INTRODUCTION
The County of Sacramento (County) owns and operates the Sacramento International Airport (Airport or SMF) through the Department of Airports (Department). SMF is a commercial service airport located 12 miles from downtown Sacramento. SMF opened in 1967 under its previous name Sacramento Metropolitan Airport, and in the 1990s was renamed Sacramento International Airport. Currently, SMF is best known as the gateway between Northern California destinations and major cities across the United States and the world. Terminal B, Concourse B, and the Automated People Mover (APM) system opened in 2011 as part of a major County capital project called The Big Build.
Passenger activity at SMF exceeded 13.9 million annual passengers in 2025 and is projected to grow at an average rate of 2.3 percent per year from 2025 through 2041. In February 2023, the Department launched the SMForward program, a multi-year initiative to expand airport capacity and enhance the passenger experience. SMForward projects include the pedestrian walkway west of the Terminal B Automated People Mover (APM) guideway; the Terminal B parking garage; additional gates at the west end of Concourse B;
a new Terminal A exit road; a Ground Transportation Center (GTC) for the shuttle fleet; and the Consolidated Rental Car Facility (ConRAC), which is the subject of this RFQ.
In accordance with California Public Contract Code (PCC) section 22185 et seq., the Department is soliciting Statements of Qualifications (SOQ) from qualified design-build entities (each, a Respondent) to provide progressive design-build services to construct the ConRAC (the Project).
As used in this RFQ, “Respondent” means a corporation, limited liability company, partnership, joint venture, or other legal entity that is able to provide the required contracting, architectural, and engineering services described in this RFQ and all attachments (collectively, “Procurement Documents”). “The “Design-Build Entity” (DBE) means the successful Respondent selected pursuant to this RFQ that, if awarded the Project, will execute the agreement for progressive design-build services (PDB Contract) with the County. The PDB Contract template is attached hereto and incorporated herein as Attachment 8.
The Department invites all qualified Respondents interested in providing these services to submit SOQs in compliance with the requirements of this RFQ.
Following the prequalification process resulting from this RFQ, the Department will review and evaluate SOQs received pursuant to the RFQ and recommend a DBE to the County of Sacramento Board of Supervisors (County Board) for award of the PDB Contract. If an award is made, the County intends to execute a PDB Contract with a single DBE for the design and construction of the Project.
II. SCOPE OF WORK
The scope of work for the Project encompasses the full design, documentation, and construction to deliver a complete, integrated, operational facility that consolidates all Rental Car Company (RAC) functions into a single, efficient complex. The work includes planning, design, coordination, preparation of all technical documents necessary for regulatory review, and construction that provides for a long-term facility performance. See the Project Definition Document (Attachment 1) for additional information.
A. Facility Components
The DBE will develop comprehensive architectural, structural, civil, mechanical, electrical, and specialty system designs, and construction, for the following major ConRAC components. The Department requires all facilities to meet a minimum of Planning Activity Level (PAL) 3, with PAL 4 identified as the preferred design standard to ensure long-term capacity, operational efficiency, and passenger comfort shown in Attachment 1:
1. Customer Service Building (CSB):
Development of a customer interface including lobby, counters, back of house functions, vertical circulation, and supporting infrastructure. Provide innovative solutions that right size the CSB and reduce overall costs while maintaining a high-quality customer experience and providing efficiency for the tenants.
2. Ready/Return Area (R/R):
Design of a multi-level high capacity, vehicle pick-up and return areas, circulation systems, wayfinding, lighting, and operational support spaces.
3. Quick Turnaround (QTA) Building:
Complete design of a multi-level vehicle service functions including fueling, vacuuming, cleaning, emissions control, fluid distribution, and associated equipment.
4. Staging/Storage Area (SSA):
Layout and design of fleet storage, circulation, and operational support areas.
Tenants currently utilize Lot 11 and the West Economy lot for overflow operations.
Relocation to the Daily Lot is not assumed. The DBE should evaluate one or more operationally efficient approaches, including: (1) maintaining or improving access to the existing rental car facility; (2) incorporating overflow capacity within the new ConRAC; or (3) a hybrid model combining both strategies.
5. Passenger Access and Wayfinding:
Design and implement a clearly defined passenger access route connecting Terminal A and Terminal B minimizing distance and travel time. The route must meet all applicable safety, accessibility, and operational standards, and incorporate wayfinding elements to support intuitive passenger movement.
6. Roadway Modifications and Wayfinding:
Provide an efficient, safe, and intuitive traffic flow system that supports ingress and egress to and from the facility while maintaining sufficient traffic circulation to other areas of the airport without disrupting airport wide circulation. Incorporate intuitive wayfinding solutions by adding, removing, or modifying existing roadway signage to support clear driver navigation.
B. Functional Objectives
The Project shall be planned and executed to deliver a seamless, safe, and intuitive customer journey throughout the ConRAC and its connected facilities. Key objectives include:
1. Customer Experience Objectives
• World -Class Customer Experience Deliver a high-quality customer experience that aligns with the standards and expectations of a world class airport, emphasizing comfort, clarity, and operational excellence at every touchpoint.
• Safety and Security Provide a facility that prioritizes customer safety and security through thoughtful design, clear circulation patterns, and integration of best practice- safety features.
• Minimized Walking Distances Design the facility to reduce walking distances between terminal buildings and rental car pickup areas, ensuring efficient and convenient passenger movement.
• Intuitive Wayfinding Incorporate clear, intuitive, and easily readable wayfinding signage throughout all customer accessible areas of the ConRAC. Signage should be strategically placed in advance of, and at, key decision points to support effortless navigation.
2. Tenant Operational Objectives
• Support for Industry Standard- Retail Operations Design the facility layout to align with the rental car industry’s retail and sales model, ensuring that customer facing- areas, circulation paths, and service functions support efficient transactions and a positive customer experience.
• Secure Tenant Operations Provide secure, clearly defined exclusive use areas for each RAC. These areas should support controlled access, protect assets, and maintain- operational integrity for all tenant activities.
• Reduced Cross Traffic Between Staff and Customers Organize circulation patterns to minimize interactions and crossing movements between rental car staff (shuttlers) and customers. The layout should reduce the potential for vehicle conflicts, enhance safety, and limit the risk of damage to customers or fleet vehicles.
• Efficient Staff Movement and Operational Flexibility Configure facilities to enable rental car staff to move efficiently between tasks, including vehicle staging, cleaning, fueling, and customer service. The design should support rapid response to fluctuations in demand and allow operations to scale effectively during peak periods.
III. PROJECT DELIVERY

The CWTA is attached as Attachment 2. The DBE and all its construction contractors at any tier shall be required to execute an “Agreement to be Bound” as described in the CWTA.
By submitting an SOQ, the Respondent affirms and agrees that the CWTA shall be binding upon the Respondent, if selected as the DBE, and all its subcontractors at every tier performing “Covered Work” on the Project, as such term is defined in Section 2 of the
CWTA.
V. INSTRUCTIONS AND SCORING
A. General
The General Contractor (if separate entity from DBE), the AOR, and Design Architect (if separate entity from the AOR) will not be allowed to participate in any capacity as a member of more than one Respondent’s design-build team. There are no such participatory restrictions on other team members.
Design–build team members listed in a SOQ are expected to remain on that team throughout the RFQ process and through the completion of the Project. If a change becomes necessary at any time during this time period, the Respondent or DBE, as applicable, must submit a request to substitute team members, for good cause, to the Department in writing for approval prior to implementation. If a design-build team member substitution request is received during the RFQ process, the Department reserves the right to re-evaluate a Respondent’s qualifications and to dismiss said Respondent from further participation in the RFQ process.
The Department does not require a specific form of contractual arrangement between the design-build team members, but the Respondent that proposes to execute the PDB Contract with the County must be registered with the California Secretary of State as being authorized to do business in the State of California at the time of PDB Contract execution and include a California licensed (Class B) General Contractor as part of its design-build team. That General Contractor must also be registered as a public works contractor with the California Department of Industrial Relations, as required by Labor Code section
1725.5. Once selected, the DBE shall be required to unconditionally guarantee the due and punctual performance of all obligations under the PDB Contract.
If the Respondent is a privately held corporation, Limited Liability Company (LLC), partnership, or joint venture, a listing of all the shareholders, partners, or members who will perform work on the Project known at the time of submission shall be provided with the SOQ. In addition, if the Respondent is a corporation, LLC, partnership, joint venture, or other legal Entity, a copy of the organization documents or agreement committing to form the organization shall be submitted with the SOQ. The information provided shall be certified under penalty of perjury by the Respondent and its general partners or joint venture members.
B. Scoring
The RFQ Scoring Process shall consist of the following parts:
• PART A – Questionnaire
• PART B – Experience
• PART C – Interview
• PART D – Contractor’s Percentage Fee
Respondents must complete the PART A – QUESTIONNAIRE set forth in this RFQ. Any Respondent not completing or failing any part of PART A – QUESTIONNAIRE will not be evaluated under PART B – EXPERIENCE. It is anticipated that no more than the three (3) highest scoring Respondents, based on the combined scoring of Parts A and B, will receive an invitation to interview, although the Department reserves the right to invite more or fewer Respondents to interview based on the overall number and quality of SOQs received.
PART C – INTERVIEW will clarify and further evaluate the Respondents’ experience and qualifications. The Respondent will be expected to explain their project approach and clearly show how their design-build team works together and collaborate. The Department may ask the Respondent to run through a scenario exercise as part of the interview.
PART D – CONTRACTOR’S PERCENTAGE FEE, the Department will also require the submittal of the contractor’s percentage fee for those Respondents invited to interview.
The Contractor's Percentage Fee is a single percentage that will be applied to the Cost of Work during the Progressive Design-Build Phase (Phase 2) of the Project. This fee is intended to compensate the Respondent for home office overhead, profit, and other costs not directly reimbursable as part of the Cost of Work. The submitted fee percentage will be scored as part of the overall evaluation, with lower fee percentages receiving higher scores. The fee percentage submitted will serve as the basis for contract negotiations with the selected Respondent and will be incorporated into the GMP Amendment upon mutual agreement of the Parties. Refer to the form enclosed in Section IX below.
Upon completion of Parts C and D, the Department will finalize the scoring of the submittals and interviews for each Respondent invited to interview to determine the highest scoring Respondent. Following successful contract negotiations between the Department and said Respondent, which will include negotiation of the Preconstruction Phase cost, the Selection Committee will recommend that the County Board award the Project to and authorize the execution of the PDB Contract with that DBE.
PART A – Questionnaire Instructions
Respondents must complete and submit qualifications as described herein using the forms and templates provided in PART A – QUESTIONNAIRE FORMS AND TEMPLATES. The Department will evaluate and score PART A submittals for completeness, conformance to Project requirements, history of violations, claims, arbitration and/or litigation history, and other requirements.
If the Respondent does not provide and submit the required declarations and/or information for any of the seven (7) PART A – QUESTIONNAIRE sections, then the Respondent may receive a Fail for PART A.
In the event a Respondent receives the score of Fail for any question, the Respondent shall be deemed to have failed Part A and the DBE’s SOQ will not be further evaluated.
Section 1: Declaration (Pass/Fail):
The Respondent shall declare that the information provided in PART A – QUESTIONNAIRE and PART B – EXPERIENCE has been prepared using reasonable diligence and is true and complete to the best of the signer’s knowledge. The declaration must be certified under penalty of perjury.
