RFQ- PR12643825: SUPPLY OF PRE-ENGINEERED OUTDOOR
CHEMICAL STORAGE
Project Statement
Post is looking for a qualified vendor to supply a prefabricated outdoor chemical storage container that meets EPA, NFPA 30, NFPA 1 and the US Army Corps of Engineers (ACOE)
Safety and Health Requirements Manual EM 385-1-1 requirements and can be used for the storage of hazardous materials. The storage model must utilize non-combustible, weatherproof construction with continuously welded heavy gauge steel for maximum durability. This will be a pre-engineered building that is designed to meet compliance regulations.
The Storage will be used to store up to 70 single drums (of 55 Gallons) or 20 single drums with multiple small containers – see drawings on section 3.0. The storage container will include:
• Additional ramp to simplifies drum loading.
• Includes, versatile shelving organizes bottles, flasks, vials,
• re-sealable containers
• Includes multi-compartment storage with solid walls to separate flammable materials from corrosive.
• partitions to segregate incompatible materials or processes.
Standard features include:
• Explosion relief panels designed to release at 20 psf.
• 4-hour fire-rated construction — backed by a 15-year structural warranty
• 3-hour fire-rated door — third party tested and labeled
• Gravity air flow vents — UL Listed fire dampers with fusible links.
• Secondary containment — leakproof all welded sump
• Removable, galvanized steel grate flooring
• 42-inch (1.07-m) wide door with UL listed keyed lockset for security
• Door closer — ensures doors close automatically.
• NFPA 704 diamond decal provides "Right to Know" information.
• Multiple static grounding connections
• Anchoring plates for maximum hold down protection
• Chemical and UV resistant coating, inside and out
• Forklift channels for easy relocation.
• Meets EPA, NFPA 30 and NFPA 1 requirements.
• 6" deep leakproof secondary containment
• UL listed electrical accessories.
• Floor exceeds 1,000 psf
• Chemical-resistant epoxy primer & coating interior & exterior)
• Gravity air flow vents with louvers and screens
• FM Global and Warnock-Hersey approved.
• Power supply- 400VAC, 3 Phase + Neutral, 50/60Hz.
Outdoor Chemical Storage Area Specifications:
General specifications for all chemical stockrooms:
• A mechanical exhaust ventilation system must be present and should provide at least 6 air changes per hour (FDNY). Additional local exhaust may be required if activities such as dispensing take place in the storage area.
• Each storage area should have at least safety shower, eyewash station, and must have an appropriate fire extinguisher with adequate extinguishing capacity.
• Each chemical storage area should have a master control shut-off valve for water, electricity, and utility gas.
• Shelf assemblies must be firmly secured to walls. Weight limits provided by the manufacturer must not be exceeded. Avoid island shelf assemblies.
• Metal shelving assemblies should be of heavy gauge construction with a durable baked-on chemically resistant or epoxy finish. Wooden shelves should have chemically resistant coverings. Although wood may be more absorbent to liquids than steel, it is less reactive and more resistant to a wide range of chemicals. Wood shelves should not be used to store nitric acid, perchloric acid or other chemicals that react vigorously with organic materials. Shelves should have anti-roll edges to prevent containers from falling off shelves. Avoid adjustable metal shelf supports or clips and ensure that aisles between shelves are at least 3 feet wide.
• Chemical stockrooms must be well-illuminated so that labels can be easily read.
• No aisle should dead end. Aisles must be kept clear of clutter.
• The environment in stockrooms must be controlled to avoid extremes of temperature and high humidity. Open flames, smoking and localized heating units are not permitted.
• All contents of this container would need to be on a pallet that serves as a secondary container.
• The shelves will be secured and protected from the impact of the forklift to shelves. We don't want any potential sparks to occur, a spark resistant rack protector.
• The eyewash station does not need to be located within the container, but the door must swing in the direction of the eyewash.
Flammable Materials:
Inventories of flammable liquids in quantities that exceed day-to-day laboratory use should be stored in FDNY-permitted flammable storage rooms to minimize the potential harm to persons and property in case of fire. Storage facilities for flammables must meet the following specifications:
• The walls, ceilings, and floors of an inside storage room for flammable materials must be constructed of materials having at least a 4-hour fire resistance.
• All doors between the rooms and the storage building should be self-closing 3-hour fire-rated doors.
• Adequate mechanical ventilation must be provided and controlled from a switch outside the storage room door. Exhaust should be at floor level since flammable vapors tend to sink in air.
• In areas where Class I flammable liquids are stored or dispensed, electrical power, lights, switches, and sockets must be explosion-proof.
• Fan motors and ventilation equipment motors must be non-sparking.
• All smoking and lighting of matches are prohibited, a signage indicating ‘Smoking, matches, open flames, and spark producing devices are not permitted within 50 feet of this chemical storage Unit’. Must be installed at all sides of the storage and visible to all passersby.
Chemical Classifications to be stored:
Flammables
Flammable liquids are also referred to as Class 1 liquids. Class 1 liquids are separated into the following three classes:
CLASS 1A: Liquids that have flashpoints below 73° F (22.8° C), and a boiling point below 100°
F (37.8° C). Examples of this class are Ethyl Ether and Pentane.
CLASS 1B: Liquids that have flashpoints below 73° F (22.8° C), and a boiling point of at least
100° F (37.8° C). Examples of this class are Acetone, Gasoline, and MEK.
CLASS 1C: Liquids that have flashpoints of at least 73° F (22.8° C), and below 100° F (37.8°
C). Examples of this class are Turpentine and Xylene.
Combustibles
A combustible is a liquid having a flashpoint of at least 100° F (37.8° C).
Combustibles are divided into two classes:
CLASS II COMBUSTIBLES: Liquids that have a flashpoint of at least 100° F (37.8° C), and below 140° F (60° C). However, the exception to this is any mixture having components with flashpoints of 200° F (93.3° C), when such components make up at least 99% of the total volume of the mixture. Examples of this class are Kerosene and most oil-based paints.
CLASS III COMBUSTIBLES: Liquids with flashpoints of at least 140° F (60° C). Class III combustibles are divided into these two subcategories:
Class IIIA Combustibles - Liquids having a flashpoint of at least 140° F (60° C), and below 200°
F (93.3° C). However, the exception to this is any mixture having components with flashpoints of 200° F (93.3° C) or higher, when such components make up at least 99% of the total volume of the mixture. An example of this class is Mineral Spirits.
Class IIIB Combustibles - Liquids having a flashpoint of at least 200° F (93.3° C). Examples of this class are Hydraulic Brake/Transmission fluids, Lubricating Oils.
