The solicitation (OC-2026-134406) is set-aside for small business concerns with no specific size standard restriction. The contractor must provide four quarterly on-site preventive maintenance visits per the Powerex service manual, annual OEM replacement parts (air filters, belts, check valves, grease, tip seals, and heat insulation), all labor, travel, lodging, tools, consumables, and unlimited telephone/online support under a firm-fixed-price arrangement (CLIN 0001). A second line item (CLIN 0002) covers non-routine emergency repair labor at a discounted hourly rate using genuine Powerex OEM parts, billed separately on an as-needed basis. Performance shall occur at FDA, University Station (CPK2), 4300 River Road, College Park, MD 20740 (Room 1096), during normal business hours with 48-72 hour response times and three-to-five business-day repair completion requirements.

Award will be made using a Lowest Price Technically Acceptable (LPTA) evaluation criterion on a pass/fail basis across three factors: Technical Approach (demonstrating capability to perform quarterly maintenance per Powerex manual and meet timeline requirements), Powerex Authorization/Certification (current engineer and technician certifications from Powerex), and Relevant Experience/Past Performance (recent experience servicing Powerex or comparable oil-free scroll compressors within three years). All service engineers and technicians must be Powerex-certified, and only genuine Powerex OEM parts may be used. Offers are due as specified on SAM.gov with questions due three business days after solicitation posting. The contracting officer is David Seid (David.Seid@FDA.HHS.Gov, 301-796-3941). Invoices must be submitted electronically through the Treasury Department's Invoice Processing Platform (IPP). The NAICS code is 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance), and the acquisition is unrestricted (no specific set-aside category applies despite small business eligibility).

6. PERFORMANCE WORK STATEMENT

6.1 Purpose / Description. The U.S. Food and Drug Administration (FDA), Office of Cosmetics and Colors, Division of Color Certification and Technology (DCCT), requires a preventive maintenance service agreement for two (2) Powerex oil-free scroll air compressors (Air Compressor #1, Model SED1007S0041546; Air Compressor #2, Model SED100740HPAJ). The compressors are essential components of the nitrogen generator system that supplies a continuous, stable flow of nitrogen gas to high-throughput laboratory equipment, including liquid chromatography–mass spectrometers (LC-MS), across multiple DCCT laboratories. Reliable maintenance and timely repair are critical to sustaining accurate LC-MS analyses supporting DCCT batch certification of color additives.

6.2 Background. DCCT performs chemical measurements supporting the certification or rejection of batches of color additives intended for use in food, drugs, cosmetics, and medical devices. Batch certification is a regulatory premarket enforcement function requiring analyses that determine whether each batch meets the identity and specifications described in the Code of Federal Regulations (CFR). The air compressors maintain the stable, inert nitrogen environment required for accurate LC-MS analysis; compressor failure disrupts nitrogen supply and compromises instrument performance and mission-critical operations.

6.3 Equipment.

• Air Compressor #1 — Powerex, Model SED1007S0041546: 10 HP system (5 HP pump), oil-less scroll technology; maximum pressure 116 PSIG; operating range 95–115 PSIG; 30.5 SCFM at 100 PSIG; approx. 53 dB(A).

• Air Compressor #2 — Powerex, Model SED100740HPAJ: 10 HP system (5 HP pump), oil-less scroll technology; maximum pressure 145 PSIG; operating range 115–145 PSIG; 25 SCFM at 145 PSIG; approx. 53 dB(A).

• Both units use self-lubricating scroll pumps (completely oil-less), are packaged in rigid steel frames with powder-coated, sound-insulated panels, and use Powerex Variable Pump Driven staging.

6.4 Scope of Services.

The Contractor shall provide all labor, travel, lodging, tools, parts, consumables, and telephone/online support necessary to maintain both compressors in functional and operational condition, meeting or exceeding the following:

• Continuous nitrogen delivery to DCCT laboratory rooms 1069, 1073, 1081, 1087, 1089, 1090, 1091, 1092, 1098, and 1100.

• A backup supply of nitrogen shall be available in the event of system failure or gas loss.

• All service engineers/technicians shall be certified by Powerex to service the high-pressure Powerex oil-free scroll air compressors.

• All repairs shall use original equipment manufacturer (OEM) / genuine Powerex parts.

• Performance conditions maintained: noise no more than 53 dB; continuous operating pressure 95–115 PSIG (SED1007) and 115–145 PSIG (SED100740HP); compressed-air dryer maintained.

6.5 Preventive Maintenance (Quarterly). The Contractor shall perform quarterly (four (4) per year) on-site preventive maintenance visits during normal business hours for both compressors, in accordance with the Powerex service manual, including at minimum: clean separator strainer; replace separator; replace air filter; check/clean cooling system; check/clean/adjust control systems; check electrical system; clean and test drains; test/adjust/replace safety devices as required; test/adjust modulation/regulator as required; inspect/adjust drive belts and coupling; inspect mechanical system; inspect/test dryer and replace filter as necessary; test system start/stop operation and frequency; report unusual conditions and advise on improvements or repairs; and provide a copy of the service report to the Project Officers.

6.6 Annual Parts. In addition to quarterly service, the Contractor shall provide and install the following OEM parts annually for both compressors: air filter; belts; check valve; grease; tip seals; and heat insulation.

6.7 Response and Repair. On-demand service and unlimited telephone support from trained, Powerex-certified engineers/technicians shall be available during normal business hours, Monday–Friday, 8:00 AM–5:00 PM Eastern (excluding Federal holidays). The Contractor shall provide service and phone support within 48–72 hours and complete on-site repairs within three (3) to five (5) business days of the service visit. Repairs outside routine quarterly preventive maintenance shall be billed at a discounted labor rate; all repair parts shall be genuine Powerex OEM parts installed within three to five days of the service visit.

6.8 Contractor-Furnished Items. The Contractor shall furnish all tools, parts, and consumables required to perform maintenance and repairs.

6.9 Place of Performance. Services shall be performed at: U.S. Food and Drug Administration, University Station (CPK2), 4300 River Road, College Park, MD 20740 (Room 1096). Service shall be scheduled with, and maintenance/repairs performed as required by, the Project Officers: Nebebech Belai, PhD, and Samuel White, PhD. Service shall be performed during normal business hours (8:00 AM–5:00 PM Eastern); other times shall be coordinated with the Project Officers.

6.10 Security. The equipment is located in a government-secured building. Service engineers shall comply with security screening upon arrival and will be escorted by OCAC personnel. Additional security requirements will be communicated when a visit is scheduled.

6.11 Travel. The Contractor is responsible for all travel and related expenses; travel costs incurred by service engineers shall be borne by the Contractor.

6.12 Inspection and Acceptance. Inspection and acceptance shall be performed by Nebebech Belai, PhD, and/or Samuel White, PhD, in accordance with FAR 52.246-4.

This acquisition is restricted to Powerex brand-name oil-free scroll air compressors and OEM service. Genuine Powerex OEM parts and Powerex-certified engineers/technicians are required to preserve the manufacturer’s specifications, warranty, and reliability of the installed nitrogen generator system that supports mission-critical LC-MS analyses; equivalent products or services would not meet the Government’s minimum need. The approved brand-name justification is on file.

Basis for Award Lowest Price Technically Acceptable (LPTA): Award will be made to the responsible offeror submitting the lowest-priced quotation that is determined to be technically acceptable and that conforms to the requirements of this solicitation. The Government will rank quotations by evaluated price and then evaluate technical acceptability, beginning with the lowest-priced quotation. Technical acceptability is evaluated on a pass/fail basis (Acceptable / Unacceptable); no additional credit is given for exceeding the minimum standards, and there is no trade-off between technical merit and price. The Government intends to award without discussions but reserves the right to conduct them.

The following factors will each be rated Acceptable or Unacceptable:

• Technical Approach — Acceptable if the offeror demonstrates the ability to perform quarterly on-site preventive maintenance in accordance with the Powerex service manual, meet the required 48–72 hour response and three-to-five business-day repair timelines, and use genuine Powerex OEM parts for all maintenance and repairs.

• Powerex Authorization / Certification — Acceptable if the offeror provides documentation that the engineers and technicians who will perform the work are currently authorized and certified by Powerex to service the Powerex oil-free scroll air compressors.

• Relevant Experience / Past Performance — Acceptable if the offeror demonstrates recent, relevant experience (within the past three (3) years) servicing Powerex or comparable oil-free scroll air compressors, with no past performance record that would preclude a determination of acceptability.

Price will be evaluated for reasonableness and completeness; it will not be scored or traded off against technical acceptability. An offeror must be rated Acceptable on every factor above to be eligible for award. Award will be made to the lowest-priced, technically acceptable, responsible offeror.

A2. Addenda to 52.212-1

Offer Acceptance Period Paragraph (b) of the provision is hereby amended to extend the period for acceptance of offers from 60 calendar days to 90 calendar days from the date specified for receipt of offers.
