PERS seeks to renew and migrate its Varonis Software as a Service (SaaS) solution from on-premises hosting to cloud-based hosting. The scope of work includes providing subscription licenses for 501 Active Directory users, 501 Windows/NAS users, and 2 collectors, along with maintenance and support, configuration and data migration services, and training for 2 PERS staff members. The vendor must provide support during PERS operating hours (Monday–Friday, 6:00 AM–6:00 PM PT) with a response time of less than 2 hours. The Offer Due Date is Tuesday, December 1, 2026, at 2:00 PM PST. PERS anticipates awarding one Purchase Order as a result of this RFQ. The initial contract term is three years with optional annual renewals up to a total of 10 years, with PERS retaining the right to amend additional years of service.
Pricing shall be submitted on the provided Pricing Sheet (Attachment #1) with specified line items for annual cost, annual cost per user, and annual support cost; however, no specific funding amount or budget is identified in the RFQ. While the RFQ encourages participation by Oregon Small Business Enterprises (OSBEs) and will apply a 10% score increase for OSBE submissions, no mandatory set-asides are established. The evaluation will use a Best Value Analysis approach with a maximum score of 100 points, weighted as follows: Meets Solution Requirements (30 points), Cost (30 points), Offeror's Organization and Work Experience (15 points), Implementation and Schedule (15 points), and Solution Demonstration (10 points). Respondents must submit the completed pricing sheet, security certification, End User License Agreement, Cloud Service Agreements, Maintenance and Support Agreements, onboarding forms, a solution demonstration with a free seven-day trial, training instructions, key personnel bios, and narrative descriptions of approach and methodology. The RFQ establishes comprehensive security requirements aligned with NIST, ISO, and CIS frameworks, including identity access management, encryption, incident response, business continuity and disaster recovery, and compliance with Oregon state security standards. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability ($1,000,000 per occurrence/$2,000,000 aggregate), and Network Security and Privacy Liability ($1,000,000 per claim).
