TO ALL INTERESTED PARTIES
SUBJECT: Request for Quotation (RFQ) 80GSFC25Q7005 for Small Aperture Mobile Telemetry Antenna System
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation number 80GSFC25Q7005 is issued as a request for quote (RFQ).
The North American Industry Classification System (NAICS) code for this acquisition is 334220. The small business size standard is 1,250 employees.
The National Aeronautics and Space Administration (NASA) has a requirement for a trailer based small aperture mobile telemetry antenna system capable of operating in L/S/C band, notated (MTM-6). Additionally, NASA seeks the option of purchasing two additional medium gain mobile antennas, notated (MTM-7 and MTM-8) as defined in the Statement of Work and applicable requirements documents. See Attachment A: Statement of Work, Attachment B:
MTM-6 Procurement Specification, Attachment C: MTM-7 Procurement Specification, Attachment D: MTM-8 Procurement Specification, and Attachment E: 36FC1-TECM- 000012- Wallops Range Data Formats.
A list of line-item number(s), item descriptions, quantities, and units of measure (including option(s)), see Enclosure 4.
The Government intends to award a Firm Fixed Price contract with a total potential period of performance of 14-months after receipt of the order, delivery to the NASA Goddard Space Flight Center, Wallops Flight Facility is required within the period of performance. Delivery shall be free on board (FOB) Destination.
Quoters responding to this announcement shall submit their quote in accordance with Enclosure 2: FAR 52.212-1. Submission of a quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping). All responses shall be submitted electronically to aaron.m.case@nasa.gov, and cc: martin.e.koerner@nasa.gov.
FAR 52.212-2 Evaluation – Commercial Items (NOV 2021), the Government will award a Lowest Price Technically Acceptable (LPTA) contract.
The basis for award is Lowest Price Technically Acceptable (LPTA) which means the best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are (1) Technical and (2) Price. The lowest priced quote will first be evaluated for technical acceptability in accordance with the minimum specifications identified in (Attachment A, Attachment B, Attachment C, and Attachment D) and the earliest delivery date. If determined not technically acceptable, it will be removed from the competition and the next lowest priced quote will be evaluated for technical acceptability. This will continue until the lowest priced quote is determined technically acceptable. Once the lowest priced proposal is determined technically acceptable, then a determination of responsibility will be completed. If found responsible, evaluations will be closed, and the award will be made.

The applicable provisions and clauses that apply to this acquisition are included in the attached solicitation document.
Please prepare your quotation in accordance with the following RFQ enclosures:
• ENCLOSURE 1 includes the Standard Form 1449, which requires that blocks 12 (if applicable), 17, and 30 be completed and returned. Enclosure 1 also includes the model order and all Attachments to the order.
• ENCLOSURE 2 provides information pertaining to quotation instructions.
• ENCLOSURE 3 provides information pertaining to evaluation criteria.
• ENCLOSURE 4 is the Pricing Exhibits to be completed for the order.
This RFQ contains clauses and provisions taken from, among other sources, the Federal Acquisition Regulation (FAR), the NASA FAR Supplement (NFS), and Goddard Space Flight Center (GSFC). Whenever the word "contract" appears in FAR, NFS, and GSFC clauses and provisions presented herein, substitute the word "order" respectively. Also, whenever the word “proposal” appears in FAR, NFS, and/or GSFC provisions presented herein, substitute the word “quotation/quote” respectively. In addition, whenever the word “discussion” appears in FAR, NFS, and/or GSFC clauses herein, substitute the word “communications.” Throughout all of these documents, the term "Contracting Officer" refers to the NASA GSFC/WFF Contracting Officer, Code 176, except where specifically defined otherwise.
The Government will answer relevant and appropriate questions regarding this RFQ. Any questions or comments regarding this RFQ shall cite the RFQ number and should be submitted in writing by e-mail no later than seven business days before the deadline for receipt of quotations to martin.e.koerner@nasa.gov. Telephone questions will not be accepted.
Quotations are due by the date and time shown in block 8 of the SF 1449. Late quotations will not be considered.

1. Type of Order.
This order is being issued on a firm fixed price (FFP) basis.

2. Order of Precedence.
This order is subject to the terms and conditions of the Federal Acquisition Regulation (FAR), the NASA Federal Acquisition Regulation (FAR) Supplement (NFS) and GSFC clauses included herein. The NASA GSFC/WFF Contracting Officer (CO) shall be contacted in the event there are any issues/disagreements regarding the terms and conditions of this order.
3. Substitution of Terms.
This order contains clauses taken from, among other sources, the FAR, NFS, and NASA GSFC. Whenever the word "contract" appears in FAR, NFS, or GSFC clauses presented herein, substitute the word "order" respectively. 5. 1852.216-78 Firm Fixed Price. (DEC 1988)

7. GSFC 52.211-91 Scope of Work. (FEB 2016)
The Contractor shall provide the personnel, materials, and facilities, except as otherwise specified in this order, necessary to perform the work and to furnish the items specified in Supplies and/or Services To Be Provided clause of this order in accordance with Attachment A - Statement of Work, Attachment B - MTM-6 Procurement Specification, and Attachment C - MTM-7 Procurement Specification, and Attachment D - MTM-8 Procurement Specification.

The services to be performed under this order shall be performed at the following location(s):
onsite at the NASA Goddard Space Flight Center/Wallops Flight Facility, Wallops Island, VA and at the Contractor’s facilities.

9. GSFC 52.235-91 Reports of Work (Core). (MAR 2022)
(a) Monthly progress reports. The Contractor shall submit monthly progress reports of all work accomplished during each month of order performance. Reports shall address the accomplishments and progress of all work performed the month being reported. The report shall be in narrative form and brief in content. The report shall include a description of technical accomplishments and status of deliverables. Also, the report shall provide a quantitative description of overall progress and identify any risks or problems, which may impede performance and proposed corrective actions. Also, the report shall have a discussion of the projected work activities to be performed during the next monthly reporting period.
(b) Final Report. The Contractor shall submit a final report that summarizes the results of the

The final report should include, as appropriate, tables, graphs, diagrams, curves, sketches, photographs, and drawings in sufficient detail to comprehensively explain the results achieved under the order.
(c) Submission. The Contractor shall submit the reports required by this clause as follows:

(d) Submission dates. Monthly reports shall be submitted by the 15th day of the month following the month being reported. If the [contract or order] is awarded beyond the middle of a month, the first monthly report shall cover the period from award until the end of the following month. The final report shall be submitted within 30 days after completion of the order.
10. 1852.215-84 Ombudsman. (Nov 2023)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Therefore, before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
(b) If resolution cannot be made by the contracting officer, interested parties may contact the installation ombudsman, whose name, address, telephone number, facsimile number, and email address may be found at https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate- Listing.pdf. Concerns, issues, disagreements, and recommendations which cannot be resolved at the installation may be referred to the Agency ombudsman identified at the above URL.
Please do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer or as specified elsewhere in this document.
11. 1852.225-70 Export Licenses. (FEB 2000)
(a) The Contractor shall comply with all U.S. export control laws and regulations, including the International Traffic in Arms Regulations (ITAR), 22 CFR parts 120-130, and the Export Administration Regulations (EAR), 15 CFR parts 730-799, in the performance of this contract. In the absence of available license exemptions/exceptions, the Contractor shall be responsible for obtaining the appropriate licenses or other approvals, if required, for exports of hardware, technical data, and software, or for the provision of technical assistance.
(b) The Contractor shall be responsible for obtaining export licenses, if required, before utilizing foreign persons in the performance of this contract, including instances where the work is to be performed on-site at any NASA facility, where the foreign person will have access to export-controlled technical data or software.
(c) The Contractor shall be responsible for all regulatory record keeping requirements associated with the use of licenses and license exemptions/exceptions.
(d) The Contractor shall be responsible for ensuring that the provisions of this clause apply to its subcontractors.

12. 1852.232-80 Submission of Vouchers/Invoices for Payment. (APR 2018)
(a) The designated payment office is the NASA Shared Services Center (NSSC) located at FMD Accounts Payable, Bldg. 1111, Jerry Hlass Road, Stennis Space Center, MS 39529.
(b) Except for classified vouchers, the Contractor shall submit all vouchers and invoices using the steps described at NSSC’s Vendor Payment information web site at:
https://www.nssc.nasa.gov/vendorpayment. Please contact the NSSC Customer Contact Center at 1-877-NSSC123 (1-877-677-2123) with any additional questions or comments.
(c) Payment requests.
(1) The payment periods are stipulated in the payment clause(s) contained in this contract.
(2) Vouchers submitted under cost-type contracts and invoices submitted under fixed-price contracts shall include the items delineated in FAR 32.905(b) supported by relevant back-up documentation. Back-up documentation shall include at a minimum, the following information:
(i) Vouchers.
(A) Breakdown of billed labor costs and associated contractor generated supporting documentation for billed direct labor costs to include rates used and number of hours incurred.
(B) Breakdown of billed other direct costs (ODCs) and associated contractor generated supporting documentation for billed ODCs.
(C) Indirect rate(s) used to calculate the amount of billed indirect expenses.
(D) Progress reports, as required.
(ii) Invoices.
(A) Description of goods and services delivered as part of the contract’s terms and conditions, including the dates of delivery/performance.
(B) Progress reports, as required.
(C) Date goods and services were performed.
(iii) Fee vouchers.
(A) Listing of all provisionally-billed fee by period or date earned since contract award.
(B) A reconciliation of all billed and earned fee.
(C) A clear explanation of the fee calculations.
(d) Non-electronic payment requests. The Contractor may submit a non-electronic voucher/invoice using the steps for non-electronic payment requests described at https://www.nssc.nasa.gov/vendorpayment, when any of the following conditions are met:
(1) The Contracting Officer administering the contract for payment has determined, in writing, that electronic submission would be unduly burdensome to the Contractor.
(2) The contract includes provisions allowing the contractor to submit vouchers or invoices using the steps for non-electronic payment requests. In such instances the Contractor agrees to submit non-electronic payment requests using the method or methods specified in Section G of the contract.
(e) Improper vouchers/invoices. The NSSC Payment Office will notify the contractor of any apparent error, defect, or impropriety in a voucher/invoices within seven calendar days of receipt by the NSSC Payment Office. Inquiries regarding requests for payment should be directed to the NSSC as specified in paragraph (b) of this section.
(f) Other payment clauses. In addition to the requirements of this clause, the Contractor shall meet the requirements of the appropriate payment clauses in this contract when submitting payment requests.
(g) In the event that amounts are withheld from payment in accordance with provisions of this contract, a separate payment request for the amount withheld will be required before payment for that amount may be made.
13. 1852.237-73 Release of Sensitive Information. (JUNE 2005)
(a) As used in this clause, “sensitive information” refers to information, not currently in the public domain, that the Contractor has developed at private expense, that may embody trade secrets or commercial or financial information, and that may be sensitive or privileged.
(b) In accomplishing management activities and administrative functions, NASA relies heavily on the support of various service providers. To support NASA activities and functions, these service providers, as well as their subcontractors and their individual employees, may need access to sensitive information submitted by the Contractor under this contract. By submitting this proposal or performing this contract, the Contractor agrees that NASA may release to its service providers, their subcontractors, and their individual employees, sensitive information submitted during the course of this procurement, subject to the enumerated protections mandated by the clause at NFS 1852.237-72, Access to Sensitive Information.
(c)(1) The Contractor shall identify any sensitive information submitted in support of this proposal or in performing this contract. For purposes of identifying sensitive information, the Contractor may, in addition to any other notice or legend otherwise required, use a notice similar to the following:

This proposal or document includes sensitive information that NASA shall not disclose outside the Agency and its service providers that support management activities and administrative functions. To gain access to this sensitive information, a service provider's contract must contain the clause at NFS 1852.237-72, Access to Sensitive Information.
Consistent with this clause, the service provider shall not duplicate, use, or disclose the information in whole or in part for any purpose other than to perform the services specified in its contract. This restriction does not limit the Government's right to use this information if it is obtained from another source without restriction. The information subject to this restriction is contained in pages [insert page numbers or other identification of pages].

(2) The Contracting Officer shall evaluate the facts supporting any claim that particular information is “sensitive.” This evaluation shall consider the time and resources necessary to protect the information in accordance with the detailed safeguards mandated by the clause at NFS 1852.237-72, Access to Sensitive Information. However, unless the Contracting Officer decides, with the advice of Center counsel, that reasonable grounds exist to challenge the Contractor's claim that particular information is sensitive, NASA and its service providers and their employees shall comply with all of the safeguards contained in paragraph (d) of this clause.
(d) To receive access to sensitive information needed to assist NASA in accomplishing management activities and administrative functions, the service provider must be operating under a contract that contains the clause at NFS 1852.237-72, Access to Sensitive Information. This clause obligates the service provider to do the following:
(1) Comply with all specified procedures and obligations, including the Organizational Conflicts of Interest Avoidance Plan, which the contract has incorporated as a compliance document.
(2) Utilize any sensitive information coming into its possession only for the purpose of performing the services specified in its contract.
(3) Safeguard sensitive information coming into its possession from unauthorized use and disclosure.
(4) Allow access to sensitive information only to those employees that need it to perform services under its contract.
(5) Preclude access and disclosure of sensitive information to persons and entities outside of the service provider's organization.
(6) Train employees who may require access to sensitive information about their obligations to utilize it only to perform the services specified in its contract and to safeguard it from unauthorized use and disclosure.
(7) Obtain a written affirmation from each employee that he/she has received and will comply with training on the authorized uses and mandatory protections of sensitive information needed in performing this contract.
(8) Administer a monitoring process to ensure that employees comply with all reasonable security procedures, report any breaches to the Contracting Officer, and implement any necessary corrective actions.
(e) When the service provider will have primary responsibility for operating an information technology system for NASA that contains sensitive information, the service provider's contract shall include the clause at 1852.204-76, Security Requirements for Unclassified Information Technology Resources. The Security Requirements clause requires the service provider to implement an Information Technology Security Plan to protect information processed, stored, or transmitted from unauthorized access, alteration, disclosure, or use.
Service provider personnel requiring privileged access or limited privileged access to these information technology systems are subject to screening using the standard National Agency Check (NAC) forms appropriate to the level of risk for adverse impact to NASA missions.
The Contracting Officer may allow the service provider to conduct its own screening, provided the service provider employs substantially equivalent screening procedures.
(f) This clause does not affect NASA's responsibilities under the Freedom of Information Act.
(g) The Contractor shall insert this clause, including this paragraph (g), suitably modified to reflect the relationship of the parties, in all subcontracts that may require the furnishing of sensitive information.

18. GSFC 52.232-95 Invoices - Submission of. (MAR 2022)
(a) Payment Office. The designated payment office is the NASA Shared Services Center (NSSC) located at FMD Accounts Payable, Bldg. 1111, Jerry Hlass Road, Stennis Space Center, MS 39529. Please contact the NSSC Customer Contact Center at 1-877-NSSC123 (1-877-677-2123) with any additional questions or comments.
(b) Invoices. Except for classified invoices, invoices shall be prepared in accordance with the invoicing instructions in FAR 52.212-4(g). In addition, invoices shall be submitted using the steps described at the NSSC’s Vendor Payment information web site at https://www.nssc.nasa.gov/vendorpayment.
(c) Improper invoices. The NSSC Payment Office will notify the contractor of any apparent error, defect, or impropriety in an invoices within seven calendar days of receipt by the NSSC Payment Office. Inquiries regarding requests for payment should be directed to the NSSC as specified in paragraph (b) of this section.
(d) In the event that amounts are withheld from payment in accordance with provisions of this award, a separate payment request for the amount withheld will be required before payment for that amount may be made.
19. GSFC 52.232-99 Delivery Payment Schedule (Fixed Price). (SEP 2019)
(a) Subject to other limitations and conditions specified in this contract, delivery payments shall be made to the Contractor upon delivery and acceptance of the items described under paragraph (b). Contractor is authorized to invoice at the unit price indicated and up to the quantity stated.
