REQUEST FOR QUEST #N4248521R0003

(NAVINSGEN)
VERINT ENTERPRISE FEEDBACK MANAGEMENT (EFM) SOFTWARE
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information (IAW) in FAR Subpart 12.6, as supplemented with additional information included in this notice.
The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE.
This requirement is a commercial requirement, with 100% HUBZONE BUSINESS SET-ASIDE.
This solicitation documents and incorporates provisions and clauses in effect through FAC 2021-04 Effective January 19, 2021 and DFARS Publication Notice 2020 Effective January 15, 2021. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 541511 and the Small Business Standard is $30.0M.
The proposed contract action is for the procurement and acquisition of feedback survey software that has been approved in DITPR/DADMS. The EFM software shall:
a) Be installed on Navy servers;
b) Be accessed by account holders through a browser;
c) Be CAC enabled for survey administrators, unlimited users, unlimited survey participants;
d) Contain and support unlimited questions, spell check abilities, skip logic, conditional choices;
e) Export the survey to MS Word/Adobe;
f) Contain any number of questions per page, hidden questions based on response data set, and multiple end page options;
g) Support for JavaScript in survey, data piping, customization for participant navigation (e.g., save, next, submit, back, reset, etc.), and table/matrix question properties;
h) Provide live instant survey results presented for closed-ended questions;
i) Screen out questions, answers required option, and edit questions using HTML directly;
j) Save questions and responses to library;
k) Email triggers based on response data;
l) Import survey from MS Word, and import/export survey to XML;
m) Brand your own thank you page;
n) Perform branching based on responses, and advanced branching based on Boolean logic;
o) Perform response item randomization, and page randomization;
p) Provide hierarchical questions, polls, auto save, simple test mode, page naming, custom question header naming;
q) Open/close participation survey;
r) Personalize email invitations, and HTML email editing;
s) Send reminders, automation of reminder scheduling;
t) Pre-schedule survey launch and close;
u) Survey co-authoring, project collaboration;
v) Allow respondents to change their original answers;
w) Allow workgroup administrator ability to define custom roles, folder categorization of surveys, cross-workgroup survey search, true workflow for survey approval, survey metrics snapshot;

x) Provide customizable dashboard;
y) Ensure one response per email address;
z) Allow multiple respondents per computer;
aa) Export responses in a variety of formats (Excel, CSV, SPSS, etc.);
bb) Perform response validation;
cc) Export data raw values or with question and choice labels;
dd) Filter and export response data with Boolean logic, results can be exported, cleaned and imported back into the system, distinguishes between partials and full completes, filtering options for reports;
ee) Create custom reports, display summary statistics, trend reports, and tables and charts are supported in the reports, column or line charts, stacked column and stacked bar charts, cross tabs, report theme builder, brand reports, correlation analysis with variance, kurtosis, simple regression, and chart annotations.
In accordance with FAR 5.102(a)(6), the required justification or documentation is attached.

Offers shall be submitted no later than Friday, 5 February 2021, at 10:00 AM EST.
Proposal Content and Submission Instructions
Each proposal shall clearly demonstrate that the Contractor understands both the general and specific technical requirements of the requirement specification. Clarity and completeness of proposals are of the utmost importance. Therefore, proposals must be written in a practical, clear and concise manner.
A. Quotations: Electronic proposals are required for this quotation.
It is an Offeror’s responsibility to deliver its quotation to the proper place at the proper time. To confirm proper delivery to, and timely receipt by, the Contract Management Division (CMD), Offerors shall contact Mr. George D. Bozadjian at (703) 693-0193.
A quotation that fails to conform to the requirements of the above paragraphs above may be subject to interception or delay. This interception or delay may result in the quotation being lost, destroyed, or forwarded in such a manner that the quotation arrives at the target destination past the time and date of the deadline for submission established in the quotation. In the event that a quotation is lost or destroyed due to the Offeror’s failure to conform to the requirements above, such quotations will be considered to have never been delivered to the Government. In the event that a quotation is delayed due to the Offeror’s failure to conform to the requirements stated above, the quotation will be treated as late in accordance with the provision of FAR 52.212-1(f), entitled Late Submissions, Modifications, and Withdrawals of Quotations.
In order to maximize efficiency and minimize the effort involved in the quotation evaluation process, all interested parties must comply with the following instructions for quotation format and content.
Quotations that do not comply may be considered non-responsive and may render the proposal ineligible for award.
B. Quotation Content
Quotations that exceed the stated page limitations will have the exceeded pages removed from the quotation by the Contracting Officer, prior to turning the quotation over to the Government evaluation teams, and will not be considered in the evaluation. Each proposal shall contain the following volumes/sections.
i. Volume I – Technical Volume
The Offerors technical volume shall address the requirements of the product specifications listed above.
ii. Volume II – Past Performance
The Offerors past performance shall not exceed 10 pages, and shall include a minimum of three (3) references for similar work performed within the past three (3) years.
iii. Volume III – Price
In order to compare like pricing in this lowest-price-technically-acceptable (LPTA) basis for award, interested parties shall propose pricing per unit for unlimited users as listed in the CLIN table above.
C. EVALUATION FACTORS
DON will evaluate proposals using the following evaluation factors:
i. Factor 1: Technical Capability Software meets or exceeds the requirements listed above.
ii. Factor 2: Past Performance
References within the past three (3) years
iii. Factor 3: Price LPTA quote – lowest price per unit.
D. EVALUATION FACTORS FOR AWARD
The Government will award to the Offeror whose quotation is the lowest-priced-technically-acceptable (LPTA), with technical acceptability defined as “the ability to meet or exceed the specifications of the requirement listed in this RFQ”. Additionally, satisfactory past performance is required.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

This announcement will close at Friday, 5 February 2021, at 10:00 AM EST. All quotes shall be submitted to the Contract Specialist, George D. Bozadjian via email at george.d.bozadjian@navy.mil. Any quotes received after this time will be deemed unresponsive and will not be considered for award. Any amendment issued to this RFQ will be published on this website. Therefore, it is the Offeror’s responsibility to visit this website frequently for updates on this procurement. No telephone submissions.
The Government will evaluate quotes received and make an award to the lowest-price-technically-acceptable (LPTA) Offeror. Technically acceptable is defined as the ability to meet the requirements of this RFQ. All quotes shall be Firm-Fixed-Price (FFP).
System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
All quotes shall include price(s), FOB point, a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.

MEMORANDUM TO THE FILE
Subj: JUSTIFICATION FOR USE OF OTHER THAN FULL AND OPEN
COMPETITION FOR A FAR PART 13 ACQUISITION UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD
I. BACKGROUND:
1. FAR Subsection 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
2. As required by FAR Subsection 13.106-3(b)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement (or portion of the requirement to be sole-sourced) is not expected to exceed the simplified acquisition threshold.
II. DESCRIPTION OF ITEM OR SERVICE:
Feedback survey software that is already approved in DITPR/DADMS, can be installed on Navy servers and can be accessed by unlimited account holders through a web browser. The myriad of capabilities offered by this software provides a complete capture of all functions required for electronic feedback surveys, to include data analysis.
III. THE DETERMINATION FOR USE OF OTHER THAN FULL AND OPEN
COMPETITION IS BASED ON THE FOLLOWING:
ONLY ONE SOURCE IS CAPABLE OF PROVIDING THE SUPPLIES OR
SERVICES REQUIRED AT THE LEVEL OF QUALITY REQUIRED BECAUSE
THE SUPPLIES ORSERVICES ARE UNIQUE OR HGHLY SPECIALIZED.
BRAND NAME. The source has established proprietary rights, limited rights in data, patent rights, copyrights or secret processes in the item or service required.
Critical characteristics of the Verint Enterprise Feedback Management software are that it is already approved in DITPR/DADMS; it has the ability to install the software and store the data on Navy servers; it has the ability to access survey administration and design through a browser using a CAC-enabled login, as well as collect data through a browser; it is highly customizable and includes complex survey design; and, it has easy online user account administration for users…
