Statement of Work (SOW) For AOML Warehouse Design Support Services
Atlantic Oceanographic and Meteorological Laboratory 4301 Rickenbacker Causeway, Miami, Florida 33149
The Department of Commerce, NOAA, Oceanic and Atmospheric Research (OAR), Atlantic Oceanographic and Meteorological Laboratory is seeking design support services that do not require stamped and sealed drawings.
Background:
The National Oceanic and Atmospheric Administration (NOAA) is one of the bureaus of the U.S. Department of Commerce, a cabinet level agency of the executive branch of the United States of America. In the 21st century, every aspect of the NOAA mission faces new urgency given the intensifying national needs of the environment, the economy, and public safety. The NOAA role in facing these challenges is to assess and predict environmental changes, protect life and property, provide decision makers with reliable scientific information, manage national living marine and coastal resources, and foster global environmental stewardship.
The Atlantic Oceanographic and Meteorological Laboratory (AOML), located at 4301 Rickenbacker Causeway, Miami, FL 33149 on Virginia Key conducts research to understand the physical, chemical, and biological characteristics and processes of the ocean and the atmosphere, both separately and as a coupled system. The principal focus of these investigations is to advance knowledge that leads to more accurate forecasting of severe storms, better use and management of marine resources, better understanding of the factors affecting both climate and environmental quality, and improved ocean and weather services for the nation. AOML leads international efforts to collect and interpret global observations from ships, satellites, aircraft, buoys, and floats.
Conducting world class research requires expensive and often very unique equipment and maintaining this equipment is critical to mission readiness and success. Currently AOML is storing millions of dollars in equipment in our unconditioned warehouse resulting in deterioration and damage.
AOML is planning several renovation projects and facility upgrades all over the property. The warehouse currently houses millions of dollars of government property. The 1980’s-era facility needs upgrades to the electrical, mechanical and layout to meet modern safety standards as well as repairs to maintain functionality for current and future research and storage demands.
To make a construction contract award in FY23 for warehouse improvements, AOML requires contractor services to produce construction level supporting documents to be used in the procurement. NOAA is developing a scope of work and bid package to advertise for the construction work (repairs and new layout) required for AOML’s warehouse. In order to accurately define the project for potential bidders, a set of construction level supporting documents are to be developed and submitted as the deliverables for this effort.
The scope of services shall include all the necessary details to support the renovation and reprogramming of areas in the ware for construction including any Site Civil, Architectural, Structural, Mechanical, Electrical, Plumbing and Fire Protection requirements for the Work.
PAGE 6 OF 54 1333MJ22QNRMA0003
Statement of Work (SOW) For AOML Warehouse Design Support Services
Note: A minimal amount of structural, mechanical and fire protection Work is anticipated as part of this effort but shall be included due to the demolition and modifications of existing structures as well the integration of existing facilities required by the Work. These requirements must be documented on the permit issue set.
Mission:
AOML Warehouse Site Information Site Location: 4301 Rickenbacker Causeway, Miami, FL 33149 Site Latitude/Longitude: 25°44'08.9"N 80°09'45.5"W
The AOML Warehouse is located on federal property approximately 200 feet NW of the main building. The warehouse is approximately 10,000 square feet and stores scientific equipment, expendables, as well as miscellaneous facility support materials. The warehouse and its content are not currently protected from the heat, humidity and salty environment. The building has a number of deficiencies, rodents can enter the facility through holes in the roll up doors and damage equipment, rain can enter the facility through the gaps in the doors, and the salty humid air is deteriorating expensive scientific equipment. Restrooms are needed at the warehouse for employees to use while working in the warehouse as well as small boats located next to the warehouse.
The warehouse space to be renovated will be purpose built to meet modern safety standards, maintain functionality for current and future research and meet storage demands of the Laboratory. The design intent would be to use the concepts shown in the Design Guidelines Document to develop space predominantly configured with air conditioned storage bays to house state of the art mission critical equipment, as well as restrooms, eyewash stations and an engineering space in support of AOML’s mission and engineering operations to build at sea equipment. The intent of AOML’s conceptual program, as documented in the Design Guidelines will meet current safety code requirements.
During the development of the Design Guidelines, direct input from the current users recorded that air conditioned storage bays are essential to keep state of the art scientific equipment maintained. Currently AOML does not have an air conditioned storage area for large equipment nor does AOML have restrooms for employees to use while working on the small boats and working in the warehouse. These updates will provide AOML with the ability to recruit and retain top scientists and students in the field worldwide.
Design Guidelines
PAGE 7 OF 54 1333MJ22QNRMA0003
For AOML Warehouse Design Support Services
The AOML community developed Design Guidelines, dated June 30, 2022, that documents its facility needs and aspirations to meet its current mission requirements. AOML Leadership intends to use this as the basis of design for this project. The Design Guidelines documents the reported needs, anticipated growth and essential space functions that should extend into a future Atlantic Oceanographic and Meteorological Laboratory (AOML) warehouse facility.
The warehouse’s key elements should include, in summary:
● Design the configures comfortable, effective and efficient space to support equipment storage
● Restrooms
● Engineering space with necessary collaborative, mechanical, and communal support spaces
● Space Requirements are estimates and are subject to change during the design phase of the contract. Space guidance as follows:
a. Warehouse Bay: 2600 sq ft
b. Warehouse Bay: 2600 sq ft
c. Warehouse Bay: 2600 sq ft
d. General Storage: 500 sq ft
e. CNS Property and IT equipment storage: 400 sq ft
f. Engineering Workshop: 1100 sq ft
g. Bathroom: 200 sq ft
The intent of the detail within the Design Guidelines describes spaces that meet necessary work environments required for the AOML staff to effectively perform within the constraints of the federal and agency space guidelines.
Scope of Services:
In general, the scope of work consists of the complete and fully integrated design documentation necessary to renovate the Atlantic Oceanographic and Meteorological Laboratory (AOML) warehouse facility located in Miami, FL. AOML is seeking design support services that do not require stamped and sealed drawings as part of this requirement.
The Work shall include but not be limited to the complete design of a newly renovated space utilizing all of the traditional design development practices and techniques necessary to fully vet the requirements of the space in support of the mission while incorporating as many of the findings of Design Guidelines dated 06/30/2022 into the documentation on a best efforts basis (Attachment No. 01).
