SF1449 - SOLICATION/CONTRACT/ORDER FOR

COMMERCIAL ITEMS

AND

THE SOLICITATION

THE SOLICITATION

INTRODUCTION

GSA’s Public Buildings Service (PBS) Acquisition Management Division (AMD) is issuing this Request for Quote

(RFQ) to solicit contractors for the purpose of entering into a multiple-award Blanket Purchase Agreement (BPA).

The requirement is for asbestos and lead-based paint survey sampling and monitoring services to support PBS capital and non-capital construction and renovation programs described further in the Description of Requirements and two (2) Sample Statement of Works (SOWs) provided as part of this RFQ.

The contractors agree to and are bound by all instructions, procedures and rules of this RFQ. The Government intends to establish one multiple-award Blanket Purchase Agreement (BPA) to up to eight (8) firms for the required services described using the procedures and requirements listed in Federal Acquisition Regulation (FAR)

13.303 – Blanket Purchase Agreements.

If you are interested in competing for this effort, you or your team may participate by submitting your price list quotation in accordance with the procedures in this RFQ. Contractors will propose hourly labor rates for all disciplines and work categories identified in this RFQ that are required to perform those services identified in the

Description of Requirements and the two (2) Sample Statement of Works (SOWs) attachment.

REQUIREMENT DESCRIPTION

All services will be performed on Federal Buildings located throughout Orange and Los Angeles Counties.

Prospective contractors will need to provide survey services to determine the condition of asbestos- containing

(ACM) and lead based paint containing materials by conducting testing for abatement of all hazardous materials.

Additional services are also required for the monitoring and reporting of asbestos removal performed by a general contractor/subcontractor that has been contracted by the General Services Administration (GSA). Services will be requested on an as-needed basis under BPA Calls.

The full description of required services is provided in Attachment A - Description of Requirements and Sample

Statement of Work 1 and Attachment B - Description of Requirements and Sample Statement of Work 2. The contractor shall furnish all supplies needed in the performance of these services with the exception of those supplies listed as Government-provided in an individual Call SOW.

PERIOD OF AGREEMENT AND CALL LIMITATIONS

The BPA will be issued for one (1) base-year and one (1) four (4)-year option period. The initial base agreement period will begin upon the BPA award and is anticipated to be made on or about May 14, 2021.

The Government is obligated only to the extent of authorized purchases made under the multiple-award BPA at the individual Call level. Based on previous years’ workload, it is estimated that future workloads for all projects will likely not exceed a maximum of $190,000 per year with individual projects ranging primarily between $2,500 and

$15,000. In accordance with FAR 13.303-5, PURCHASES UNDER BPAS, no individual Call shall exceed

$250,000.00.

In accordance with FAR 13.303-7, an individual BPA is considered complete when the purchases under it equal its total dollar limitation, if any, or when its stated time period expires.

PRICING QUOTATION REQUIRED

The Price Quote shall include, at a minimum, the following:

• BPA labor and work categories (at a minimum contractor is to propose on the categories identified in the bid chart under the Method for Award section of this RFQ). Provide your quote on Attachment F – Pricing List Sheet.

• BPA hourly rates for each proposed labor category

• Labor rates for both base year and one (1) – four (4) year option period. Please note an annual escalation rate may be included throughout this four (4) year period, if needed (reference Method for Award section of this RFQ for an example rate chart for representation of the annual escalation rate).

• Pricing for any additional items that may be applicable to performance.

Contractors should carefully review Attachment A - Description of Requirements and Sample Statement of Work 1 and Attachment B - Description of Requirements and Sample Statement of Work 2 to ensure all necessary labor and work categories are covered in their proposed price lists. Additionally, contractors must indicate if work will or will not be subcontracted or if a teaming arrangement is planned.

PROJECT CALLS

The Calls to be issued under the proposed BPA will be based on individual statements of works defining specific requirements. This BPA will establish agreed upon unit labor rates and work category rates for various construction/project management related labor categories and work categories. BPA purchasing officials will then use the BPA unit labor rates times Government-estimated man-hours, plus costs associated with the necessary contract support items (if needed) to quote a Firm Fixed Price for each individual Call. Contractors under agreement will review and confirm labor hours utilized for specific Calls under the BPA and will propose changes if needed. Each BPA Call will then be issued on a Firm Fixed Price basis.

There are no guaranteed minimums on the Blanket Purchase Agreements. For projects estimated below $2,500, the Government will rotate work among firms under agreement. For projects estimated above $2,500, not to exceed the $250,000 Call limitation. Calls will be competed amongst all agreement-holders and pricing should not exceed the agreed-to price lists to satisfy FAR competition requirements. Calls may be placed by

Government purchase card or on a Standard Form (SF) 1449.

OTHER TERMS AND CONDITIONS

1. Annual Review: The agreements will be reviewed to ensure that the Call procedures are being adhered to and performance of the agreement holders are satisfactory.

2. Service Contract Act (SCA) Wage Determinations: SCA Wage Determinations will be incorporated into each individual Call over the $2,500.00 threshold.

EVALUATION METHODOLOGY

The Government will enter into agreement to the responsive, responsible Offerors that conform to all submission requirements and provides the best benefit to the Government based on the Evaluation Factors identified under this solicitation. The non-price factors when combined are equal to price.

The evaluation factors that will be utilized to make this determination are as follows:

1. EVALUATION FACTORS

A. PRICE EVALUATION

(1) Price Evaluation consists of (a) labor rate / work category lists for the base year plus; and (b) labor rate / work category lists for all option years. The evaluation of options will not obligate the Government to exercise the options.

At a minimum, the contractor shall include pricing for the following disciplines / work categories below:

Discipline / Work Category Unit Cost

CIH Hour

Project Manager / Onsite

Superintendent (CAC)

B. TECHNICAL EVALUATION

For purposes of the technical evaluation, the Government will only evaluate projects that meet the Similar

Work definition. Similar Work is defined as a single project for asbestos and/or lead based paint monitoring and/or survey services with a minimum dollar value of

$5,000; completed within the last 5 years.

(1) SPECIALIZED EXPERIENCE

This factor considers the extent of the Offeror’s experience within the last 5 years on contracts of Similar Work.

Experience will be evaluated by analysis of information provided by the offeror and by interviews with the

Offeror's past and/or current customers. The standard is met when Offerors submit a minimum of three contracts for Similar Work completed within the last 5 years.

(2) PAST PERFORMANCE

This factor considers the Offeror’s past performance, within the last 5 years, in performing contracts for

Similar Work. This past performance evaluation may include an evaluation of the Offeror's quality of workmanship, timeliness of delivery, responsiveness of management and cooperation with customer, adherence to contract requirements, and overall quality of Offeror’s performance and customer satisfaction. Evaluation of past performance is a subjective assessment based on consideration of all relevant facts and circumstances.

It will not be based on absolute standards of acceptable performance. The standard is met when an

Offeror’s references indicate that the Offer’s past performance was at a minimum of satisfactory or better.

Additionally, the Contracting Officer may identify and analyze the past performance of the Offeror on any other contract that they currently have or have completed. In the case of an Offeror without a record of past performance, or for whom information on past performance is not available, that Offeror will be given neither a favorable nor an unfavorable evaluation regarding past performance.

While Offerors must provide a minimum of 3 references for the past performance evaluations, they may provide more. However, the Government is not required to conduct or complete past performance evaluations on more than 3 contracts, although it may choose to do so. Additionally, if more than 3 references are provided, the Government reserves the right to choose which references to include in its past performance evaluation.

(3) EVIDENCE OF LOCAL PRESENCE

This factor considers the firm’s ability to perform work within the geographical region of the Counties of Los Angeles and Orange County. This factor may be satisfied by one of the following methods: (a) beta.SAM.gov registration demonstrating the firm’s business address is located in either the Counties of Los Angeles or Orange; or (b) demonstrating through the Specialized Experience or Past

Performance submissions that the firm has performed work in either the Counties of Los Angeles or

Orange. Reference and complete Attachment E to satisfy representation of this factor.

2. SUBMISSION REQUIREMENTS

a. FACTOR 1, SPECIALIZED EXPERIENCE

Each Offeror shall demonstrate specialized experience by submitting a minimum of three projects that are for similar work. Each project should be represented on the Specialized Experience form found in Attachment D - Specialized Experience Form of this RFQ. It is the Offeror’s responsibility to provide sufficient information for the Government to determine if a project meets the Similar Work definition as stated in the Evaluation Factor section above.

b. FACTOR 2, PAST PERFORMANCE

The Offeror must submit a Past Performance Questionnaire (PPQ) found in Attachment C –

Past Performance Questionnaire, completed by the applicable client, for each project included in its quote for Factor (2), Past Performance. Completed PPQs should be submitted with the quote.

Ensure correct phone numbers and email addresses are provided for the client point of contact.

Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the Offeror is unable to obtain a completed PPQ from a client for a project before quote closing date, the Offeror should complete and submit with the quote the first page of the PPQ, which will provide contract and client information for the project. If the client requests, the client may submit a questionnaire directly to the Government's point of contact, via email at steven.jeffers@gsa.gov and henry.huynh@gsa.gov prior to the solicitation closing date. Offerors may resubmit questionnaires previously submitted with other quotes or may obtain an updated/new PPQ from a client for any submission. Offerors shall not incorporate by reference into their quote PPQs previously submitted for other RFPs/RFQs.

Each Offeror must provide a minimum of three (3) customer references for each of the technical evaluation factors. It is the Offeror’s responsibility to provide sufficient information regarding their reference projects for the Government to determine if a project meets the Similar

Work definition as stated in the Evaluation Factor section above. Offerors are cautioned to verify the accuracy of the contact information for references for the past performance evaluation. If

GSA does not receive a completed past performance evaluation, then that Offeror will be given neither a favorable nor unfavorable evaluation for that reference. References shall only pertain to the Offeror entity itself, not prospective subcontractors.

In addition to those references provided directly by the Offeror, the Government may identify and analyze such relevant past performance or experience of the Offeror on any other contract that the

Offeror currently has or had of which the Government has knowledge or obtains knowledge of, including but not limited to projects listed in the Contractor Performance Assessment Reporting

System (CPARS).
