About this file
This Request for Qualifications (RFQ) No. 26-1011 is issued by the City of Lakeway, Texas to establish a pool of qualified civil engineering firms for on-an-as-needed basis services. The RFQ seeks to pre-qualify experienced firms capable of providing civil engineering services to support the City's infrastructure and development needs. The solicitation is designed to create an efficient procurement mechanism that allows the City to engage qualified firms on a task-order basis without requiring competitive bidding for each individual project. Specific response deadlines, site visits, and bidder conferences are contingent upon the individual task orders issued from the qualified pool rather than through this initial qualification phase. The term of the contract and any renewal options would be established through subsequent task orders awarded to selected firms from the qualified pool.
Detailed pricing terms, payment structures, and funding mechanisms will be determined on a project-by-project basis through individual task orders issued to pool participants. The RFQ establishes qualification criteria and evaluation standards to ensure firms possess the necessary technical expertise, financial capability, and experience in civil engineering disciplines relevant to municipal projects. No incumbent firm information is specified in this qualification phase, as the objective is to develop a new or expanded pool of available vendors. Firms selected to the qualified pool will be eligible to compete for task orders as the City's needs arise, with compensation and contract amounts varying based on the scope and complexity of individual projects assigned.

16.0 Awarded Consultants will be provided a Work Order Form and the City will request a fee proposal from the most qualified consultant(s), then negotiate and establish the agreed scope of services, personnel resources, project schedule, conditions, restrictions, and compensation to meet the goals of the project. If there is no agreement with a selected consultant, the City reserves the right to request and require additional detailed proposals from the pool of consultants to assist in the selection of a consultant for any particular project with the detailed professional services to be provided by the firm with supporting information demonstrating that the requested fee is justified by the level of effort (and related personnel costs) required to provide the services necessary for the project.
16.0 The Master Professional Service Agreement is attached for review and is not subject to negotiation, modification, or changes unless the City, in its sole discretion, agrees to do so.
