The solicitation seeks a vendor to provide network equipment and installation services across three locations: SGAIA/CICANG headquarters and two Financial Crimes Investigation Unit (DIFE) sites. Required equipment includes next-generation firewalls, network switches (core, aggregation, and access layers), optical modules, network racks, and point-to-point wireless antennas for microwave telecommunications.

Key procurement details include a firm-fixed price contract with a submission deadline of June 30, 2025, at 5:00 PM. The government intends to award to the lowest-priced, technically acceptable offer without negotiations. A mandatory site visit is scheduled for June 4, 2025. Vendors must be registered in the System for Award Management (SAM), provide detailed technical specifications, and submit comprehensive documentation including network diagrams, installation plans, and Spanish-language manuals. The contract aims to upgrade network infrastructure to improve the efficiency of criminal investigation units by 25%, with equipment designed to operate 24/7 and handle approximately 600 cases annually.

SCHEDULE OF SUPPLIES/SERVICES, BLOCK 20

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

A. Specifications

The Bureau of International Narcotics and Law Enforcement Affairs (INL) Section at the U.S. Embassy in Guatemala is seeking to procure Network Operating System and Installation Services per below specifications. The equipment shall be clean, new, not previously used and must be in optimal operating conditions and quality. All manuals shall be furnished in Spanish.

B. General

The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in developing policies and programs to combat international narcotics trafficking and crime. INL programs support two of the Department of States' strategic goals: (1) to reduce the entry of illegal drugs into the United States; and (2) to minimize the impact of international crime on the United States and its citizens.

One of the many ways to effectively meet these goals is to partner with allied governments both directly and indirectly to modernize and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies.

In recent years the increase in number and complexity of corruption, financial crimes, and drug trafficking has required the Guatemalan National Civil Police (PNC) to strengthen specialized criminal investigation units within the Counternarcotics Division (SGAIA) and the Financial Crimes investigation unit (DIFE). INL supports these units through training, technical assistance, upgrades to office infrastructure, and IT equipment necessary to effectively investigate and coordinate with other justice and security sector agencies.

Specific to technology, INL seeks to support SGAIA and DIFE through improved information access and exchange, automatization of activities, control of sensitive information, and monitoring to improve efficiency and effectiveness levels by 25% in all departments. The new equipment will increase SGAIA’s and DIFE’s capacity to support prosecutions by the Public Ministry.

The networking equipment – including physical hardware, cabling, and the configured network connection – must have capacity to operate 24 hours a day without failure, receiving and registering close to 600 cases annually, manage information, and present analysis results to allow investigators and prosecutors to make better decisions.

a. General Requirements

• Manufacturing Requirements: The vendor shall provide commercial grade items to meet the design, function, construction, and warranty requirements as outlined in these specifications.

• Vendor shall provide schematic drawings system for each location based on existing conditions.

Schematics shall identify any missing component necessary for a fully operational system. No materials or work shall be performed until schematics have been approved by INL.

• Before the vendor is selected, we required to perform a site visit the jobsite to ensure the infrastructure is adequate for the equipment installation. Potential vendors will be invited to a site visit.

• All packaging material and debris shall be removed from the site and properly disposed of by the vendor.

• Vendor shall present certifications related to the installation and configuration of the brand selected for the network equipment.

• Vendor shall comply with security procedures on site without exception.

• Vendor shall not damage, break, or breach the perimeter walls or adjacent facilities.
