The project utilizes federal funding and requires contractor compliance with Davis-Bacon prevailing wage requirements and Build America, Buy America (BABA) regulations, as detailed in the attached documentation. Contractors must provide lump sum pricing for the complete roof replacement along with unit pricing for roof deck replacement per sheet, truss repairs per linear foot, fascia replacement per linear foot, and additional flashing per linear foot. Qualified contractors must hold a Florida roofing contractor license, provide certificates of insurance, submit three references for similar projects, and include manufacturer warranties and workmanship warranties with their proposals. The City evaluates quotations based on price, qualifications, experience, ability to meet the schedule, federal compliance, references, and overall best value to the City, and reserves the right to reject any or all quotations and award to the contractor providing the best value rather than necessarily selecting the lowest bidder.
