Performance Work Statement National Oceanic and Atmospheric Administration (NOAA)
National Marine Fisheries Service (NMFS) Alaska Region Protected Resources Division
Title Steller sea lion weaning and attendance pattern statistical and manuscript support.
Background The National Marine Fisheries Service’s (NMFS) Protected Resources Division (PRD) is responsible for implementing marine mammal conservation and recovery programs under the Marine Mammal Protection Act (MMPA), the Endangered Species Act (ESA), including programs for the Eastern Distinct Population Segment (EDPS) Steller sea lion (Eumetopias jubatus) as part of the Post-Delisting Monitoring Plan for EDPS Steller sea lions.
Scope of Work The contractor shall complete mark-recapture modeling and statistical analysis to estimate age-specific weaning probabilities of juvenile EDPS Steller sea lions using data collected in Oregon. The contractor shall complete analyses using data collected in Oregon to determine Steller sea lion attendance patterns at a primary haulout in Oregon. The contractor shall work closely with NMFS Alaska Region personnel (NMFS) via email and video conference to complete writing, review, and edits of the weaning and attendance manuscripts. Once NMFS submits both manuscripts to peer-reviewed journals, the contractor shall be available to complete edits required by reviewers and editors of each journal.
Contract Objectives The objectives of this contract are for 1) professional services of very specialized mark-recapture modeling and statistical analysis to analyze data, write, review, and complete a manuscript estimating age-specific weaning probabilities of juvenile EDPS Steller sea lions in Oregon; and 2) analyze data, write, review, and complete a manuscript of Steller sea lion attendance patterns at a primary haulout in Oregon. These two research studies were conducted in Oregon between 2005 and 2009 and final reports were completed for each project.
Weaning manuscript support Female Steller sea lions breed annually yet many juveniles do not wean until after one year of age. If common, extended lactation could have implications for Steller sea lion population dynamics. We require statistical and mark-resight analyses of known-age (branded) juvenile Steller sea lions on haulout sites off Oregon to estimate age of weaning from birth to three years of age. Our Steller sea lion weaning manuscript objectives are to: 1) Estimate the age-specific proportions of weaned juveniles; 2) Estimate and compare the probability of encountering weaned and unweaned juveniles at winter haulouts; and 3) Compare results to Alaska - Steller sea lion weaning research was conducted in Alaska (Hastings et al. 2021) https://doi.org/10.1002/ece3.6878 at the same time as our Oregon study.
Attendance pattern manuscript support Lack of sufficient prey resources can have a direct effect on pinniped attendance patterns resulting in increased foraging durations, less time ashore, and ultimately, reduced pup survival. One method of inferring the availability and quality of food resources is by examining maternal attendance patterns. We studied Steller sea lion attendance patterns at Sea Lion Caves, Oregon from April 2008 through August 2009 using remotely operated video cameras. Cameras were operational for 477 days From 21 April 2008 to 30 August 2009.
During this period, we recorded 2064 resights of 106 known individuals (71 female, 35 male). We observed https://doi.org/10.1002/ece3.6878 nursing or suckling behavior from 21 female/pup or female/juvenile pairs including: 11 branded adult females nursing pups (< 1 year of age) or juveniles (> 1 year of age), 10 branded juveniles (7 male, 3 female) and one branded male pup suckling from unmarked adult females. Initial analyses have been completed. Our Steller sea lion attendance pattern manuscript objectives are to: 1) complete final analyses to 1) estimate average adult female and juvenile winter/spring (November-June) and summer (June-August) attendance cycles and at-sea trip durations; and 2) Compare results to Alaska (Trites and Porter 2002, Milette and Trites 2003, Trites et al. 2006, Maniscalco et al. 2006).
