EVALUATION FACTORS FOR AWARD
In accordance with FAR 13.106-1 , the Government will award a purchase order resulting from this solicitation to the responsible lowest price technically acceptable quoter whose quote conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The evaluation factors are: 1) Technical Capability and 2) Price. The Government reserves the right to make award solely on initial offer received.
EVALUATION PROCESS
1) Initially, quotes shall be listed in order of price from lowest to highest. Technical Capability will be evaluated and appropriate adjectival ratings will be assessed in order from lowest priced to highest priced.
Once the lowest price quoter is found to have an Acceptable rating in Technical Capability, the quote will be determined to represent the best value to the Government and the evaluation process will stop. Award shall be made to that quoter without further consideration of any other quotes.
2) If the lowest priced quoter is not evaluated to have an “Acceptable” Technical Capability rating, the next-lowest priced quoter will be evaluated. This evaluation process will continue (in order of price from lowest to highest) until a quote is evaluated to have an “Acceptable” Technical Capability rating. Once a quote has received an “Acceptable” Technical Capability rating, evaluations will stop and further consideration will not be given to other quotes.
EVALUATION FACTORS
FACTOR 1 - TECHNICAL CAPABILITY: The technical rating reflects the degree to which the proposed approach meets or does not meet the minimum performance or capability requirements. For a quote to be found technically acceptable, the quoter must clearly meet the minimum requirements of the solicitation. Failure to provide the following will result in an unacceptable rating:
1. Quoter shall provide a certification statement that states “Quote conforms to the Description of Requirements (DOR) and drawings for this requirement”.
Statement shall be included on quoter’s cover page or annotated on the SF1449.
Adjectival Rating Definition Acceptable (A) The certification statement meets was provided and indicates an adequate understanding of the requirements, and risk of unsuccessful performance is low.
Unacceptable (U) The certification statement was not provided and risk of unsuccessful performance is unacceptable. Quote is un-awardable.
Note: If the quoter is found to be “Unacceptable”, then the quoter will be removed from further consideration of the award.
FACTOR 2 – PRICE: The Government will evaluate quotes IAW FAR 13.106-3(a) Evaluation. The Government may evaluate any and all information submitted by the quoter to support the reasonableness of the prices quoted.
The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.
Price will be evaluated by multiplying the estimated quantities provided to the Government by the quoted unit price for each line item provided by the quoter and then adding the totals together thereby identifying the quoter’s total estimated price for each line item.
Note: Quotes that do not offer all items or which offer only partial CLIN pricing will be considered non-responsive.
Failure to furnish the price quote IAW the instructions above shall render the quote unacceptable.
BASIS FOR AWARD
The Government will award a single firm-fixed price purchase order resulting from the solicitation to the responsive, responsible lowest price, technical acceptable quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and non-price factors considered.
