2.0 TASKS:
2.1 Preventative Maintenance (PM):
The Contractor is required to provide the Government with one (1) PM inspection per contract period as well as unlimited telephone technical assistance/email support. The PM scheduling shall be determined by mutual agreement between the Technical Point of Contact (TPOC) and the Contractor. In the event that the TPOC does not call to set up the PM inspection, the Contractor is required to contact the end user to ensure the PM is accomplished within the last four months of the contract period. The PM is required to be performed in accordance with the Original Equipment Manufacturers (OEM) technical specifications.
2.2 Emergency Repair Services (ERS):
ERS are to be provided Monday through Friday (excluding federal holidays), during the hours of 8:00 a.m.
- 4:00 p.m. PST.
Following the notification of equipment failure, the Contractor is required to provide telephone technical assistance within two (2) hours. The date and time shall be noted in a trouble call log to or in house email to reflect all maintenance calls, and any exceptions as stipulated therein by the TPOC.
In the event that full-operational capability is not achieved via telephone assist, a qualified field technician is required to be “on-site” within seventy-two (72) hours following the initial call after the failure of the telephone assist.
The Contractor is required to make repairs to the extent necessary (as determined by full functional verification with the end user present) to ensure a functional system. A functional system is one which efficiently serves its intended purpose. Performance completion is required to be achieved within seventy-two (72) hours following the arrival of the field technician. At a minimum, the Contractor is required to do what is reasonable or prudent within the industry standards to achieve the goal. The only exception to these requirements shall be for extenuating circumstances, which are considered beyond the immediate control of “maintenance/service” personnel.
The Contractor is required to provide all test equipment and materials, including, but not limited to: tools, diagnostic and alignment devices, meters, hardware, and software, needed to perform the work.
NOTE: The resultant contract will have specific Contract Line Items (CLIN’s) for the PM and for ERS. For ERS services the CLIN will specify a “Not to Exceed” (NTE) cost. ERS components and labor shall not exceed this amount. In the event that there is a requirement for parts and labor that will exceed the NTE cost the Contractor will be required to prepare a report listing components, component cost, labor hours and labor cost required to complete the ERS.
The Contractor is cautioned not to exceed the NTE amounts specified under the contract. The Contractor shall ensure that all Contractor personnel involved in the scope of this work order are aware the monetary limitations.
FRCSW personnel do not have the authority to direct either verbally or in writing to commit the Government to additional work and or funding outside the scope of the contract. To do so would potentially constitute an unauthorized commitment.
In the event the Contractor is confronted with uncertainty related to performance or has knowledge of a necessity that has not been previously identified within the limitations of this procurement, they are instructed to immediately notify the TPOC.
Additional work or components potentially may be added to the contract only by formal modification issued by Commander Fleet Readiness Center (COMFRC) Procurement Group (CPG), Contracting Officer.
The TPOC is the only Government Representative authorized to place calls for the PM, ERS and telephone/email assistance. The end user is authorized to place calls and emails for assistance.
The Contractor must have full knowledge of the referenced equipment and, must be able to perform all work in compliance with the manufacturer’s technical specifications, current commercial practices and in accordance with this statement of work.
There shall be no additional maintenance charges, other than those specified herein, regardless of when the maintenance is performed, the time spent by maintenance personnel after arrival at the site (or lodging while awaiting the arrival of additional maintenance personnel, equipment or delivery of parts), or for the transportation to, or from, other sites. Overtime work, or work performed outside of normal business hours, are not included in this order.
3.0 DELIVERABLES:
The Contractor is required to provide the Government with a detailed Maintenance Service Report following each site visit. The report shall include, but is limited to:
Contract number, date and time notified, date and time arrived, name of technician, type/model/serial number of equipment serviced, time spent on repair, a description of malfunction (if any), parts replacement list, time required to acquire parts, general procedure to attain functionality, comments as to the cause of the malfunction, and date and time “system/equipment” are returned to full operational functionality, attached legible record of “as received” and “after calibration” readings.
Additionally, the Contractor is required to affix a tag on equipment upon completion of a preventative maintenance inspection. The tag may either be a “sticker” or “hanging tag”. At a minimum, the tag shall contain the name of the Contractor, technician performing inspection, and date of inspection legibly printed.
4.0 INSPECTION AND ACCEPTANCE:
The Government will perform an inspection of the Contractors work at destination. The Contractor is required to perform a functional test or other type of process normally associated with a PM and or Repair Service in accordance with OEM specifications that demonstrates the system is fully operational.
Upon successful demonstration by the Contractor to the Government, the PM and or ERS will be accepted. The government will submit all related documentation to government financial personnel for invoice and payment processing.
5.0 REQUIRED PERIOD(S) OF PERFORMANCE (POP):
The Government requests a 1-year base period and two 1-year options. As stated this is a request. If the Contractor cannot accommodate this request they are required to state so in their response to the formal request for quotation.
