About this file

This is a Request for Quotation (RFQ) issued by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) for the MK 2 MOD 0 Helicopter Weapon Recovery System (HWRS). The solicitation number is N66604-26-Q-0462, and it is structured as a 100% small business set-aside under NAICS Code 336413 (Other Aircraft Part and Auxiliary Equipment Manufacturing) with a small business size standard of 1,250 employees. The RFQ seeks quotes for one first article unit (CLIN 0001) and production quantities of additional units (CLIN 0002), with offerors required to propose both quantities and unit prices within a strict budget ceiling of $1.05 million. Delivery is F.O.B. Destination to Newport, Rhode Island, with a desired lead time of two months after receipt of order, and the first article may be shipped with production units. Award will be made on a firm fixed price basis to the responsible, technically acceptable offeror proposing the highest quantity of acceptable supplies while remaining at or below the $1.05 million budget ceiling. Offerors must exclude weight test certification costs and non-metallic trim (cork and plastic tubing) material costs from their quotes, as these will be performed by the government post-delivery. Technical acceptability requires submission of a written Welding Procedure Specification (WPS) conforming to AWS D1.2 using Gas Metal Arc Welding (MIG/GMAW), a supporting Procedure Qualification Record (PQR) with hardness validation test data, current Welder Performance Qualifications or AWS Certified Welder registration numbers, and a quality control statement outlining post-weld inspection methods. All drawings are classified as Distribution D and Export Control, requiring offerors to have active Joint Certification Program (JCP) registration and a DD2345 form to access them. The solicitation requires CMMC Level 2 (Self) certification, System for Award Management (SAM) registration, and compliance with various FAR and DFARS clauses. Quotes must be submitted to Elizabeth Peckham at elizabeth.a.peckham2.civ@us.navy.mil by the published closing date, with a clarification question deadline of August 21, 2026 at 12:00 PM EST.

Basis for Award:

The Government intends to award a single Firm Fixed Price purchase order resulting from this solicitation to the responsible offeror whose quote offers the maximum quantity of acceptable supplies while remaining at or below the established strict budget ceiling of $1.05M.

http://www.sam.gov/

Award will be made to the responsible, technically acceptable offeror proposing the highest quantity.

In order to be determined technically acceptable, offerors shall meet all of the following criteria:

(1) Propose the highest total quantity of acceptable supplies within the mandatory ceiling price of $1.05M;

(2) Submit a written Welding Procedure Specification (WPS) conforming to AWS D1.2 (Structural

Aluminum) as applicable to the drawings. Note: Gas Metal Arc Welding (MIG/GMAW) is strictly required. Other welding methods (such as TIG/GTAW) are not permitted due to the risk of overheating the base metal and compromising parent material temper. The WPS must explicitly detail the MIG parameters, shielding gas, and the use of CL ER4043 / AWS A5.10 filler metal;

(3) Submit the supporting Procedure Qualification Record (PQR) validating the WPS. The PQR must include test data proving that the parameters utilized successfully limit heat input to meet the specified minimum hardness values cited on the government drawings;

(4) Provide copies of current Welder Performance Qualifications (WPQ) records or AWS Certified Welder registration numbers for the specific personnel assigned to this project, proving active qualification under AWS D1.2 for the MIG process;

(5) Submit a brief quality control statement outlining their post-weld inspection method to ensure the final build-to-print item conforms to the quality standards. (Note: Consistent with the Scope of Work, this QC statement does not need to address weight testing, nor does it need to address cork or plastic tubing application, as NUWCDIVNPT will perform these steps post-delivery).

The Government will also consider past performance information on the Supplier Performance Risk System (SPRS) where negative information within SPRS may render a quote being deemed technically unacceptable.

Quotes shall be submitted to Elizabeth Peckham at elizabeth.a.peckham2.civ@us.navy.mil. Quotes received after the published closing date are late and may not be considered for award. For questions regarding this acquisition, please contact Elizabeth Peckham at elizabeth.a.peckham2.civ@us.navy.mil. The deadline for receipt of clarification questions is 21 August 2026 at 12:00 PM EST. Questions received after this date will not be answered.
