STATEMENT OF WORK
Li-ion Universal Short Detection Technology (UDT)
1.0 BACKGROUND
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), Undersea Warfare Platforms & Payload Integration Department Code 45 is pursuing the use of CAMX Power Li-ion Universal Short detection technology (UDT) to scan a Li-ion battery for the presence of internal short circuits. Code 45 requires a design and technology demonstration to detect internal short circuits of 1 mega ohm or greater in a Li-ion battery consisting of parallel groups of 13 to 30 cells and up to 8 cells in series. The battery will be constructed of the LG INR18650 M36 or Murata US18650 VC7 cells in an electrical configuration of 26P-7S (electrical configuration could change with minor impacts to the UDT development).
2.0 SCOPE
The contractor shall provide technical and engineering services to design and test an adapted UDT design for integration with the target battery system. The design shall include development of documentation to support MILSTD-882 analysis and safety critical certification system safety artifacts. The contractor shall fabricate a representative battery and a diagnostic instrument for performing scans to determine UDT parameters, scanning protocols and perform verification testing (deliverables A001 and A002).
The sponsor is PMS394. The type of funding to be used under this purchase order is Research, Development, Test & Evaluation, Navy (RDT&EN). Place of performance will be the contractor’s facility.
3.0 APPLICABLE DOCUMENTS
The contractor shall use the following applicable documents in support of task performance and completion:
NUMBER APPLICABLE DOCUMENTS DATES
3.1 MIL-STD-882, System Safety Program Requirements 26 Apr 2012
4.0 REQUIREMENTS
In accordance with Applicable Documents in Section 3.0 and using GFI in Section 6.0, the contractor shall perform engineering design services.
4.1 Base Award
4.1.1 Kick-off and project plan
A kick-off meeting shall be held (virtually if required) where the contractor shall develop a project plan describing approach, schedule and deliverables for the diagnostic instrument and battery integrated design.
Deliverable: CDRL A001 (a) – Kickoff Presentation (DI-ADMN-81373)
4.1.2 Representative sub-module Battery Fabrication and initial UDT testing
The contractor shall procure materials/cells to fabricate a representative sub-module battery and UDT instrument for parameter development and verification testing. The contractor shall develop a test setup to simulate internal short circuits in a representative electrical environment for demonstration/ verification testing of the UDT. Short detection measurements on a representative sub-module shall be made to tune the UDT parameters, scanning protocols, sensitivities specific to the target battery.
4.1.3 CAMX Power UDT adapted design for integrated battery monitoring solution
The contractor shall adapt/develop the UDT design to meet the requirements for integration with the target battery. A technical data package (TDP) shall be developed including: design schematics, interface control documents (mechanical, electrical, communications), safety critical certification documents (to PDR level) and hold a preliminary design review upon completion of all SOW tasks.
Deliverable: CDRL A001 (c) – Preliminary Design Review (DI-ADMN-81373) Deliverable: CDRL A002 – Technical Data Package (DI-SESS-80776A)
4.1.4 Adaption of UDT as a depot-level diagnostic instrument and fabrication of initial prototype
The contractor UDT system designed for the target battery shall be implemented as a stand-alone diagnostic instrument, capable of performing scans to check for internal shorts on the target battery at the depot-level. The contractor shall adapt the UDT system GUI for an electrical test and diagnostic instrument.
4.1.5 Demonstration of the depot-level instrument and integrated battery UDT system
The contractor shall utilize the prototype UDT hardware to conduct a technology demonstration of the UDT instrument and integrated battery system using established methods to simulate internal short circuits in the target battery system, in both depot-level diagnostic instrument and integrated battery configurations.

G-232-H005 SUPPLEMENTAL INSTRUCTIONS REGARDING INVOICING (NAVSEA) (JAN 2019)
(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the sub line item number (SLIN) or CLIN level, rather than at the total contract/TO level, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by technical instruction (TI), SLIN, or CLIN level. For other than firm fixed price subcontracts, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal.
Subcontractors may email encryption code information directly to the Contracting Officer and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the Contracting Officer and COR; or other method as agreed to by the Contracting Officer.
(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and Contracting Officer on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and Contracting Officer email notification as required herein.
