RFQ Number: N6227120Q1164 Description: CubeSat Flight Kit
Solicitation N6227120Q1164 is issued as a request for quotation (RFQ).
This COMBINED SYNOPSIS/SOLICITATION is prepared in accordance with the format in FAR 13 and supplemented with additional information included in this notice. This RFQ intends to result in a Firm Fixed Price (FFP) Purchase Order.
The award will be evaluated on a technically-acceptable-lowest-price basis.
This is a Sole Source requirement to Pumpkin, Inc. The NAICS associated with this purchase is 335999 and Small Business Standard is 500 employees. Method of payment will be Wide Area Work Flow (WAWF).
Sole Source Requirement: The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under FAR Part 6.303-2. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
While discussions are not anticipated, the Government reserves the right to do so.
Evaluation:
Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors. A combination of price and Minimal Technical Requirements/Salient Characteristics as in the above Statement of Requirements, delivery date, a determination of responsibility, on a technically acceptable lowest price basis.

1.0 Background/Introduction:
Naval Postgraduate School’s Space Systems Academic Group (SSAG) requires the procurement of a CubeSat Flight Kit to support Nuclear Education Program Distance Learning (DL) education through the development of a space-qualified http://www.sam.gov/ payload in the CubeSat form factor to fly on the International Space Station in 2023. This payload will involve students in the AF Nuclear Education program at NPS and other institutions and will be an opportunity for thesis work for AF and other students interested in electromagnetic effects detection and location capabilities.

This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-87-1 and DFARS Publication Notice 20160325. SUPTXT243-9400 (1-92) AUTHORIZED CHANGES ONLY BY THE CONTRACTING OFFICER (JAN 1992)
a. Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the Contractor's facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the "Changes" clause of this contract.
b. The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this contract.
c. The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely the Contracting Officer's. In the event the contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof.
