RFQ Number: N6227120Q1163 Description: Monterey-Salinas Transit Bus Pass Blanket Purchase Agreement

A00001 – QTY’s updated

COMBINED SYNOPSIS/SOLICITATION

The Government hereby submits a notice of intent to award a 5-year Blanket Purchase Agreement (BPA) for the procurement of Monterey-Salinas Transit (MST) Bus Passes. The Naval Postgraduate School (NPS), Monterey, CA, is procuring bus passes to provide NPS international students with the ability to travel on Monterey-Salinas Transit (MST) authority buses at no cost to the student. The intent of the international student bus pass program is to provide NPS international military students (IMS) with a similar benefit as that provided to US military students under the Department of the Navy (DON) Transportation Incentive Program (TIP). This is consistent with guidance in the Joint Security Cooperation Education and Training Instruction (SECNAVINST 4950.48) to treat IMS like their US counterparts and provide the same privileges ordinarily available to U.S. military personnel in the continental United States (CONUS). The use of FAR 13.303 procedures will avoid the writing of repetitive purchase orders under the SAT. There is no existing requirements contract for the same service that NPS is required to use.

Minimal Technical Requirements/Salient Characteristics The scope of this Blanket Purchase Agreement (BPA) is to provide MST bus passes for use by international students at the Naval Postgraduate School (NPS), Monterey, CA. Passes will be issued to students by the International Graduate Programs Office (IGPO) as needed in accordance with terms and conditions of this BPA for existing bus service running between student residences and the NPS campus. Each pass is active for 30 days. During the issuance period, three passes will be issued to a student to cover the entire academic quarter.

Bus passes will be purchased through the MST Group Discount Program or individually. The assigned NPS Purchasing Agent will pre-order bus passes two weeks prior to the need date as requested by the IGPO Point of Contact (POC) and pay online or over the phone through the MST Customer Service Department. Passes will be ordered in quantities of 21 or more or individually as needed up to an annual limit of 260 passes. MST will mail the passes to the designated IGPO POC who will be responsible for securing, issuing, tracking, and accounting for all bus passes.

The contractor shall perform the following task as follows:

1. MST shall provide bus passes to the NPS IGPO POC as purchased on an as needed basis through the Group Discount Program by an authorized NPS Purchasing Agent.

2. MST Bus passes will be delivered on time 100% of the time.

3. Bus passes will be delivered to the NPS International Graduate Programs Office (IGPO), 1 University Circle, Room He-047, Monterey, CA 93943.

4. Ordering period will be for five years from date of award.

The NAICS code is 485210, with a small business size standard of $16.5
