SPECIFIC TERMS

The Government intends to award a single contract as a result of this RFQ on a Lowest Price Technically acceptable basis.

The Government reserves the right to award a contract based on initial offers and without holding discussions, but reserves the right to hold discussions at the Government's discretion;

therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a price and technical standpoint.

The Offeror shall submit their complete proposal to include, but not limited to, their representation certifications, CLIN pricing and substantiating documents, and technical documentation electronically to the Contract Specialist, Markie Pitts at Markie.l.pitts.civ@us.navy.mil.

Any proposal modification or revision not received/submitted by the exact time specified for receipt of offers is “late” and may not be considered. The solicitation will close at the exact date and time specified in the RFQ and Offerors will be unable to submit their proposal after that time.

Failure to submit a complete quotation prior to the solicitation closing date and time may render the proposal unacceptable.

Quotations in response to this solicitation shall be valid for 180 calendar days.

STATEMENT OF WORK

STATEMENT OF WORK

for

Liquid Chromatograph Mass Spectrometers Suite – LCMS-QQQ and LCMS-SQ

The requested Capital Investment Program (CIP) is to procure a suite of liquid chromatographs, one coupled to a single quadrupole mass spectrometer (LCMS-SQ) and the other coupled to a triple quadrupole mass spectrometer (LCMS-QQQ). The LCMS-SQ is more commonly used for compound identification and/or identity confirmation. This can be done independently, or as a supplemental analysis to Gas Chromatography Mass Spectrometry (GCMS). The LCMS-QQQ is more for targeted analyses and low-level quantification while simplifying sample preparation and reducing analysis times. These are important tools for thermally labile compounds (e.g. many energetic materials) which are difficult to analyze by other instrumental means.

Ultimately, this suite will give the Chemical and Materials Analysis Branch (R14) the ability to identify compounds of interest and quantify them, even at trace levels. This suite will expand and enhance analytical capabilities of the laboratory, thus, closing some of the technology gaps and lags in chemical analysis currently present in the laboratory. R14 will be better equip to provide improved in-house analytical support for various programs and projects (e.g. Green Acres, BF 219, explosive detection from field samples, environmental samples, among others) that currently contract out to other laboratories.

The lists below detail the requirements for the liquid chromatographs. It is important to note, that in-house familiarization training is required for this procurement.
