REQUEST FOR QUOTE: MUNINET EMERGENCY REPAIR SERVICES

Pursuant to M.G.L. c. 30, § 39M, the North Attleborough Electric Department (“NAED”) is soliciting quotes for labor in connection with the on-call repair of its fiberoptic network cabling in aerial, underground and interior installations in the

Town of North Attleborough.

Repair involves approximately 40 miles of fiber plant, and includes furnishing all supervision and labor, including all other incidental services necessary to document the repair, including the disposal of the damaged fiber optic cabling, and all other replaced materials for the repair of the NAED fiberoptic network as set forth in the Specifications. All plant is single-mode fiber. NAED will furnish all new fiberoptic cabling, and such fixtures as may be required.

NAED will award the proposal to the lowest responsible and qualified proposer based on competitive proposals in full compliance with Chapter 30, Section 39M of Massachusetts General Laws, inclusive as last revised. Agreement will not be valid or binding until duly executed via contract or purchase order signed by an authorized representative of NAED.

Pursuant to M.G.L. c. 30, § 39M, upon award of the contract, the successful bidder will be required to furnish a Payment

Bond, in the amount of 50% of the total estimated contract price and issued by a company authorized to do business in the Commonwealth of Massachusetts and acceptable to North Attleborough Electric Department if the total for the three years is equal to or greater than $25,000.

Wage rates paid under this contract are subject to the minimum (prevailing) wage rates per M.G.L. Chapter 149, Sections 26 to 27G, inclusive as determined by the Director of Labor and Workforce Development, Commonwealth of

Massachusetts and also to issuing Statements of Compliance, true and accurate payroll records and sundry reports in connection with the Prevailing Wage Laws.

This quote is for three (3) years of service, covering 1/1/2027 to 12/31/2029.

Quotes are due back by November 20th, 2026 at 12PM EST.

BACKGROUND

NAED currently operates and maintains an existing fiber network (“Muninet”) that supplies internet for municipal buildings and allows NAED to acquire data and statuses from equipment on the system via SCADA.

The Muninet was initially built in 2004 with major additions in 2019 and 2023 and minor additions in 2026. The fiber network is approximately 40 pole miles and utilizes Passive Optical Network and home run architecture. The physical plant utilizes only ADSS single-mode fiber installed primarily in the power space one (1) foot below the secondary. Most of the plant is aerial (98%) with the remaining 2% being in manhole and conduit systems. Some drops are installed in underground conduit and may pass through electric transformer cabinets. The distribution fiber counts range from 288 to 24. Most drops are 6ct fiber of the flat type. Drops to electric distribution system devices may be 2-strand node tails.

All enclosures are from the Tyco FOSC family. NAED uses ESRI ArcGIS to maintain a current geodatabase of the Muninet.

SCOPE

NAED seeks a service firm to provide emergency restoration services, repairing breaks or failures in the Muninet physical plant.

The contracted duties will consist of:

- 24 x 7, 4-hour onsite response to emergency service requests

- Dispatch emergency and non-emergency calls according to NAED instructions

- Maintaining historical records of calls received and actions taken

- OTDR verification of the repair, copy to NAED

- Transfer of historical record to NAED of all activities related to ERS on behalf of NAED

- Timely and accurate billing

North Attleborough Electric Department will supply materials (fiberoptic cable, enclosures, pole attachment hardware) from its inventory for service restoration. Should NAED not have inventory adequate for the service requirement, the vendor and NAED will resolve how to most-efficiently obtain the materials needed to repair the fiber network. The specific type and amount of materials kept onsite by NAED will be determined in discussions with the selected vendor.

Police details, if necessary, shall be billed directly to NAED and paid for by NAED.

Description of Work: The North Attleborough Electric Department (“NAED”) is soliciting quotes for labor in connection with the on-call repair of its fiber optic network cabling in aerial, underground and interior installation.

Contract Number:

§§ 26-27D Construction Project

This Prevailing Wage Schedule establishes the minimum wage rates that employees on this public works construction project must be paid. The project’s Wage Request Number is listed above and on all pages of this Schedule. This schedule applies only to this specific project.

Awarding Authority Responsibilities Contractor Responsibilities

You must include this Prevailing Wage Schedule (PWS) or an appropriate reference to it in all advertisements and calls for bids.

The PWS must be incorporated in its entirety into all contracts for this project (G.L. c. 149, § 27).

The wage rates on this PWS will remain in effect for the duration of the project. Exception: You must request an updated schedule for any multi-year construction project no later than 2 weeks before the project’s yearly anniversary date.

For CM AT RISK projects, the anniversary date is the earlier of the signing date of: (a) the GMP Amendment; or (b) the first amendment to permit procurement of construction services.

For all other construction projects, the anniversary date is the date the contract was signed by the Awarding Authority and the General

Contractor.

You must also request an updated PWS if you have not opened bids or selected a contractor within 90 days of the date of issuance on this PWS.

For CM AT RISK projects, the earlier of (a) the signing date of the

GMP Amendment; or (b) the bid for the first construction scope of work must be within 90 days of the date of issuance on this Schedule.

You must provide any updated PWS to all contractors working on the project, including general and sub-contractors.

You must keep the contractors’ weekly certified payroll records and

Statements of Compliance on file for 3 years.

Awarding authorities have other prevailing wage responsibilities not listed above. Learn more at: [Prevailing wage: for awarding authorities |

Mass.gov] and G.L. c. 149, §§ 26-27D.

You must pay all employees who perform construction work on this project at least the wage rate listed on this PWS. Warning! If you do not follow this requirement, you can face civil fines, criminal charges, or private lawsuits.

You must post this PWS at the worksite where it can be easily seen. (G.L.

c. 149, § 27)

You must file weekly payroll reports and a Statement of Compliance with the awarding authority (not DLS). You can file payroll reports by mail or email and must keep them on file for 3 years. Each weekly payroll report must include each employees’ name, address, occupational classification(s), hours worked, and wages paid. Find a sample report at:

mass.gov/dols/pw.

You cannot pay any employees at the apprentice rates listed on this PWS unless they are registered with the Massachusetts Division of Apprentice

Standards (DAS). Qualifying apprentices must be paid at the applicable step rate and must carry their apprentice ID card during all work hours on the project. Apprentices not registered with DAS must be paid at the listed journeyworker’s rate, even if they are registered with a different federal/state public agency or private entity. For every week in which apprentice rates are paid, a copy of each apprentice's apprentice ID card issued by DAS shall be attached to the certified payroll records.

If you don’t know what classification or rate applies to the work being performed, you must ask DLS; paying the wrong rate subjects you to enforcement.

Please contact DLS if you have any questions about the Prevailing Wage
