1. This request for quotation (RFQ) is to support United States Army Corps of Engineers (USACE) Hidden Dam at Hensley Lake’s requirement for weed control spraying services.

The specifics are as follows:

2. Schedule contractors are requested to submit a written technical and price quotation in response to the attached Performance Work Statement (PWS) (Attachment 1).

Each contractor shall specifically identify in its quotation, whether or not any potential or actual Organizational and Consultant Conflicts of Interest (OCCI) as described in Federal Acquisition Regulation (FAR) Subpart 9.5 exists for this this procurement. If the contractor believes that no OCCI exists, the OCCI response shall set forth sufficient details to support such a position. If a contractor believes that an actual or perceived OCCI does exist on this procurement, the contractor shall submit an OCCI plan with the quotation, explaining in detail how the OCCI will be mitigated and/or avoided.

3. Evaluation Factors and Basis for Award Determination:

a. Award will be made to the schedule contractor whose quotation is determined to represent the overall best value to the Government using an LPTA evaluation process with acceptable past performance. The evaluation factors and subfactors identified in paragraph 3c(1) and paragraph 3c(2) below will be used in the determination of technical acceptability.

b. After receipt of quotations, the Government will first evaluate the lowest price quotation.

If the lowest price quotation is determined to be technically acceptable and otherwise properly awardable, award will be made to that schedule contractor. The Government reserves the right to evaluate only the lowest price quotation or to conduct further evaluations of additional quotations.

c. The Government will use the following evaluation factors to determine which schedule contractor represents the best value to the Government:

(1) Technical/Management Approach Factor: The Technical/Management Subfactors will be evaluated and rated either Acceptable or Unacceptable. In order for a quotation to be rated overall Technically Acceptable, each of the following subfactors must be rated Acceptable.

Technical/management quotations should not exceed 3 pages.

(a) Subfactor 1: Key Personnel. In order for this subfactor to be rated Acceptable the Offeror shall identify, by name, key personnel that will be performing the work on this project. For each of the Personnel Positions the offer shall include:

* Name and position title

* Background, qualifications and certifications

* Work to be performed by key person on this project

(b) Subfactor 2: Prior Experience. In order for this subfactor to be rated Acceptable the Offeror shall demonstrate relevant work experience for projects where the same or similar requirement was successfully performed.

Offer shall submit at least two (2) projects where similar tasks were successfully performed in the last five (5) years. Work experience shall include, but is not limited to:

* Weed spraying services

* Manual weed control and removal services

* Weed control monitoring and reporting

(c) Subfactor 3: Past Performance. In order for this subfactor to be rated Acceptable the Offeror shall demonstrate an acceptable past performance record. Offeror shall provide references for not less than one (1) and no more than three (3) previous projects for services similar to the tasks described in the PWS, to include but not limited to:

* Point of contact name, title, company name, phone number and email address

* Please use Attachment 3 – Past Performance References to provide this information

The Government may contact the offeror’s references for information and may review performance ratings on file for prior Government projects the offeror may have performed.

Past performance will be based on the Government’s knowledge of performance under current and previous contracts, information provided by references directly to the Government or through other means, or based on any other reasonable basis. If past performance information is not available for the offeror; the offeror shall be assigned a neutral rating which is neither favorable nor unfavorable.

(2) Price Factor:

(a) Price quotations will be evaluated to determine if they are reasonable and complete.

Price reasonableness is established through cost and price analysis techniques as described in FAR 15.404. For a price to be complete, all solicitation requirements must be priced, figures correctly calculated, and prices presented in a clear and useful format. The Government reserves the right, but is not obligated, to conduct a realism analysis. The contractor shall submit pricing for the base period and all option periods. The total evaluated price will consist of the contractor’s proposed price for the base period, all option periods. Quotations must be submitted on the attached CLIN Pricing Worksheet in MS Excel format utilizing Attachment 2. Failure to provide pricing on the provided template (Attachment 2) may result in removal of your quote from further consideration. All formulas shall remain present in the spreadsheet for verification.

The Government reserves the right not to consider for award any quotation that does not adhere to the administrative requirements of this RFQ.

4. The Government intends to evaluate quotations and award a contract without exchanges with schedule contractors. However, the Government reserves the right to conduct exchanges or seek clarifications if the contracting officer (KO) determines they are necessary. The Government further reserves the right to reduce the number of quotations being competitively considered to the greatest number that will permit efficient competition among the most highly rated quotations. If a schedule contractor’s quotation is removed from further consideration for award, written notice of the removal will be provided to the schedule contractor. In the event issues pertaining to a proposed task cannot be resolved to the KO's satisfaction, the Government reserves the right to withdraw and cancel the proposed order. In such event, schedule contractors will be notified in writing.

5. Attachment 4 contains provisions that apply to this solicitation and clauses that will be applicable to the resulting award. Some of the provisions may require a response from the contractor and will need to be submitted along with your quotation. The plan required by DFARS 252.237-7024, Notice of Continuation of Essential Contractor Service, will be evaluated for acceptability based on the requirements of DFARS 252.237-7024 (2)(i-v).

6. In response to this RFQ, no terms, conditions, or assumptions will be entertained. If terms, conditions, or assumptions are included in a quotation, the quotation may be excluded on grounds that it failed to comply with the RFQ’s instructions.

7. All quotations received in response to this RFQ shall remain valid for 90 calendar days from the quotation due date below. By submitting a quotation in response to this solicitation, you are submitting an offer that the Government may accept, and you agree that if the Government awards you the contract, the award document sent by the Government to the contractor is a binding and enforceable contract. The contractor has a legal obligation to perform in compliance with all aspects of the PWS if awarded the contract.

8. Portions of the schedule contractor’s quotation may be incorporated into the contract.

9. Quotations are due on July 22, 2021 at 10:00am (PST) and should be submitted to the contract specialist at USACE-SPK via the following email address:
