Re: Request for Quotation (RFQ) Requisition Number: LibFY24-240617 Content Creator

Summary:

The United States Court of Appeals for the Federal Circuit (CAFC) is currently requesting quotations for the services of qualified vendors to design and build interactive multi-touch experiences with “Intuiface” or similar software to be provided for use at the National Courts Building (NCB) at 717 Madison Place, Washington, DC 20439.

This is a request for firm-fixed pricing, and will be awarded to the lowest priced, technically acceptable offer.

Project Overview:

CAFC is seeking qualified vendors to design and build interactive multi-touch experiences its brand-new Federal Circuit Center for Innovation and Law. The content created will be distributed across four (4) different locations within the courthouse and will cover multiple topics focused on science, technology, engineering, and mathematics (STEM), CAFC history, social studies, the history of space travel, and the women’s suffragist movement.

Background:

CAFC will unveil a new, state-of-the-art learning center in the heart of Washington, DC, with a primary focus on providing a unique learning opportunity to middle-school students in the local community. Students will be able to tour the combined 2,400 square-feet of historic spaces and engage in interactive educational programming focused on the intersection between law and technology, which is one of CAFC’s many specialties.

Content Creator Requirements:

CAFC’s goal is to create memorable, visually appealing, and effective interactive digital experiences that inspire learning for Washington, DC Public School (DCPS) middle-school students, as well as visitors of the courthouse. Touchscreen interaction will take place in four

(4) separate locations of the new Federal Circuit Center for Innovation and Law including:

the Learning Center, the Main Reading Room, Suffragist Hall, and Innovation Corridor.

Students will choose from one of four STEM Learning Experiences proposed to them prior to visiting the court.

1. Patents

2. Copyright Law

3. Space Travel

4. Innovation and Law

Learning Experiences shall be developed and released at the discretion of CAFC via written notice. The pace and control of these learning experiences will vary depending on the curriculum selected by DC public schools. The experiences created by the content creator will require adaptability and flexibility between instructor-led and student-led experiences.

Below are the minimum requirements that CAFC desires from the qualified content creator who wins this award. Please note that this should be a firm-fixed price award, and the contract will go to the lowest-priced, technically acceptable bid.

1. The content creator shall design interactive lessons, videos, 3D models, polls, infographics, quizzes, and other education tools using “Intuiface”, or other similar software based on approved content by CAFC.

Interested bidders must provide a sample product of their work with “Intuiface” or similar software prior to meet bid qualifications.

The winning bidder will deliver upon completion of contract up to twenty (20) different experiences within “Intuiface” or similar software.

Rights will be owned by CAFC upon delivery and completion of the contract. This includes, but is not limited to, “Intuiface” composer files or any other files that can be edited and manipulated via the content creator software as well as the finalized “player” files or similar files.

2. The content creator shall coordinate with the AV integrator to program a main display remote controller for use in the Learning Center only to communicate with the Q-SYS AV control system provided by CAFC.

This display should incorporate “Intuiface” or similar software to individually control the scene-to-scene navigation of each experience on the five independent displays.

This display shall trigger scene-to-scene navigation on each of the five screens independently and shall breakout each of the four learning experiences in a visually appealing and easy to navigate display.

The content creator shall provide a graphical user interface (GUI) with buttons, thumbnails, or other graphics to visually represent the current and future scenes for each display.

During instructor-led experiences, the instructor will need the ability to restrict the content advancement entirely.

When programming this display, the content creator should take into consideration network restrictions and limitations to ensure all content operates properly.

3. The content creator shall need to provide options for students to determine their own learning experience via buttons, images, videos, and other visual elements.

4. ADA Requirements:

ADA capabilities like “speech-to-text” must retain continuity through on-screen navigation and easily enable/disable for each experience as needed.

Keyboard/Mouse capability must be enabled for each scene for ADA access.

Videos must be downloaded locally, with all rights retained and closed captions burned in.

5. Screen navigation must retain continuity across all experiences in all spaces, including, but not limited to, home and back buttons, timeout limits, and splash screens or screensavers.
