1. The North Dakota Army National Guard has a requirement for Lead Wipe Testing in support of
Various Armories across the state of North Dakota. We are requesting that the testing and results be completed NLT than 1 September 2020. Specifics are included in the attached requirements and separate
Statement of Work.
2. The Government will award to the responsible offeror whose offer, conforming to the request for quote will be most advantageous to the Government (price and other factors considered). The following factors shall be used to evaluate offers: price and technical. All evaluation factors other than cost or price are approximately equal to cost or price. Technical Quote shall be submitted indicating how your small business company shall meet or exceed all of the lead testing requirements as set forth within the Scope of Work.
3. This is a small business set aside requirement. Only small businesses under NAICS 541380 or similar codes will be allowed to submit a quote as per FAR 19 Small Business Programs.
4. If you wish to compete for this acquisition, please complete the information below and return it and any other required information with your quote. Quotes are due no later than 3:00 PM CST, Wednesday, 22 July 2020. The Government reserves the right to make no award resulting from this

6. Contract Manpower Reporting Act CMRA - The contractor shall report ALL contractor labor hours
(including Subcontractor labor hours) required for performance of services provided under this contract for the North Dakota Army National Guard via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/.
