STATEMENT OF WORK
1. INTRODUCTION:
The USDA Forest Service Job Corps Civilian Conservation Centers (JCCCC)is a residential training and employment program that provide academic, vocational, and life-learning skills to at risk youth and young adults at 24 Job Corps Centers across the United States (U.S.). Security of the buildings is import for the safety of the staff, students and government property
2. BACKGROUND:
Job Corps is a U.S. Department of Labor (DOL), Employment and Training Administration (ETA) program. Job Corps is designed to assist young people who need and can benefit from the wide-range of services provided at a Job Corps center. Services include the following: basic education, High School Diploma (HSD) program; General Educational Development (GED); vocational skills training; residential living program; healthcare; and related support services. The comprehensive combination of training and support services is designed to help each student become a responsible and productive citizen. Student populations range from 100 to over 300 enrollments depending on the Center’s On Board Strength (OBS). Job Corps is a self-paced program: therefore, a student’s length of enrollment varies. Students may remain in the program for up to two years, but the average length of enrollment is approximately eight months.
3. CONTRACT EFFORT REQUIRED:
A. Re-keying selected locks and door hardware throughout Center to provide a unified keying system on Center in conjunction with new security measures lessening the number of required keys to be carried by personnel, staff and emergency responders and to eliminate the use of old forest service keys that were here from 1964 and anyone can get in our facility’s with their forest service key from across the nation. Provide 7 pin Small Format Interchangeable Core (SFIC) BEST CORMAX cores for the Primary Re-Key from the end users existing CORMAX keyway system.
Rekeying will consist of providing additional Control, Grand Master, Sub Masters, keys and individual operating keys and cores. Include keying to allow access to specific areas and not others. Stamp each SFIC with a key control symbol on the side of the core. Keys cannot be duplicated without authorization and will include individual serialization. Each Combinated core will include one free cut key.
Primary Re-Key/Hardware Upgrade project to include installation of supplied BEST CORMAX cores along with new Best Access locking hardware on all entry/exit door locations which will require replacement hardware to accept the best style core so all entry/exit doors are using only the best/style core key system. Keying system must be compatible with the Best Lock system in like kind, quality and warranty. Entry/exit and interior doors on every building listed to streamline our system and to comply with new security measures.
This will also include a separate key system for the student lockers with a key way that the key will not fit into centers lock system.
Work includes the following, but not limited to:
1. Production of new cores/keys upon approval by the end user of the schematic/system design, tally and key schedule.
2. End user responsible to issue new keys to staff prior to the start of the Re-Key/Hardware installation.
3. Installation of new cores/hardware according to hardware types approved by the end user to all departments/areas of priority determined by the end user
4. Control (core) keys to be provided to the install technicians from the end user for the old cores and new cores for installation purposes.
5. Adaptable existing hardware being integrated into quoted hardware assumes proper operation of existing hardware. Work caused by unforeseen circumstances or conditions is considered outside of scope.
6. Install Technicians not responsible for repairing or refinishing of doors due to new hardware not covering existing lock preps
7. Change all interior and exterior door hardware or parts as needed that cannot currently accept BEST CORMAX 7 pin cores to ADA compliant hardware that will accept them.
8. Setup a teared lock system that includes bidding charts for cutting key blanks on center for both the center and student key systems using the one provided key machine.
9. Provide an electronic copy of all bidding charts and key codes and the entire key system to Wolf Creek Job Corps.
