The Federal Bureau of Investigation (FBI) Procurement Section, National Acquisition Programs

Unit (NAPU) is issuing this Request for Quotation (RFQ) on behalf of the FBI Jackson Division, to procure services for the purchase and installation of a commercial warehouse fan, interior LED lighting, electrical outlets and connection of electrical service at its non-lethal training facility in

Pearl, MS. Full specifications for products and services are outlined in the attached Statement of

Work (SOW). This is a Total Small Business set-aside. All quotes will be evaluated on lowest price technically acceptable. All vendors shall be registered and have an active UEI number in

SAM.gov in order to quote. There will be a single award for all services requested. All quotes shall be Firm Fixed Price (FFP). Purchase Orders shall be accepted for services. Services shall be completed within 60 days from notification of award, unless otherwise agreed upon by the

Contracting Officer. This RFQ falls under FAR Part 12 and 13.

Period of performance: Services are required to be completed within 60 days from receipt and acceptance of award, unless otherwise noted by the Contracting Officer.

Contractors interested in competing for this effort may participate by submitting quotes in accordance with the procedures set forth in this RFQ. All quotes shall be firm fixed priced.

1.0 SUPPLIES OR SERVICES AND PRICES

Please see REQUIREMENTS (Section 3) in the attached Statement of Work (SOW)

1.1 GENERAL DESCRIPTION

The FBI Jackson Field Office currently has a requirement to procure services for the purchase and installation of a commercial industrial fan, interior LED lighting, electrical outlets and connection of electrical service at its non-lethal training facility (NLTF) in Pearl, MS. Specifics of the work to be performed are outlined in the attached Statement of Work (SOW).

2.0 DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

2.1 PURPOSE/BACKGROUND

The purpose of this project is to install the items/services stated in the General Description (Section

1.1) for the Jackson FBI Field Office’s NLTF located on the campus of the Mississippi Law

Enforcement Training Academy, 3791 MS Hwy 468, Pearl, Mississippi, 39208. This NLTF serves as the Regional Training Facility for tactical operational training for local, state, and federal partners. The current state of the NLTF is unusable due to prior demolition work that occurred at the facility. This project is necessary to renovate the NLTF for continued use. Please see SOW attached for full project specifications and requirements.

2.2 SCOPE OF WORK

2.3 DELIVERABLES

As stated in the Statement of Work (SOW)

2.4 TERMS OF CONTRACT

• All quotes shall be Firm Fixed Price (FFP)

• All quotes shall include the required products and services, and any applicable travel as outlined in the Statement of Work. No price adjustments will be made unless determined to be an in-scope modification. Any contract modifications required will be made by the

Contracting Officer (CO) only.

• All work shall be coordinated with the Local Point of Contact (LPC), and completed within

60 days from acceptance of the award

• Quotes shall be good for 30 days

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the

Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical and past performance, when combined, are Equal, when compared to price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records

Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Reporting of Waste, Fraud, and Abuse- Solicitation

None of the funds appropriated to the Department under its current Appropriations Act may be used to enter into a contract, grant, or cooperative agreement with an entity that requires employees or contractors of such entity seeking to report fraud, waste, and abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. By submitting a response to this solicitation, the contractor certifies that it does not require employees or contractors of the contractor seeking to report fraud, waste, and abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contractors from lawfully reporting waste, fraud, and abuse to a designated investigative or law enforcement representative of a federal department or agency authorized to receive such information.

2.7 EVALUATION AND AWARD PROCESS

This will be awarded based on Lowest Price Technically Acceptable. To be considered technically acceptable the vendor shall quote all required services and be able to meet the required installation delivery time. The award will be based on the firm fixed price quote with NET30 payment terms. All invoices shall be submitted via the Invoice Processing Platform (IPP) for payment after services have been completed.

2.10 PROCESS SCHEDULE

The FBI anticipates awarding this contract within 30 days after the RFQ closes, unless there is not ample funding. All quotes shall be good for 30 days.
