CONTINUATION TO SF-1449
SINGLE-AWARD FIRM-FIXED-PRICE INDEFINITE-DELIVERY/INDEFINITE-QUANTITY
(IDIQ) CONTRACT
RFQ NUMBER 19TU1526Q3779
PRICES, BLOCK 23
I. SCOPE OF CONTRACT
The U.S. Embassy in Ankara, Türkiye requires new Apple iPhone 17 base model smartphones, 256GB capacity, preferably Black, for official U.S. Government use at Mission Türkiye. This solicitation is structured for award of a single-award, firm-fixed-price IDIQ delivery-order contract.
The minimum order quantity is ten (10) units. The maximum contract quantity is one hundred (100) units during the ordering period. The Government will satisfy the minimum guarantee by issuing one or more delivery orders totaling at least ten (10) units; quantities above the minimum will be ordered only if and when an authorized delivery order is issued and funded.
The ordering period will begin on the award/effective date and end on September 30, 2026. The resulting contract establishes firm unit pricing and terms for delivery orders issued during that period; it does not itself purchase the estimated maximum quantity.
All devices must already be legally imported into Türkiye at the time of offer submission or be available through a legal Turkish import channel before delivery, and must comply with applicable Turkish laws and regulations, including International Mobile Equipment Identity (IMEI) registration with the Bilgi Teknolojileri ve İletişim Kurumu (BTK).
The Contractor shall provide only new, genuine Apple products sourced through Apple Türkiye authorized distribution channels, with no refurbished, remanufactured, gray-market, or otherwise unauthorized devices. A minimum two-year Apple Türkiye manufacturer warranty is required, with warranty service available through authorized Apple service providers in Türkiye.
Black is the preferred color. If Black is unavailable, the offeror may propose another standard Apple color only if clearly identified in the offer, with no price premium, and subject to Government acceptance.
All responsible sources may submit an offer. Award may be made based on initial offers without discussions to the responsible offeror submitting the lowest-priced technically acceptable offer.
SAM registration is required whenever practicable for overseas diplomatic operations. If SAM registration is impracticable for a specific offeror, the offeror shall provide the identification information, NCAGE/UEI status, banking data, and entity-level representations and certifications required by the applicable Department of State FAR Part 4 class-deviation procedures.
II. CONTRACT TYPE AND IDIQ ORDERING
The Government anticipates awarding one firm-fixed-price IDIQ contract. Individual requirements will be ordered by written delivery orders issued by the Contracting Officer or an authorized ordering activity identified in the contract.
Delivery orders may be issued using Optional Form 347/348 or DS-2076/DS-2077, as applicable. Each delivery order will identify the quantity ordered, delivery location, delivery due date, accounting data, and funding. In the event of a conflict between a delivery order and the IDIQ contract, the IDIQ contract controls.
Payment will be made in the same currency accepted in the awarded contract and delivery order, either Turkish Lira (TRY) or U.S. Dollars (USD), unless otherwise agreed in writing by the Contracting Officer.
SOLICITATION 19TU1526Q3779 for iPhone 17, 256GB, Black for U.S. Embassy in Ankara, Türkiye | Page 5 of 45
Quoted prices must be all-inclusive and firm-fixed, covering product cost, packaging, transportation, delivery, transit insurance, compliance documentation, warranty support, overhead, and profit. No additional compensation will be paid for exchange-rate movement, inflation, supplier price changes, or the Contractor’s failure to estimate costs accurately.
This solicitation does not obligate the U.S. Government to make an award. The Government reserves the right to cancel the solicitation, reject any or all offers, waive minor informalities, and make award in the best interest of the Government.
III. GENERAL CONDITIONS
• Devices must be new, unlocked, factory-sealed, and suitable for lawful use in Türkiye.
