Statement of Work for Purchase of FOIL Webcast Camera System

I. Scope

The Government intends to purchase a new webcast camera system capable of 4K real time and slow-motion playback capabilities for the Federal Outdoor Impact Laboratory (FOIL).

II. Background

During the pandemic the FOIL had very limited access to those that weren’t considered essential to completing its necessary research projects, this limited access made it pretty much impossible for individuals to come witness the full-scale crash tests being conducted. To try and find a solution the FOIL started broadcasting its tests through the use of several laptops and their built-in web cameras via Microsoft Teams meetings. Even though the Teams meeting have been a great success, with sometimes having over a hundred viewers, the cameras can only provide two low-resolution real-time views of the action as this system was not created for this purpose. Even though the restrictions have now been lifted research partners and interested parties from across the country have requested that the FOIL keep broadcasting its crash tests. To do so the FOIL intends to purchase a mobile standalone camera system that is capable of broadcasting high resolution of both real time and slow-motion views of the test.

The webcast camera system shall be comprised of two 4K high speed video cameras that can act independently through a dedicated control computer and software as well as be compatible and capable of integration into our current NAC Image Technology camera system. The system will have to be mobile as its primary use will be in the FOIL testing field as well as it will be shared between different laboratories at the Turner-Fairbank Highway Research Center, because of this the system shall utilize its own laptop control computer as well as tripod and tripod mounts for the two cameras. Detailed specifications are outlined in the section that follows.
