STATEMENT OF WORK (SOW)

U.S. FOOD AND DRUG ADMINISTRATION (FDA)

HUMAN FOODS PROGRAM (HFP)

Title: TURBOVAP LV EVAPORATION SYSTEM (2EA)

BACKGROUND

Denver Human and Animal Food Laboratory (DENHAFL) is one of the servicing laboratories of the Human Foods Program (HFP), Office of Regulatory Testing and Surveillance (ORTS) network, responsible for conducting laboratory analyses of human and animal food samples to assess compliance with FDA laws and regulations. HFP laboratories detect harmful chemicals, pathogens, and contaminants in food, safeguarding health, and preventing immediate illness from foods that could lead to severe health consequences, including death. This mission is supported through outbreak response, for-cause testing, and comprehensive surveillance of the food supply.

Within the Human Foods Program, DENHAFL performs analysis of veterinary drug residues in aquaculture, dairy, and game meat products. These analyses require precise and efficient sample preparation techniques, including solvent evaporation prior to chromatographic analysis, particularly HPLC and LC-MS/MS. Solvent evaporation is a critical step used to concentrate analytes and ensure consistent detection sensitivity. The laboratory currently utilizes solvent evaporation systems that are outdated and not fully functional. To achieve the goals of screening and confirmation analyses, DENHAFL requires two new solvent evaporators for improved reproducibility, laboratory efficiency, and reduced analyst handling time.

PURPOSE/SCOPE

The purpose of this procurement is to acquire two (2) solvent evaporation systems capable of high-throughput, reproducible, and efficient solvent evaporation during sample preparation.

The systems shall be used to remove organic solvents from extracted samples, leaving concentrated residues for further analytical processing. The equipment shall improve laboratory efficiency, reduce analyst handling time, and ensure consistent analyte concentration prior to instrumental analysis.

Minimum Requirements

• The equipment shall be brand new, not refurbished, and meet or exceed the specifications of Biotage TurboVap LV system “brand or equal”.

• The contractor shall provide all necessary components, accessories, and installation support required for full operational capability within the laboratory framework.

• The contractor shall honor the delivery schedule as outlined in the deliverables section of this contract. This is a 1-year contract.

Technical Specifications (Salient Characteristics) The systems offered under this contract must comply with all general requirements:

• Evaporation of up to 48 samples. 48-position rack that supports multiple tube sizes ranging from 10–20mm in diameter or have different racks to accommodate different tube sizes.

• Operate using compressed air or nitrogen gas.

• Utilize vortex gas shearing technology to enhance evaporation efficiency.

• Allow adjustable gas flow for controlled evaporation conditions.

• Provide uniform evaporation across all sample positions.

• Include a heated water bath with temperature control and allow uniform heat distribution to prevent hot spots.

• Include a transparent viewing panel that is clear glass or equivalent, and heat tolerant, for direct visualization of samples during evaporation without opening the system.

• Include touchscreen interface for method setup and operation and provide programmable methods with adjustable gas flow and time settings.

• Include audible and visual alerts upon completion of runs.

• The system shall be compatible with the following solvents: Acetonitrile, Ethyl acetate, Methanol, Formic Acid, and Water.

• Electrical Supply: 100–127 V or 220–240 V at 50/60 Hz.

• C65902SP mains cord (US/CA). If required.

• Include appropriate exhaust/ventilation for solvent vapor removed.

Trade and Service Specification

• All equipment shall be new, not refurbished or previously used.

• The Contractor shall provide all updates to the hardware covered under standard warranty, without additional cost to the Government.

• The Contractor shall provide user documentation and manuals.

• The Contractor shall provide technical support and troubleshooting assistance.

• All items shall be delivered FOB Destination in accordance with FAR requirements.
