STATEMENT OF WORK (SOW)
U.S. FOOD AND DRUG ADMINISTRATION (FDA)
HUMAN FOODS PROGRAM (HFP)
Title: Spectrofluorometer for Water Soluble Vitamin Analysis
BACKGROUND
The Food and Drug Administration (FDA) Atlanta Human and Animal Food Laboratory's (ATLHAFL) Nutrient Analysis Branch (NAB) require a new spectrofluorometer for the analysis of water-soluble vitamins in regulated food products. NAB is the only laboratory within FDA's field laboratory system tasked with performing comprehensive nutrient profiling for regulatory purposes. This unique capability supports FDA's enforcement of the Federal Food, Drug, and Cosmetic Act (FD&C Act), 21 U.S.C. § 301 et seq., particularly provisions related to food misbranding (Section 403) and infant formula requirements (Section 412).
The proposed instrument will enable analysts to determine levels of micronutrients, specifically vitamin C, vitamin B1, and vitamin B2, in infant formulas, medical foods, dietary supplements, and other food products. This analytical capability is integral to the Agency's responsibility for food safety, as it ensures the accuracy of nutrient label declarations and detects adulterations in regulated products.
NAB's nutrient profiling program encompasses the analysis of micronutrients, proximates, and toxic elements across diverse food matrices. Spectrofluorometric analysis of water-soluble vitamins is a critical component of this program, complementing other analytical techniques (HPLC, LC-MS) used for different nutrients and matrices. The replacement instrument will improve NAB's capability to meet increased sample loads and maintain continuity of regulatory testing operations using AOAC Official Methods.
OBJECTIVES
The objective of this acquisition is to procure and install a spectrofluorometer system that will enable NAB to perform AOAC Official Methods for quantitative analysis of water-soluble vitamins (vitamin C, B1, and B2) in diverse food matrices and restore critical analytical capability for regulatory testing of infant formulas, medical foods, dietary supplements, and other food products. In addition, support compliance verification for nutrient label declarations and detection of product adulterations, provide reliable analytical results for samples that present extraction challenges incompatible with HPLC or LC-MS techniques and meet increased sample loads while maintaining regulatory testing quality standards.
