About this file

This document is a Request for Quote (RFQ) issued by the Massachusetts Department of Conservation and Recreation's Greening the Gateway Cities Program for the procurement of nursery products, mulch, and compost for 22 cities across Massachusetts. The RFQ is for the Spring 2024 planting season, with an option to renew for one year through June 30, 2025. The program is seeking bids for up to 100 street trees (2"-2.5" B&B) for each of 10 crews and up to 300 container-sized (1"-1.5") trees per crew per season. The total annual purchases of landscape materials are anticipated to be approximately 400-450 cubic yards of natural, dark mulch, 100 cubic yards of loam, and 135 cubic yards of Biochar. Bids will be accepted until noon on Wednesday, January 30, 2024, and must be submitted through the COMMBUYS online procurement system.

The RFQ provides a preferred species list for the trees, with a preference for large canopy shade trees to support the energy efficiency goals of the program. Pricing information is requested for the species on the attached list by size class. Vendors are required to include projected delivery costs to each of the 22 cities. Awards may be made on a multiple or per-city basis.

This bid is for the Spring 2024 planting season. Future renewals of any award will include both a fall and spring planting season with the following amounts per season. We estimate purchasing up to 100 street trees (2”-2.5” B&B) for each of 10 crews and up to 300 container-sized (1”-1.5”) trees per crew per season. Total annual purchases of landscape materials are anticipated approximately as follows: 400- 450 cubic yards of natural, dark mulch, 100 cubic yards of loam, and 135 cubic yards of Biochar.

Single city bids will be accepted, as well as bids for multiple cities. Awards may be made on a multiple or per-city basis.

Attached is a preferred species list which will include trees on both public and private property. Please provide pricing information for the species on the attached list by size class. This is an energy efficiency program, through direct shading of homes, so species selection preference will be for large canopy shade trees.

Yard tree orders will be placed weekly to bi-weekly, at roughly 50 trees/order. Deliveries should be sent on a truck with a lift gate or similar mechanism to safely offload trees to the ground. Please include projected delivery costs to each city.

This RFQ covers the time period from July 1, 2023 to June 30, 2024, with one option for renewal for one year through June 30, 2025.

Bids will be accepted until noon on Wednesday, January 30, 2024. Interested bidders are required to submit their responses via the bid solicitation in COMMBUYS, the Commonwealth’s online procurement system. Vendors who are experiencing difficulty posting their responses through COMMBUYS are encouraged to contact the OSD Help Desk at 888-MA-STATE (627-8283) or OSDHelpDesk@mass.gov.

Other questions regarding the solicitation can be posted on the Q&A tab of the bid on COMMBUYS.

DeMatte, Rachel (DCR) Include all GGCP cities - the one's that I noticed that were missing were: Chelsea, Revere, Fall River, Lynn, Brockton, Chicopee, and Holyoke - maybe separate these by region or by crew?

Hutcheson, Douglas (DCR) I updated the list to include the GGCP and LSR cities. I dropped W. Boylston, that was a one-off from the spring.

DeMatte, Rachel (DCR) Change to "at roughly 50 tree/order"
