While price is a consideration, quality of service, firm experience, and service efficiency are primary factors in the award decision. The City reserves the right to conduct interviews with top-scoring firms and to negotiate pricing and final contract terms. All procurement will comply with federal guidelines under 2 CFR Part 200 and HUD Community Development Block Grant requirements.

After reviewing the submissions, the City’s Evaluation Committee may conduct interviews with the top scoring firms. The Evaluation Committee will forward a recommendation to the City Council for final selection.

The City reserves the right to reject all offerors and/or to invite other individuals and/or firms to respond to this RFQ if the submissions received are deemed inadequate.

A. Responsiveness Screening Submissions will first be screened to ensure responsiveness to the RFQ.
