Quotations must be submitted electronically to SSG Kim, Eric (eric.k.kim.mil@army.mil) and SFC Ramirez, Fernando (fernando.d.ramirez.mil@army.mil).

Offerors must submit four separate volumes: Volume I (Technical Proposal in PDF) containing product conformance documentation with manufacturer names and part numbers, a comprehensive international logistics and delivery plan to Lae, PNG, a subcontractor management plan identifying local PNG partners with qualifications, and a quality control plan; Volume II (Past Performance in PDF) with up to three relevant contracts from the past five years; Volume III (Price Proposal in Microsoft Excel) with total pricing in USD inclusive of all delivery and administrative costs; and Volume IV (Offeror Information in PDF) with company registration details including SAM status, WAWF registration, and Section 889 compliance information. All supplies must be delivered no later than 29 June 2026 at 10:00 AM to the specified location in Lae, PNG. Payment will be made NET 30 days from invoice receipt or material acceptance by the local receiving officer, whichever is later, with invoices submitted electronically through WAWF.

6. Basis for Award — Addendum to Far 52.212-2, Evaluation—Commercial Items (Oct 2014)

6.1 The Government will award a contract resulting from this solicitation to the offeror responsible whose offer, conforming to the solicitation, is determined to provide the best value to the Government, price and other factors considered. The following factors will be used to evaluate offers:

1) Factor 1: Technical Capability

2) Factor 2: Past Performance

3) Factor 3: Price

6.2 Relative Importance of Factors. Technical Capability factor is significantly more important than Price. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. As proposals become more technically equal, the importance of the Price factor will increase. The Government may award a higher-priced offeror if the perceived benefits of the higher-priced proposal merit the additional cost.

6.3 Evaluation Approach. To be considered for award, a proposal must receive a rating of "Acceptable" or higher for both Technical Capability and Past Performance.

6.3.1 Factor 1: Technical Capability

The Government will evaluate the technical proposal in a two-step process.

6.3.1.1 Step One: Product Conformance Evaluation (Pass/Fail). The Government will review the offeror’s Product Conformance submission. To be considered technically acceptable, an offer must provide items that meet or exceed all salient characteristics. Failure to do so will result in an "Unacceptable" rating, and the proposal will be removed from further consideration.

6.3.1.2 Step Two: Technical Plan Evaluation (Adjectival Rating). Proposals that pass Step One will be evaluated on the quality of their Delivery Plan, Subcontractor Management Plan, and Quality Control Plan. The following ratings will be used:

Rating Description

Outstanding

The proposal demonstrates an exceptional understanding. The Subcontractor Management Plan is a key strength, identifying qualified, experienced local PNG partners with clear roles and letters of commitment. The overall plan is detailed and presents a very low risk of unsuccessful performance.

Good The proposal demonstrates a good understanding. The plan is well considered and addresses all requirements. The offeror may identify some risks but provides less detailed mitigation strategies compared to an Outstanding proposal.

Acceptable The proposal demonstrates an adequate understanding. The plan meets all minimum requirements but provides limited detail. This proposal is awardable.

Marginal The proposal demonstrates a flawed understanding. The plan has a significant weakness (e.g., a poor or missing subcontractor plan) that increases the risk of unsuccessful performance.

Unacceptable The proposal fails to meet minimum requirements and is un-awardable.

5 | P a g e

6.3.2 Factor 2: Past Performance. This factor will be evaluated in a two-step process.

6.3.2.1 Step One: Relevancy Assessment. The Government will assess the relevancy of each submitted contract.

* Very Relevant: Contracts for the procurement and delivery of similar Bills of Materials to locations in Papua New Guinea or the immediate Oceania region.

* Relevant: Contracts for the delivery of goods to other remote or challenging international locations.

* Somewhat Relevant: Contracts for domestic (U.S.) delivery of similar goods.

* Not Relevant: Contracts for different types of services or products.

6.3.2.2 Step Two: Performance Confidence Assessment. Based on the relevancy and quality of performance, the Government will assign a final rating.

Rating Description of Past Performance at this Level

Substantial Confidence

Based on the offeror’s performance record, the Government has high expectations that the offeror will successfully perform. This rating is typically assigned for Very Relevant contracts with excellent customer feedback.

Satisfactory Confidence

Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform. This rating is typically assigned for Relevant contracts with good customer feedback.

Neutral Confidence

No recent/relevant performance record is available, OR the offeror submitted contracts that were determined to be Not Relevant. This rating is not favorable or unfavorable.

Limited Confidence

Based on the offeror’s performance record, the Government has low expectations that the offeror will be able to successfully perform. This rating is typically assigned for relevant contracts with significant performance issues.

No Confidence

Based on the offeror’s performance record, the Government has no expectation that the offeror will be able to successfully perform. This rating is typically assigned for relevant contracts with severe performance failures.

6.3.3 Factor 3: Price. The Government will evaluate the proposed total price for reasonableness.

The Government may award without discussion; however, the Government reserves the right to conduct discussions if deemed in the Government’s best interest.

A written notice of award or acceptance of an offer, within 60 calendar days or receipt of offer, shall result in a binding contract without further action by either party. The Government may accept an offer or part of an offer, whether there are negotiations after its receipt, unless a written notice of withdrawal is received prior to award.
