About this file
This is a Request for Quote (RFQ) from the Food and Drug Administration (FDA) for screening non-sterile over-the-counter (OTC) monograph drug products for microbial contamination. The FDA seeks an accredited contract laboratory to purchase and test approximately 70 aqueous OTC drug product samples using compendial test methods from USP chapters <60> and <61) during a one-year performance period. The contract will be a firm fixed-price purchase order, with the contractor responsible for sample purchasing, chain of custody, storage, testing within product expiration, and reporting raw data and summary results to the FDA.
The solicitation is designated under NAICS code 541380 for Testing Laboratories and Services, with a competitive approach for other than full and open competition. Proposals are due by 12:00 p.m. Eastern Time on Monday, September 15, 2025, and will be evaluated on a lowest price technically acceptable (LPTA) basis. The evaluation will focus on technical acceptability of meeting the specified requirements and ensuring fair and reasonable pricing. SUPPLIES OR SERVICES AND PRICES/COSTS
Contract Type: The Government intends to issue a firm fixed price purchase order resulting from this solicitation.
DESCRIPTION OF REQUIREMENT
Statement of Work (SOW) Screening of Non-Sterile OTC Monograph Drug Products for Microbial Contamination
1. Background
To help assure safe and effective drugs are sold in the United States, the Food and Drug
Administration (FDA) tests selected drugs. This includes active pharmaceutical ingredients
(API) used to make the product and the finished drug product sold to consumers. We test using the same standards that are part of the drug approval process for identity, strength, purity, and bioavailability, which is also used to establish bioequivalence.
The FDA is committed to protecting patients from potentially unsafe, non-effective or poor-quality drugs. Post-market surveillance testing is one way that FDA works to help ensure patients have access to safe, effective, quality drugs.
The FDA has become increasingly aware of drug product recalls and adverse events due to microbial contamination of non-sterile OTC monograph drug products. FDA is evaluating the presence of microbial contamination in certain drugs on the market and alerting drug manufacturers and the public to the risk of microbial contamination of OTC monograph drug products.
2. Objectives Fund an accredited contract laboratory (i.e., to ISO 17025 or equivalent) to help the agency screen various marketed, aqueous, non-sterile over the counter (OTC) monograph drug products
(e.g., oral solutions, mouthwashes, topicals) for microbial contamination. The contract laboratory must be an FDA registered firm, with FDA inspection history, and in good compliance standing with the agency.
The analytical methods described in USP chapters <60> and <61> must be verified prior to use.
The contract laboratory must have the capability to purchase products for testing based on the target list provided by FDA. Ideally, the laboratory has a proven record of testing OTC products.
3. Scope
The overall scope of the project is to have a contract laboratory purchase and test ~70 aqueous
OTC monograph drug product samples for microbial contamination using compendial test methods during the period of performance. These OTC drug products are not intended to be sterile
(e.g., they are not labeled as sterile).
4. Tasks
The FDA is seeking support in testing for microbial contamination in aqueous OTC monograph drug products that include oral solutions, nasal washes, mouthwashes, etc.
The contracting laboratory shall have an established process for reliable purchase, receipt, and management/traceability of all drug product samples identified for testing, including:
• Sample purchasing capabilities
• Chain of custody
• Acceptable storage conditions
• Lot information
• Expiry information
• Ensure testing is performed within the sample’s expiration date
• Ensure appropriate analytical test method verification
The Contractor shall use applicable compendial test methods that have been verified under appropriate quality management system and determined to be fit for purpose including test methods described in USP chapters <60> and <61>.
The Contractor shall have an established process for reliable purchase, receipt, and management/traceability of samples identified by FDA.
o Procedures describing sample procurement and potential vendors used by the contract laboratories will be assessed as part of the contract and must be provided for review.
o Procedures describing sample receipt and management will be assessed as part of the contract and must be provided for review.
o Upon receiving the samples, the Contractor shall record product information including the following:
• full product name
• image of product packaging
• image of the product
• manufacturer
• lot/batch number (#)
• product identification number (ID) if any (e.g., UPC code)
• number of samples
• receiving date
• manufacturing date (if any)
• sell-by date (if any)
• storage conditions by the laboratory before analysis
The Contractor shall keep a copy or photo of the product and package/label for record.
If there are any discrepancies or deviations for a sample under investigation, the Contractor shall provide a report no later than 30 days from day of discovery.
Provide Final Report to FDA, to include:
• Raw data and tabulated results of all analyses of drug products specifically identified by
FDA and for quality control samples.
• Summary Reports including representative data and results.
• If the Final Report refers to an internal document, please provide all documents in an appendix or in the report (e.g., if you refer to an internal method/SOP, provide the method/SOP).
