About this file
Summary
This is a Request for Qualifications (RFQ) issued by Front Range Community College (FRCC), a Colorado state institution, for architectural and engineering services to conduct comprehensive facility condition assessments (FCA) at the college's Westminster and Larimer campuses. The project encompasses audits of 40 buildings totaling approximately 820,292 square feet across both campuses, plus site infrastructure surveys covering 135 combined acres including utilities, IT/telecom infrastructure, roadways, parking, and drainage systems. Deliverables must include risk-scored project lists, funding-tiered recommendations (1-2 year, 3-5 year, and 5-10 year horizons), asset-level databases in machine-readable format, phasing strategies, and identification of maintenance projects suitable for energy upgrades and electrification. Mandatory pre-submittal conferences and site tours are scheduled for May 19, 2026, with qualifications due by June 24, 2026, at 2:00 PM MST. Short-listed firms will participate in oral interviews during the week of July 9, 2026, conducted remotely via Microsoft Teams. The selection announcement is anticipated for July 16, 2026, with contract negotiation in August 2026 and project work anticipated to run from September 2026 through March 2027.
The estimated project cost is $500,000, making it subject to the Buy Clean Colorado Act program requirements for environmental product declarations and global warming potential limits on eligible materials. Teams must be pre-formed and demonstrate at least two prior facility condition assessment projects each exceeding $150,000, completed ASHRAE Level 2 building systems assessments, and previous team experience on higher education facility FCAs following Office of State Architect standards. Colorado labor must comprise at least 80 percent of the work, with preference given to Colorado resident vendors. Respondents must attend all mandatory pre-submittal meetings, execute the Acknowledgment and Attestation Form, and meet all minimum qualification requirements to be considered responsive. Late submittals will be rejected without consideration, and all submitted materials become property of the State of Colorado.

II. PROJECT OVERVIEW
Project Description
Front Range Community College is requesting proposals from architectural/engineering firms for audits of facilities and campus infrastructure at our Westminster and Larimer campuses. It is the desire of the college to have teams created prior to the proposals being submitted to ensure there is sufficient architectural and engineering expertise to complete the requested audits. Proposals will be due after mandatory site tours of the facilities involved. The selected vendor will engage with stakeholders to ensure a comprehensive understanding of the current and future use and needs of the facilities.
The purpose of the building audits is to gather information, perform assessments as defined by the Office of State Architect (OSA), identify critical deficiencies, and work with the College’s Facilities Planning and Management (FPM) and Facilities Operations staff to identify, quantify and prioritize projects to be submitted to the State for Controlled Maintenance funding. Deliverables must support immediate submission into State Controlled Maintenance and capital planning processes, including fully prioritized, cost validated, and risk ranked project lists. All data must be delivered in a structured, machine-readable format suitable for being incorporated into capital planning systems.
The selected vendor must describe how the FCA outputs integrate with enterprise systems and long-term capital funding. Cost estimations must include escalation and phasing assumptions.
The selected vendor shall produce a prioritized project list with:
• Risk scoring (life safety, mission impact, failure probability)
• Funding tiering (1–2 yr, 3–5 yr, 5–10 yr)
• Asset level database (Excel or system ready format)
• Phasing strategies to minimize impacts on campus operations
• Recommended sequence based on occupancy constraints
• Identification of maintenance projects suitable for energy upgrades/electrification

Background
Front Range Community College (FRCC) is the largest community college in Colorado—with three campuses in three communities along the Front Range. FRCC focuses on the success of more than 27,000 students annually in classes for college credit, and more than 5,000 people each year in business training and continuing education. The college offers more than 200 degree and certificate programs.
FRCC is the No. 1 transfer institution for the University of Colorado Boulder and Colorado State University, and a major transfer school for other Colorado colleges and universities. Studies from the four-year institutions show FRCC students do as well as—or better than—students who started there.
FRCC’s commitment to career/technical education is reflected in our more than 20 Associate of Applied Science or certificate programs that have state, regional, and/or national accreditation. Through these programs, we train students for immediate employment and careers in more than 35 high-demand fields.
The Larimer and Westminster facilities are in State owned buildings, and the facilities are generally in good condition. Larimer has more of a traditional campus feel, and includes 11 major buildings, two modular classrooms, a greenhouse and a number of storage buildings. The Westminster Campus has a very large 480,000 GSF, three story main building, with an adjoining 79,656 GSF two story College Hill Library, which is shared between FRCC and the City of Westminster, a stand-alone 10,169 GSF South Classroom building for the arts program, a 2,932 GSF greenhouse, and miscellaneous storage buildings.
