About this file

This is a Request for Quotes (RFQ) issued by the Massachusetts Department of Conservation and Recreation (DCR) for the Greening the Gateway Cities Program, seeking nursery products for urban and community forestry in Fall 2025 and Spring 2026. The RFQ covers procurement of nursery products through Massachusetts Statewide Contract FAC122 for 9 crews serving 14 cities including Everett, Fall River, Fitchburg, Haverhill, Leominster, Lowell, Lynn, Malden, New Bedford, Revere, Salem, Taunton, Westfield, and Worcester. The project estimates purchasing up to 200 public trees and 300 private trees per crew per season, with trees ranging from 1.5"-2" caliper. Bids are due by 11:59:59 pm on August 13, 2025, through the COMMBUYS procurement system, with the contract term running from July 1, 2025 to June 30, 2026.

The RFQ emphasizes an energy efficiency program focused on direct home shading, with a preference for large canopy shade trees. Bidders are required to submit pricing information for species on an attached preferred species list, categorized by size class. The procurement allows for single city or multi-city bids, with expectations of awarding multiple vendors. Yard tree orders will be placed weekly to bi-weekly, approximately 50 trees per order, with delivery requirements including a truck with a lift gate for safe tree offloading. Interested vendors experiencing difficulties with the COMMBUYS submission can contact Lisë Reid at lise.reid@mass.gov for assistance.

This RFQ is for two planting seasons, Fall 2025 and Spring 2026. We estimate purchasing up to 200 public trees and up to 300 private trees per crew per season with a goal of 300 trees planted per crew per season. Tree caliper will range from 1.5”-2” B&B. Similar totals will be expected for the Spring of 2026.

Single city bids will be accepted, as well as bids for multiple cities. Awards may be made on a multiple or per-city basis. We expect to award multiple vendors.

Attached is a preferred species list which will include trees on both public and private property. Please provide pricing information for the species on the attached list by size class. This is an energy efficiency program, through direct shading of homes, so species selection preference will be large canopy shade trees.

Yard tree orders will be placed weekly to bi-weekly, at roughly 50 trees/order. Deliveries should be sent on a truck with a lift gate or similar mechanism to safely offload trees to the ground. Please include projected delivery costs to each city in the appropriate section.

This RFQ covers the time period from July 1, 2025 to June 30, 2026.

Bidders should respond by completing and submitting the attachment titled "Nursery-Bid-Sheet-FY2026- Gateway-Cities.xlsx". Bids will be accepted until 11:59:59 pm on Wednesday, August 13, 2025.

Interested bidders are required to submit their responses via bid solicitation BD-26-1020-DCRFS-DC366- 118872 in COMMBUYS, the Commonwealth’s online procurement system. Vendors who are experiencing difficulty posting their responses through COMMBUYS, or have additional questions, are encouraged to contact Lisë Reid at lise.reid@mass.gov prior to the aforementioned bid closing time.
