General Information

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a(n) Request For Quotation (RFQ).

Description:

The U.K. Mail Haulage operation is dedicated to providing transportation of military mail, postal equipment, and supplies originating and destined to and from military personnel assigned within the U.K. The contractor shall perform loading, transportation and unloading of mail cargo, in accordance with this Performance Work Statement (PWS).

Instructions to Offerors

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

A. To assure timely and equitable evaluation of the Quote, the offeror must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. The response shall consist of three (3) parts; Part I - Price, Part II - Technical, Part III - Past Performance.

B. The deadline for the submnittal of questions related to this solicitation is 9 Jan 2023, 15:30.

PART I - PRICE

Quote to be priced following the CLIN structure described in Attachment 2 - Pricing Schedule.

The Total Evaluated Price (TEP) will include an option of an additional 6 months after each option period IAW FAR 52.217-8. This is only for evaluation purposes and will not be included wihtin the contract award price. See Attachment 2 - Pricing schedule for details.

PART II - TECHNICAL PROPOSAL

Offeror shall provide a detailed and comprehensive proposal to include:

Mission Support Plan - Offerors shall illustrate a detailed and comprehensive plan to address how the offer shall provide performance in accordance with the Performance Work Statement.

Quality Control Plan - Offerors shall illustrate the approach or approaches that will be used to conform to the standards of Attachment 1 - Performance Work Statement (PWS); to meet the quality thresholds defined in the Services Summary (section 2 of the PWS); and to correct deficient performance.

Mission Essential Plan - Offerors shall illustrate the approach or approaches that will be used to conform to the Mission Essential

Services as outlined in the PWS Paragraph 1.8, DFARS Clause 252.237-7024, and Attachment 3 - Mission Essential Services.

Failure to include all the technical subfactors within the quote may result in the quote being not considered for award.

PART III - PAST PERFORMANCE

Offerors shall complete Section A of Attachment 4, the Past Performance Questionnaires (PPQs) with their company information and send the PPQs to their current or former customers for completion of Sections B and C. After completion, the PPQs are to be emailed to lawrence.roman.gb@us.af.mil and joshua.largent@us.af.mil. The PPQs are to be completed and sent by past/present customers to be considered acceptable. The number of PPQs for each offeror is limited to a maximum of five (5).

(i) Recency: Services must have been performed within the last five (5) years from the issuance date of solicitation.

(ii) Relevancy: Past performance has to be similar in scope. Scope is defined as providing transportation/haulage services of similar size and complexity to the work requirements outlined in this solicitation and Attachment 1 - Performance Work Statement.

SYSTEM FOR AWARD MANAGEMENT (SAM.GOV)

An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation IAW FAR Clause 52.204-7. The offeror is required to provide their CAGE / NCAGE Code and Unique Entity ID within the offer submission.

Evaluation Criteria

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

a. The Government intends to award a contract resulting from this solicitation, to the responsible Offeror, whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Part I: Price Part II: Technical

- Mission Support Plan

- Quality Control Plan

- Mission Essential Services Plan Part III: Past Performance

b. The Government will use a "best value" approach when evaluating these factors IAW FAR Part 13. An Award will be made to the offeror that presents the "best value" to the Government using the evaluation process herein, contingent upon the availability of funds.

NOTE: When evaluating quotes in a foreign currency, the exchange rate used will be the President's Budget Rate FY 2023.

c. The government shall evaluate the Technical quotes submitted by offerors and assign a rating of Acceptable or Unacceptable to

501st Combat Support Wing (USAFE) each subfactor based on whether or not they meet the requirements of the solicitation and its attachments. A rating of Unacceptable on any subfactor may result in the entire Technical Plans being rated as Unacceptable. Failing to proved any Technical Subfactor may result in an Unacceptable Technical rating.

The Technical Quotes shall be evaluated against the following subfactors:

Mission Support Plan - The offeror's Mission Support Plan shall be evaluated for completeness in thoroughly illustrating that the offeror can provide performance in accordance with Attachment 1 - Performance Work Statement. Evaluation shall be done on an Acceptable / Unacceptable basis.

Quality Control Plan - The offeror's Quality Control Plan shall be evaluated for completeness in thoroughly illustrating the approach or approaches that will be used to conform to the standards of Attachment 1 - Performance Work Statement; to meet the quality thresholds defined in the Services Summary (section 2 of the PWS); and to correct deficient performance.

Mission Essential Services Plan - The offeror's Mission Essential Services Plan will be evaluated on completeness in thoroughly illustrating the approach or approaches that will be used to provide mission essential services during a crisis or emergency as outlined in the PWS Paragraph 1.8, DFARS Clause 252.237-7024, and Attachment 3 - Mission Essential Services.

d. PAST PERFORMANCE:

The government shall evaluate the Past Performance of the offerors and assign a rating of Highly Acceptable, Acceptable or Unacceptable, as described below:

Highly Acceptable = Past performance demonstrates a high confidence that the offeror will successfully perform the requirements of the PWS.

Acceptable = Past performance demonstrates a reasonable expectation that the offeror will successfully perform the requirements of the PWS.

Unacceptable = Past performance does not demonstrate a reasonable expectation that the offeror will successfully perform the requirements of the PWS.

In the evaluation of Past Performance, the Government will consider the examples of past performance provided through the questionnaires, as well as information obtained from other sources, such as, but not limited to the Contractor Performance Assessment Reporting System (CPARS).

The Offeror's past performance efforts will be assessed for: Recency, Relevancy and Performance Quality. The Government will only evaluate performance quality on past efforts that are determined to be both recent and relevant.

(i) Recency: Services must have been performed within the last five (5) years from the issuance date of this solicitation.

(ii) Relevancy: Past performance has to be similar in scope. Scope is defined as providing transportation/haulage services of similar size and complexity to the work requirements outlined in this solicitation and Attachment 1 - Performance Work Statement.

In the case of an offeror without a record of recent and relevant past performance or for whom information on past performance is not available, the past performance rating will be considered "unknown". For the purpose of evaluation, an "unknown" past performance rating will be considered an Acceptable rating.

SYSTEM FOR AWARD MANAGEMENT (SAM.GOV)

An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation IAW FAR Clause 52.204-7. If the offeror is not active within SAM when

5352.201-9101 USAFE Ombudsman Oct 2019

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
