This opportunity is strictly restricted for Small Business concerns therefore. Offers from Non-Small businesses shall not be considered for an award. The evaluation process will go as follows:

a) The Government will evaluate all quotes for total price, ranking from lowest to highest total evaluated price.

b) The lowest priced quote will then be evaluated for its technical capability. The quote must receive an acceptable rating in order to be considered for award.

c) If the lowest priced quote is measured unacceptable, the second lowest will be evaluated. This shall continue until a quote with an acceptable technical capability is found; an award will then be awarded if found to be in the best interest of the Government.
