1. The 1st Special Operations Contracting Squadron at Hurlburt Field Air Force Base, Florida intends to establish a Firm Fixed Price contract for Pararescue and Special Reconnaissance Instructors for the 24 Special Operations Wing Special Tactics Training Squadron (STTS).

3. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 13.5, Simplified Procedures for Certain Commercial Items. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

4. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) with solicitation number FA441720QA065.

5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08 effective 14 July 2020, Defense Acquisition Circular, and Air Force Acquisition Circular.

6. In accordance with FAR 19.502-2, a Total Small Business Set-Aside, North American Industry Classification System (NAICS) code for this solicitation is 611699 - All Other Miscellaneous Schools and Instruction with a size standard of $12M.

7. The Contractor shall provide STTS Instructor Services in accordance with the Performance Work Statement (PWS).

The contractor shall provide a Pararescue Instructor Subject Matter Expert and a Surveillance and Reconnaissance Instructor Subject Matter Expert in accordance with the Performance Statement Work (PWS) dated 11 August 2020.

11. The provisions at FAR 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment applies to this acquisition. The clause at FAR 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment applies to this acquisition. The provision at FAR 52.204-26 applies to this acquisition. Refer to Attachment 5 for more information.

12. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (OCT 2018), applies to this acquisition with the following Addendum: Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.

FAR 52.217-5 Evaluation of Options (JUL 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.

Evaluation of options will not obligate the Government to exercise the option(s).

FAR 52.217-8 Option to Extend Services (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 Days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 30 months.
