Clinical Pastoral Education (CPE) Educator
18 February 2022
1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
2. Solicitation Number: FA301622U0031 is issued as a Request for Quotes (RFQ).
3. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular
(FAC), No. 2022-04 Effective January 30, 2022.
4. This is a 100%, Service Disable Veteran Owned Small Businesses (SDVOSB), Set-Aside solicitation under associated North American Industrial Classification Systems (NAICS) Code 611699 - All Other Miscellaneous Schools and Instruction, with a Size Standard of $12M. All responsible and capable sources are encouraged to participate.
5. This is a follow-on to a Clinical Pastoral Education (CPE) requirement currently being performed.
See Attachment 2 – “Bid Schedule RFQ FA301622U0031 for Contract Line Items (CLINs) and descriptions.
a. The Government intends to award a firm-fixed price purchase order for the Clinical Pastoral
Education (CPE) Educator non-personal Services, on behalf of the 59 MDW Chaplain Corps (CC), Joint Base San Antonio (JBSA) Lackland, TX.
b. Contractor shall complete the pricing Bid Schedule (Attachment 2) and include the unit, extended and total prices for each CLIN in the schedule. The total price shall include quoted price unit and extended prices to include discounts for each CLIN.
c. Price Reductions/Discounts: Quotes should include the quoter's best pricing, inclusive of all discounts, as there may not be another opportunity to offer further discounts.
d. Service Contract Act (SCA): The Service Contract Labor Standards (SCLA) (formerly known as the Service Contract Act of 1965) is not applicable to this Professional Service Employee position.
Service Employee. IAW 29 CFR § 4.134 “Contracts outside the Act’s Coverage”, the term service employee means any person engaged in the performance of a contract entered into by the United States and not exempted under section 7, whether negotiated or advertised, the principal purpose of which is to furnish services in the United States (other than any person employed in a bona fide executive, administrative, or professional capacity, as those terms are defined in part 541 of title 29, Code of Federal Regulations, as of July 30, 1976, and any subsequent revision of those regulations); and shall include all such persons regardless of any contractual relationship that may be alleged to exist between a contractor or subcontractor and such persons.
e. Award will be based on a best value/tradeoff approach, with technical factors. For this procurement, the Best Value continuum determination will be made based on the following evaluation factors; Past Performance; Price and Technical Management (Staffing and Sustaining Plans) Approach. An assessment will be made to determine the Best-Value to the Government.

Tradeoff considerations may result in the determination that it is in the best interest of the Government to consider award to other than the lowest priced quoter or other than highest rated quoter in past performance.
6. Description of Requirements. The Contractor shall provide one (1) Clinical Pastoral Education (CPE) Educator in accordance with the provided Performance Work Statement (PWS) entitled Clinical Pastoral Education (CPE) Educator Services, dated 26 January 2022 (Attachment 1). In accordance with (IAW), paragraph 1.4 of the PWS, the CPE Educator will enable chaplain residents at San Antonio Texas Department of Defense Military Treatment Facilities to provide services including, but not limited to pastoral care to patients, families, and staff while developing pastoral competency and battlefield readiness of chaplain residents through supervised reflection The CPE Educator must, at a minimum, meet the requirements stated in the PWS.
7. Date(s) and place(s) of delivery and acceptance and FOB point:
a. FOB: Destination
b. Inspection & Acceptance: By the Government
c. Period of Performance (PoP): One (1) year base beginning 5 June 2022, plus four (4) 1-year options periods.
d. Place of Performance: JBSA – Fort Sam Houston, Brooks Army Medical Center (BAMC).
e. Notice to the Quoters. In the event issues pertaining to this RFQ package cannot be resolved to the satisfaction of the Contracting Officer (CO), the CO reserves the right to withdraw or cancel this RFQ requirement at no additional cost to the Government. In the event the Government cancels this solicitation, the Government has no obligation to reimburse the quoter for any costs.
f. To assure the timely and equitable evaluation of the quotation, all quoters must follow the instructions contained herein. Documents submitted in response to this RFQ must be fully responsive to and consistent with the requirements of this solicitation, the PWS and Government standards and regulations pertaining to this acquisition.
8. The provision at FAR 52.212-1, Instructions to Quoters - Commercial Items, applies to this acquisition, in addition to the following Addenda:

b. Submission of offers. This RFQ includes fillable provisions (See Clauses and Provisions RFQ

Quoters shall provide one (1) electronic quote consisting of five (5) Volumes:
Volume 1: Administrative;
Volume 2: Price (Attachment 2 Bid Schedule);
Volume 3: Technical and Management Approach (Staffing and Sustainment Plans);
Volume 4: Past Performance Information (Attachment 4); and Volume 5: Clauses and Provisions (Attachment 5)

1. It is the quoter's responsibility to check SAM.gov for amendments issued against this RFQ and respond accordingly.
2. Quoters are strongly advised to submit their quotes well in advance of the closing date and time to mitigate the risk of technical difficulty and ensure that the complete quote is timely received. Late submissions, modifications, revisions, and withdrawals of quoters will be handled in accordance with FAR 52.212-1(f). Hard copies of the quote are not required and will not be accepted.

4. All quotes must be in English and submitted electronically to the POCs listed in Section 15, “Vendor response to this RFQ”.
5. All information, except for document numbers, page number, etc., shall be provided in a page image area with no less than one (1) inch margin.
6. Tables and graphics can be a reduced size as long as they remain legible (All Sections).
7. The entire quote shall be clear, concise, and include sufficient detail for effective evaluation.
Responses to this RFQ shall strictly adhere to the requirements set forth in the solicitation.
Submissions that do not adhere to format and content requirements may be considered non-compliant. The Government reserves the right to eliminate any such quotes from consideration for award. The quote shall not contain any extraneous information such as advertisements or marketing material.
8. RFQ Section Preparation.

5 Clauses and Provisions
Quoter shall complete all applicable sections as required (Attachment 5).

Volume 1 - Administrative. Quoter must have active registration in the System for Award Management (SAM). Quoter shall ensure that their quote reflects entity’s name, address, DUNS number, CAGE code, Federal Tax ID, points of contact (POCs) authorized to communicate with the Government on the quoter's behalf, name of person(s) quoting email addresses, phone numbers and the RFQ number. Please provide the same information for prospective subcontractor(s), if applicable. The subcontractor will then be validated as to their current SAM status.
Volume 2 - Price (Bid Schedule). The contract Line Item Number (CLIN) pricing structure in bid the schedule is based on a firm-fixed price (FFP) for the entire performance of the projected purchase order. Quoters shall complete the pricing Bid Schedule Worksheet provided as Attachment 2 to this RFQ. All prices in the worksheet shall be rounded to two (2) decimal places, and all extended amounts must equal the unit price multiplied by the unit quantity.
Volume 3 – Technical and Management Approach. Quoters shall adequately demonstrates a sound, comprehensive, realistic, effective, and efficient management approach plan that fully addresses their Technical and Management Approach supporting; 1) Staffing Plan and 2) Sustainment Plan, that will allow for the continual service support of the Clinical Pastoral Education (CPE) Educator required services. The written technical approach should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements.
Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the offeror’s technical quotation.
a) Technical Sub factor 1- Staffing Plan: Quoter’s plan for staffing and retaining qualified and certified personnel in accordance with the entire scope of the PWS for the entire period of performance of the projected contract.
Standard: A proposed Staffing plan that clearly demonstrates the quoter’s capability to hire and retain qualified and certified personnel in accordance with the PWS for the entire period of performance of the projected contract.
b) Technical Sub factor 2: Quoter’s plan for sustainment and continuity support of the
CPE Educator performance ensuring no disruption during the entire scope of all tasks outlined in the PWS for the entire period of performance of the projected contract.
Standard: A proposed continuity plan that clearly demonstrates the quoter’s capability to sustain continual Clinical Pastoral Education (CPE) Educator support ensuring no disruption for the entire period of performance of the projected contract.
Volume 4 – Past Performance Information (PPI). Submit recent past performance information on contracts you consider most relevant in demonstrating your ability to perform the proposed effort. The quoter shall submit Performance References (PPR) sheets in accordance with the format contained in Attachment 4. Quoters shall submit a maximum of three (3) PPRs as Prime and/or a maximum of three (3) PPRs, as Subcontractor.
Quoter shall submit (as applicable) any Teaming Arrangements (TA)/Letters of Intent (LOI).
To be valid under this RFQ, a TAs or LOIs must commit the business entities to performance

under the projected contract. Quoters may submit past performance information on work for commercial customers, state, and local governments that they performed, as either the prime or as a subcontractor.
Past Performance Confidence Assessment Ratings and Past Performance Quality Ratings Definitions: Reference Paragraph 10B below.
Recent Contracts. Recent contracts are defined as those of which, all or a substantial portion (12 continuous months or more), of performance occurred during the last three (3) years from the date of RFQ issuance. Performance that does not meet the definition of recent past performance will not be evaluated for relevancy or quality of performance.
Relevant Performance. Relevant performance includes present/past performance efforts that demonstrate a record of providing services similar in scope and magnitude to those required by the PWS (Attachment 1).
If a quoter does not request past performance feedback from its customers on the basis that it does not possess a recent/relevant past performance record, then the quoter shall affirmatively state so in its quote. In assessing past performance, quoters are advised that the Government shall obtain past performance information as necessary, including, but not limited to, that contained in Past Performance Information Retrieval System (PPIRS), Contract Performance Assessment Reporting System (CPARS).
Note: If the contract you are referencing is an ID/IQ, ensure both the Basic Contract No. & its specific Task Order No. of the relevant performance is annotated on Attachment 4.
a) Quoters shall follow-up to ensure that the Government receives completed Past
Performance List of References.
b) The evaluation of past performance information (PPI) will take into account past performance information regarding the quoter’s experience as a prime or subcontractor only.
c) Furnish the following information for each contract listed:
1. Company Name.
2. Contract Number (Task Order No., as applicable).
3. Description of work performed (include # FTEs).
4. Period of Performance.
5. Contracting Agency POC/Customer, up-to-date name, telephone number and email.
6. Total Contract Dollar Value, current and annual (Contract Value and/or Task
Order Value, as applicable)
Volume 5 - Clauses and Provisions (Attachment 5). This RFQ includes fillable provisions requiring contractor completion; therefore, a completed copy of attachment 5 must be included with your quote.
c. Period for acceptance of offers. The Quoter agrees to hold the proposed prices though 4

9. The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition, in addition to the following Addenda:
Addendum, FAR 52.212-2, Evaluation - Commercial Items, is hereby tailored as follows:
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors and subfactors shall be used to evaluate quotes:
Factor 1: Past Performance Factor 2: Price Factor 3: Technical and Management Approach

Subfactor 2 – Sustainment Plan

10. Basis for Award: This is a competitive best value/tradeoff selection, with technical factors, in which competing vendor’s past performance history will be evaluated on a basis significantly more important than price considerations. All technically acceptable quotes will be considered equal. The Government will evaluate technical quotations for acceptability, but will not rank the quotes by the non-price factors or subfactors. The tradeoff will occur only between the past performance factor and the price factor. While the Government will strive for maximum objectivity, the tradeoff process, by its nature, is subjective; therefore, professional judgment is implicit throughout the selection process.
The Government will only evaluate one quote from each vendor. Award will be made to the responsible vendor whose quote conforms to all required terms and conditions, includes all required representations and certifications, meets all requirements set forth in the RFQ and also provides the best value to the Government based on the results of the evaluation as described below. Contract terms and conditions consistent with customary commercial practices are specified in the solicitation/contract, with otherwise tailored terms and conditions specified in the Addendum to the solicitation/contract.
A. Quote Evaluation: The evaluation process will be accomplished as follows:
1) General: The Government intends to award the order resulting from this RFQ based on initial submissions without conducting interchanges. Therefore, each quote should contain the contractor’s best terms from a price standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. The Government will review quotes received to determine if they are complete IAW the RFQ requirements. A complete quote is one that meets all of the terms, conditions and specifications in the RFQ. The quoter must provide all documents listed and comply with all solicitation instructions in order for their quote to be considered “complete”.
Incomplete quotes may be considered ineligible for award.
2) Quoters may be asked to clarify certain aspects of their quotation and respond to adverse past performance information to which the quoter has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Reference Paragraph V below.

3) If three (3) or fewer quotes are received, the Government will evaluate all quotes for acceptability. If more than three (3) quotes are received, the Government will evaluate the three (3) lowest priced quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for acceptability, if deemed to be in the best interest of the Government.
4) For the purposes of identifying the evaluation order in which technical acceptability and past performance evaluations will be conducted, quotations shall be first ranked according to price from lowest to highest (including Options). Evaluation will then proceed with technical acceptability.
5) If the lowest priced evaluated quote is judged to have an acceptable technical rating and a
Substantial Confidence performance assessment, that quoter represents the best value for the Government and the evaluation process will stop at this point. Award shall be made to that quoter without further consideration of any other quotes.
6) If the technically acceptable quoter with the lowest price is not judged to have a Substantial
Confidence performance assessment rating, the past performance for the next technically acceptable lowest priced quote will be evaluated and the process shall continue (in order, by price) until a technically acceptable quotation is judged to have a Substantial Confidence performance assessment rating. Further, if no technically acceptable quotes are judged to have a Substantial Confidence past performance assessment rating, the CO shall then make an integrated assessment best value/tradeoff award decision.
7) If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of total evaluated price (TEP) when the agency determines that none of the initial three
(3) lowest priced quotes are determined technically acceptable. The agency will reject and not consider for award any quotation found unacceptable and ineligible for award under the terms of this RFQ, in the absence of interchanges. Interchanges are fluid interaction(s) between the CO and the contractor that may address any aspect of the quote and may/may not be documented in real time. Interchanges may be conducted with one, some, or all, quoters. The contractor’s quote shall, at a minimum, address each of the factors and subfactors, as they apply to the PWS. A rating of Unacceptable in one or more technical subfactors will constitute an overall rating of Unacceptable for the technical factor. Those that are deemed technically acceptable will then have past performance evaluated.
B. Factor 1 - Past Performance
The Past Performance evaluation is an assessment of the offeror’s probability of meeting the solicitation requirements. This assessment is based on the offeror’s record of recent, relevant and overall quality of past performance information that pertains to the services outlined in the solicitation requirements.
The Past Performance factor will receive one of the performance confidence assessments ratings described below. In establishing the Performance Confidence Assessment rating, greater consideration may be given to information on those contracts deemed most relevant to the effort described in this RFQ.
I. Past Performance Confidence Assessment Ratings: The Past Performance factor will receive one of the performance confidence assessments:

1) Substantial Confidence:
Based on the quoter’s recent/relevant performance record, the Government has a high expectation that the quoter will successfully perform the required effort.
2) Satisfactory Confidence:
Based on the quoter’s recent/relevant performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort.
3) Neutral Confidence:
No recent/relevant performance record is available or the quoter’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
The quoter may not be evaluated favorably or unfavorably on the factor of past performance.
4) Limited Confidence:
Based on the quoter’s recent/relevant performance record, the Government has a low expectation that the quoter will successfully perform the required effort.
5) No Confidence:
Based on the quoter’s recent/relevant performance record, the Government has no expectation that the quoter will be able to successfully perform the required effort.
II. Recent contracts are defined as: those of which all or a substantial portion (12 continuous months or more) of performance occurred during the last three (3) years from the date of solicitation issuance. Past performance information that fails this condition will not be evaluated further.
III. Recent past performance is defined as: that of which all or a substantial portion of performance occurred during the last three (3) years from date of solicitation issuance.
Performance that does not meet the definition of recent past performance will not be evaluated for relevancy or quality of performance.
IV. Past Performance Quality Ratings
The Government will consider information from the Vendor’s customers (PPRs, Attachment 4) on how well the Vendor performed on past contract citations. For each recent, relevant past performance citation reviewed, the quality of services, the work performed, will be assessed for the Technical subfactors and Price Factor (however, all aspects of performance that relate to this acquisition may be considered. The quality of services performance assessment may result in positive or adverse findings and will be handled IAW the Adverse Past Performance paragraph V below.
Each evaluated effort will receive one of the following ratings:
1) Very Good:
The Contractor’s performance meets contractual requirements and exceeds some (requirements) to the Government’s benefit. The contractual performance was accomplished with some minor problems for which corrective actions taken by the Contractor were effective.

2) Satisfactory:
The Contractor’s performance meets contractual requirements. The contractual performance contained some minor problems for which corrective actions taken by the Contractor appear or were resolved satisfactorily.
3) Unsatisfactory:
Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element being assessed contains serious problems(s) for which the contractor’s corrective actions appear or were ineffective.
4) Neutral:
The quoter’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The quoter may not be evaluated favorably or unfavorably on the factor of past performance.
V. Evaluation Process.
The past performance evaluation considers each offeror’s demonstrated recent and relevant record of performance in supplying services that meet the solicitation requirements.
Performance confidence is assessed at the overall Past Performance factor level after evaluating aspects of the offeror’s recent past performance, focusing on performance that is relevant to the Technical subfactors and Price factor. The recency, relevancy, and quality of the information, the source of the information, context of the data and general trends in the contractor’s performance will be considered. The Government may consider past performance in the aggregate in addition to an individual contract basis. In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance quotation volume, as solicited; information obtained from established systems such as, but not limited to, the Past Performance Information Retrieval System (PPIRS); Federal Awardee Performance and Integrity Information System (FAPIIS); Electronic Subcontract Reporting System (eSRS), or other databases; and may be obtained from other sources available to the Government, such as the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers and Fee Determining Officials, and/or commercial sources. For purposes of this evaluation, recency is defined as active or completed efforts performed within the past three (3) years from the issuance date of this solicitation.
Quoters without a record of recent/relevant past performance or for whom information on past performance is so sparse that no meaningful confidence assessment rating can be reasonably assigned will not be evaluated favorably or unfavorably on past performance and, as a result, will receive a "Neutral Confidence" rating for the Past Performance factor.
Adverse Past Performance: Vendors shall be given an opportunity to address adverse past performance information if the vendor and/or joint venture member has not had a previous opportunity to respond to the information. Recent contracts will be examined to ensure that corrective measures have been implemented. The past performance evaluation assessment will consider issues including but not limited to the number and severity of the problems, the appropriateness and/or effectiveness of any corrective actions taken (not just planned or promised), and the overall work record. Prompt corrective action in isolated instances may not outweigh overall negative trends.

C. Factor 2 – Price (Bid Schedule): For the purposes of identifying the order past performance evaluations will be conducted, offers shall be ranked according to price, from lowest to highest.
In accordance with (IAW) FAR subpart 13.106, the Government will evaluate proposed prices.
Pricing Worksheet: A Quoter’s quoted prices will be determined by multiplying the quantities identified within each line item included on the Pricing Worksheet (Attachment 2) by the unit price for each item to confirm the extended amount of each. Completion of pricing for each line item will be necessary in order to submit a complete quote. The Total Evaluated Price (TEP) includes the total price for both the Base Year and Option Years.
Quotes that fail to price each line item or indicate no charge may be deemed noncompliant.
Other than firm-fixed priced quotes will also be deemed as noncompliant. The price evaluation will document the reasonableness of the total evaluated price for the apparent successful quoter.
D. Factor 3- Technical and Management Approach: The criteria for Factor 3 has been met when the quoter adequately demonstrates a sound, comprehensive, realistic, effective, and efficient technical and management approach to provide and manage the appropriate qualified workforce to achieve consistent and efficient operations in accordance with the entire scope of the requirements of the PWS with no disruption in current CPE operations. At a minimum, the plan shall include all of the following:
I. Technical Subfactors:
Technical Sub factor 1 – Staffing Plan: Quoter’s plan for staffing and retaining qualified and certified personnel in accordance with the entire scope of the PWS for the entire period of performance of the projected contract.
Standard: A proposed staffing plan that clearly demonstrates the quoter’s capability to hire and retain qualified and certified personnel in accordance with the performance work statement for the duration of the contract.
Technical Sub factor 2 – Sustainment Plan: Quoter’s plan for sustainment and continuity support of the CPE Educator performance ensuring no disruption during the entire scope of all tasks outlined in the PWS.
Standard: A proposed continuity plan that clearly demonstrates the quoter’s capability to sustain continual Clinical Pastoral Education (CPE) Educator support ensuring no disruption for the duration of the contract.
II. Technical Rating. The technical rating reflects the evaluation of the acceptability of the vendor’s technical approach for meeting the Government’s requirement. The vendor’s quote shall be evaluated to determine whether the quote is acceptable or unacceptable, using the ratings and descriptions outlined below. One technical rating will be assigned to each technical subfactor. In order to be considered awardable, there must be an “acceptable” rating in every subfactor.

Acceptable: Quotation meets the minimum requirements of the solicitation.

11. The provision at FAR 52.212-3, Quoter Representations and Certifications - Commercial Items, Alternate I, applies to this acquisition, see Volume Preparation in Section 8(k) “Volume 1 – Administrative” above.
12. The provisions in FAR 52.212-4, Contract Terms and Conditions - Commercial Items (May 2014), applies to this acquisition.
13. In addition to the applicable clauses in FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applicable clauses and provisions are identified in Attachment 5 “Additional Clauses and Provisions RFQ FA301622U0031.
14. There are NO contract financing arrangements requirements for this acquisition. Installed components will required standard product warranty.
15. Defense Priorities and Allocations System (DPAS) and assigned rating, are not applicable to this acquisition.
16. Quotes. Contractor documents in response to this RFQ shall be provided via email to the POCs listed below no later than (NLT) 11:00 AM (CST), 21 March 2022.
