About this file

This document is a Request for Quotes (RFQ) from the Idaho Department of Environmental Quality (DEQ) for an environmental modeling project to develop a hydrodynamic and temperature model of the Island Park Reservoir and downstream sections of the Henry's Fork River. The purpose is to create two working CE-QUAL-W2 (or equivalent) models for temperature in the Island Park Reservoir and the Henry's Fork River, which will be used for integrated water quality reporting, TMDL development, and informing decision making. The vendor must coordinate with DEQ and the Henry's Fork Foundation, and provide regular communication and updates. Quotes are due by December 18, 2023 at 5:00 p.m. MT. The contract will be awarded to the responsive, responsible vendor with the lowest Total Cost, as provided on the Price Sheet. The deliverables include a working temperature model for the specified water bodies.

The Price Sheet requires vendors to provide their fully burdened Total Cost for the services meeting the specifications. There is no mention of any set-asides, incumbents, or funding sources in the document.

Environmental Modeling Project – Develop a hydrodynamic and temperature model of the Island Park Reservoir and Henry’s Fork River

Scope of Work

The outcome of this work will be two working CE-QUAL-W2 (or equivalent) models for temperature in the Island Park Reservoir and the Henry’s Fork River, downstream of the reservoir. CE-QUAL-W2 is a water quality and hydrodynamic model in 2D (longitudinal-vertical.) Ideally, these models would be integrative, so that changes in the conditions in the reservoir model could be reflected and assessed in the Henry’s Fork model.

These models will be used for the following:

1. Integrated Report and Waterbody assessments: Temperature water quality standards / criteria can be incorporated in the model which will aid in waterbody assessment of the Island Park reservoir assessment unit (AU) and the downstream Henry’s Fork AU. This will allow DEQ to get a baseline of temperature criteria violations, need for waterbody assessment, and understand how the magnitude and frequency of violations occur in different scenarios. This assessment informaon will go into DEQ’s integrated report. Information about this integrated report can be found at https://www.deq.idaho.gov/ water-quality/surface-water/monitoring-and-assessment/

2. TMDL development: For use in TMDL development, the models will need to be me variable and able to predict hydrodynamics and temperature dynamics in the reservoir and the Henry’s Fork. The models will be used to develop temperature targets and explore opons that would be needed to meet those targets. DEQ will then be able to use this data to develop temperature TMDLs, if needed.

3. Inform decision making: The models will be used to perform model scenarios, in order to evaluate water quality improvement opons. The scenarios of interest will be selected by DEQ and Henry’s Fork Foundaon (HFF.)

Reports will need to be produced from this modeling project: A report of the model configuration, and results and a report of the temperature modelling scenarios. A final report on the final model to outline the life of the project, introduction, methods, results, discussion, data used, and a how-to-guide for DEQ and HFF.

Required deliverables will include: A working temperature model for the Island Park Reservoir and 2-3 assessment units of the Henry’s Fork River. To meet the business needs of this project, the vendor will need to work with DEQ and HFF collaboratively for model construction to build a model that best suits the needs of both groups. Regular communication and an ability to adapt as DEQ and HFF will provide much of the fieldwork and needed data to validate and calibrate the model. Regular check ins and updates with the Idaho Falls regional DEQ office and HRR will be required, as will project timelines and schedule with associated data requirements.

Seeking a vendor with experience creating similar types of models, experience with similar waterbodies, demonstrated success and timeliness, and preferably a history with other state or federal agencies.
