The Government requires the following items: (1) two 9' x 9' x 7' double-wall EMI tents with Berry Compliant Nova Select Ag/Cu/Ni shielding fabric providing attenuation greater than 85dB from 400MHz-11GHz, including patented magnetic doors, vinyl floors, and ground straps; (2) US-made metal frames; (3) SentinelVent Active Airflow Systems; (4) high-performance IO plates with 250 VAC/500 VDC/30A facility filters and power strips; (5) heavy-duty tent and frame transport cases; (6) connector sets; and (7) Nova Select patches. Award will be made on a Firm-Fixed-Price (FFP) basis using the Lowest Price Technically Acceptable (LPTA) methodology, with the Government first ranking conforming quotes by price, then evaluating the lowest-priced quote for technical acceptability. If the lowest-priced quote is technically acceptable and the price is deemed fair and reasonable, award will be made to that offeror. Offerors must provide contractor information including name, address, point of contact, UEI number, CAGE code, business type, offer expiration date, GSA contract number (if applicable), proposed payment terms, and FOB designation (Destination).

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This is a Request for Quotation (RFQ), numbered FA440726Q8008, and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

The 375th Contracting Squadron requires two (2) radio frequency (RF) shielded tents per the below specifications to ensure secure communications. This tent will allow 618 AOC to work in any alternate or contingency location without violating security requirements. This acquisition is being procured utilizing NAICS Code 314910, Textile Bag and Canvas Mills, Small Business Size Standard 500 Employees and PSC Code 8340, Tents and Tarpaulins. From this request for quotation, a single award will be made. This is a 100% Small Business Set-Aside. Please provide an offer for the products listed in the table below by: 12:30 P.M. CST 28 September 2026.

Award methodology used under this acquisition is Lowest Price Technically Acceptable (LPTA). First, the Government will rank quotes which conform to the requirements from lowest price to highest price. Next, the Government will evaluate the lowest priced offeror for technical acceptability as follows:

Technically Acceptable - quote meets all the requirements of the RFQ and its attachments. Technically Unacceptable - quote does not meet all the requirements of this RFQ and its attachments.

If the quote with the lowest price is determined technically acceptable, the Government will evaluate the offeror’s total aggregate price for completeness, reasonableness, and unbalanced pricing. In order to determine price fair and reasonable, the evaluation process may continue until reaching two technically acceptable quotes (to establish adequate price competition). If the lowest priced quote is technically acceptable and the price is complete and reasonable, that offeror’s quote represents the best value to the Government and award will be made to that offeror. If the lowest priced quote is not technically acceptable, the Government will consider the correction potential and may enter into interchanges with that offeror. If, after interchanges with that offeror, their quote is technically acceptable and remains the lowest priced, the delivery order will be awarded to that offeror. If the Government deems the quote not easily correctable, or if at any time it becomes other than the lowest priced quote, the next lowest priced quote will be evaluated for technical acceptability, followed by an analysis of their price to verify reasonableness and completeness. Interchanges will take place as necessary or deemed appropriate by the Government. This evaluation process will be repeated until reaching a technically acceptable quote, or until all quotes are evaluated.

The selection for the award will be made based on technical acceptance by the Government of the resultant quote and the Contracting Officer’s (CO) ability to deem pricing fair and reasonable. From this RFQ, a Firm-Fixed-Price (FFP), single award is anticipated.

Please use the subject line “RFQ FA440726Q8008 – FY26 EMI Tents” and include both Government representatives in all e-mail correspondence.
