About this file

This document is a response to written questions regarding the California Department of Fish and Wildlife's RFQ-DTD-FY2024-002 contract opportunity. Key details include:

The contract involves migrating the CDFW's websites from the current Evoq platform to the DNN open-source platform. CDFW is willing to provide copies of the websites for testing in the contractor's environment or allow access in CDFW's development environment. CDFW will provide virtual desktops (VDI) to grant contractors the necessary access. The content freeze periods for each site migration are flexible, with a preference for freezes of no longer than 48 hours, ideally over weekends. CDFW does not have a preferred order for migrating the sites, but suggests starting with one of the smallest sites as a proof of concept. CDFW does not plan any future Evoq updates prior to the transition. If any existing content or extensions are incompatible with DNN, the vendor will either remove them or CDFW will take responsibility for replacing them.

The document does not provide details on pricing, set-asides, incumbents, funding requirements, or other salient financial information. It focuses on the technical details and logistics of the website migration project.

Response to Written Questions

1. What form of access would we be granted to the current environment? Would we be able to take a copy into our environment for testing? Or only within your environment?

a. Copies of the sites may be transferred to your test environment, or we can provide access to copies of the sites in CDFW’s development environment. These websites don’t contain any sensitive personal information.

2. If a VPN is required, what VPN is it? Does it allow access from a remote host via RDP?

a. CDFW will provide the contactors with Virtual Desktops (VDI) that will provide them the necessary access to complete the conversion.

3. What timeline of "content freeze" is going to be possible for each site to complete the migration? Is there a possible provision for holding/replaying changes if not enough time is available for transition without a content freeze?

a. We are somewhat flexible on the length of a content freeze, especially if such can be broken into segments. And this will vary depending on each site’s represented organization (e.g. FGC has many more legal posting obligations). Ideally, each freeze segment will not be longer than 48 hours, especially if using weekend (Sat-Sun) hours.

4. Is there a preferred/priority order of migration/go-live of sites?

a. No, though it may be best, as proof of concept, to convert one of the smallest sites first. IEP has the least legal posting obligations.

5. Is the team planning on any future Evoq Updates prior to transition?

a. No.

6. Will the bidder be responsible for any necessary design changes if existing elements and modules are incompatible with DNN (open source)?

a. We don’t anticipate this will be an issue, but if any content or extensions (besides Evoq-specific extensions) aren’t compatible with DNN Platform, we will either want them removed by the vendor or CDFW will take responsibility for replacing them.
