About this file

This is a Solicitation for a miniature two-photon microscope system for the National Institute on Drug Addiction (NIDA) Intramural Research Program. The government requires one imaging system that can record calcium-indicator activities of single neurons in unrestrained conscious mice, with a light-weight and compact design (approximately 2.5g and 20 x 10 x 30 mm). The system should include installation and maintenance services and preferably be compatible with NIDA's existing Spectra-Physics Mai Tai HP 2-photon laser. The solicitation is conducted under Simplified Acquisition Procedures for commercial items, with a fixed-price purchase order anticipated. The North American Industry Classification System (NAICS) code is 334516 with a small business size standard of 1,000 employees, and the requirement is full and open with no set-aside restrictions.

Responses must be submitted electronically to polina.klimenkova@nih.gov by August 28, 2025, at 8:00 pm EST, and must include the vendor's Unique Entity Identifier (UEI) and business size certification. Offerors must have an active System for Award Management (SAM) registration. The contract will be awarded using a "trade-off" method, evaluating proposals based on two primary factors: Technical Capability/Functionality and Overall Price. Delivery is expected 90 days after award, with the system to be delivered to the NIH NIDA Intramural Research Program Biomedical Research Center in Baltimore, MD. The government intends to select the offeror whose proposal provides the best overall value.

iv. The North American Industry Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing and the small business size standard is 1,000 employees. This requirement is full and open with no set-aside restrictions.

v. The purpose of this requirement is to provide NIDA with a miniature two-photon microscope system for mice to record activities of single neurons in unrestraint conscious mice.

The Government requires one (1) Imaging system that:

- Records calcium-indicator activities of single neurons and axonal and dendritic structures while mice are not restraint and engage in tasks.

- A light-weight and compact system is desired, approximately 2.5 g and approx. 20 x 10 x 30 mm in size.

The offeror should provide installation and maintenance services for the system. In addition, the system preferably should be compatible with the laser that NIDA currently has (2-photon laser - Spectra-Physics Mai Tai HP with s/n 5192).

vi. Delivery shall be made 90 days after the award date. Delivery shall be made to the following:

NIH, NIDA Intramural Research Program Biomedical Research Center 251 Bayview Boulevard, Suite 200 Baltimore, MD, 21224

vii. The provision at FAR Clause 52.212-1 Instructions to Offerors—Commercial Items is applicable to this solicitation. Also, the full text of a solicitation provision may be accessed electronically at these addresses:

The evaluation will be based on the demonstrated capabilities of the prospective Contractors in relation to the needs of the project as set forth in the SOLICITATION.

The merits of each proposal will be evaluated carefully. Each proposal must document the feasibility of successful implementation of the requirements of the SOLICITATION.

Offerors must submit information sufficient to evaluate their proposals based on the detailed factors listed below.

Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques.

Offerors may respond with a proposal indicating their ability to provide the technical specifications stated in this solicitation. Responses will be evaluated based on the contractor’s ability to meet the Government’s requirements.
