STATEMENT OF WORK
FOR
ROTATING DETONATION ENGINE EXPLORATORY SERVICES
1.0 GENERAL
1.1 Introduction
The Naval Surface Warfare Center Explosive Ordnance Disposal and Technology
Division Indian Head Division (NSWC IHEODTD) has a requirement on a time sensitive mission critical project for modeling and simulations of rotating detonation engine (RDE) with Sandia National Laboratories (SNL) software CTH.
2.0 REQUIREMENTS
The Contractor shall be a subject matter expert in Applied Mechanics, Computational
Fluid Dynamics, Materials Strength, and SNL software CTH. The contractor shall have experience in developing CTH software in full or in part and shall have experience of more than 20 years in modeling and simulating different problems with CTH software.
The contractor shall have computational resources to run the first set of simulations to test the initial setup.
The Contractor shall work with NSWC IHEODTD to produce initial setup of CTH simulation to simulate performance of RDE consisting of (a) two concentric cylinders with a gap (annulus), (b) fuel injected along the annulus periphery at one end (Head-End) and fuel ignited, (c) resulting detonation and shock wave propagating to the other end
(Nozzle-End) travelling along the annulus circumference. The procedure causes imprint of cells due to materials thermos-plastic deformation which are of interest. Hence, the initial setup needs to include (i) reaction and detonation of fuel, (ii) heat transfer, (iii) annulus materials deformation, and (iv) drag at the annulus internal surfaces due to friction.
The Contractor shall simulate a test case at Contractor’s facility to validate the setup with fuel detonation and heat transfer only, suppressing material deformation and friction where possible within the limitations of the numerical method.
The Contractor shall transfer the initial setup, input file, outputs, and simulation plots for
NSWC IHEODTD to run the same simulation to confirm that results are identical
(neglecting machine precision). The Contractor shall provide brief documentation on varying annulus size, material, material properties to introduce deformation, drag coefficient, and fuel type in accordance with CDRL A001, within 5 days after completion of Contractor testing. The setup shall have the RDE tapered (for example, coordinates of head end and nozzle end with Delta (annulus opening).
The Contractor shall provide telephone support between the hours of 8am – 5pm Monday
– Friday when NSWC IHEODTD comes across any instability issues when they start varying the RDE size, RDE material, material deformation, and internal drags.
3.0 ADDITIONAL MATERIALS
The mission critical requirements prohibit NSWC IHEODTD sharing any data of its own
RDE design and fuel mixture to the contractor except sharing the instability in purely numerical terms.
4.0 SECURITY
The initial setup and simulations at contractor’s facility will use data from open source published literature. However, the contractor will use due diligence and not discuss NSWC
IHEODTD RDE problem with any person / entity without need to know.
5.0 PERIOD OF PERFORMANCE
This period of performance shall be one year (October 1, 2020 to September 30, 2021) which includes first half month (October 1, 2020 to October 15, 2020) to setup the CTH simulations, run the simulations to test the setup, and transfer the setup and other files described above to NSWC IHEODTD. Remaining performance period will involve providing support over phone as and when needed.

52.204-3 TAXPAYER IDENTIFICATION (OCT 1998)
(a) Definitions.
Common parent, as used in this provision, means that corporate entity that owns or controls an affiliated group of corporations that files its Federal income tax returns on a consolidated basis, and of which the offeror is a member.
Taxpayer Identification Number (TIN), as used in this provision, means the number required by the Internal
Revenue Service (IRS) to be used by the offeror in reporting income tax and other returns. The TIN may be either a
Social Security Number or an Employer Identification Number.
(b) All offerors must submit the information required in paragraphs (d) through (f) of this provision to comply with debt collection requirements of 31 U.S.C. 7701(c) and 3325(d), reporting requirements of 26 U.S.C. 6041, 6041A, and 6050M, and implementing regulations issued by the IRS. If the resulting contract is subject to the payment reporting requirements described in Federal Acquisition Regulation (FAR) 4.904, the failure or refusal by the offeror to furnish the information may result in a 31 percent reduction of payments otherwise due under the contract.
(c) The TIN may be used by the Government to collect and report on any delinquent amounts arising out of the offeror's relationship with the Government (31 U.S.C. 7701(c)(3)). If the resulting contract is subject to the payment reporting requirements described in FAR 4.904, the TIN provided hereunder may be matched with IRS records to verify the accuracy of the offeror's TIN.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

52.219-1 SMALL BUSINESS PROGRAM REPRESENTATIONS (MAR 2020)
(a) Definitions. As used in this provision--
Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. Service-disabled veteran-owned small business concern--

(a) Definitions. As used in this clause-
Automatic identification device means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.
Concatenated unique item identifier means--
(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or
(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number;
and serial number within the original part, lot, or batch number.
Data Matrix means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200
(ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical

Data qualifier means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

Lot or batch number means an identifying number assigned by the enterprise to a designated group of items, usually referred to as either a lot or a batch, all of which were manufactured under identical conditions.
Machine-readable means an automatic identification technology media, such as bar codes, contact memory buttons, radio frequency identification, or optical memory cards.
Original part number means a combination of numbers or letters assigned by the enterprise at item creation to a class of items with the same form, fit, function, and interface.
Parent item means the item assembly, intermediate component, or subassembly that has an embedded item with a unique item identifier or DoD recognized unique identification equivalent.
Serial number within the enterprise identifier means a combination of numbers, letters, or symbols assigned by the enterprise to an item that provides for the differentiation of that item from any other like and unlike item and is never used again within the enterprise.
Serial number within the part, lot, or batch number means a combination of numbers or letters assigned by the enterprise to an item that provides for the differentiation of that item from any other like item within a part, lot, or batch number assignment.
Serialization within the enterprise identifier means each item produced is assigned a serial number that is unique among all the tangible items produced by the enterprise and is never used again. The enterprise is responsible for ensuring unique serialization within the enterprise identifier.
Serialization within the part, lot, or batch number means each item of a particular part, lot, or batch number is assigned a unique serial number within that part, lot, or batch number assignment. The enterprise is responsible for ensuring unique serialization within the part, lot, or batch number within the enterprise identifier.
Type designation means a combination of letters and numerals assigned by the Government to a major end item, assembly or subassembly, as appropriate, to provide a convenient means of differentiating between items having the same basic name and to indicate modifications and changes thereto.
Unique item identifier means a set of data elements marked on items that is globally unique and unambiguous. The term includes a concatenated unique item identifier or a DoD recognized unique identification equivalent.
Unique item identifier type means a designator to indicate which method of uniquely identifying a part has been used. The current list of accepted unique item identifier types is maintained at http://www.acq.osd.mil/dpap/pdi/uid/uii_types.html.
(b) The Contractor shall deliver all items under a contract line, subline, or exhibit line item.
(c) Unique item identifier. (1) The Contractor shall provide a unique item identifier for the following:
(i) Delivered items for which the Government's unit acquisition cost is $5,000 or more, except for the following line items:
