EVALUATION CRITERIA:
Evaluation of quotations will be completed in accordance with FAR 13.106-2. The Government will award the contract resulting from this solicitation to the responsible offeror whose offer presents the lowest priced technically acceptable offer. All offerors are reminded that contractor responsibility is also factored into the award decision.
(1) Price:
Offerors shall be ranked based on price. The lowest priced offer shall be evaluated for technical acceptability. If that offer is determined to be technically acceptable the evaluation stops and that offeror shall be offered the contract award. If that offer is determined to be technically unacceptable, that offer shall be removed from consideration for award and the next lowest priced offer shall be evaluated in the same manner. Once the lowest priced technically acceptable offer has been identified the evaluation shall stop and that offer shall be offered the contract award.
(2) Technical:
The technical evaluation factor will be made based on an offeror's ability to offer the requested items in terms of the provided specifications. The offeror shall submit the certifications listed in SOW 1.2 for 1) small engine (generators, saw, etc.), 2) Hurt Hydraulic, 3) Hurt eDraulic equipment and 4) Servicing Air Breathing Compressor. Additionally, 5) the certifications for Aerial Device Maintenance and Testing to meet NFPA standards. All potential offerors who provide evidence of the certifications above shall be determined to be technically acceptable. If any of the certifications listed above are not provided, that offeror shall be determined technically unacceptable.
(End of Paragraph)
Contractors shall be actively registered with the System Award Management (SAM). Lack of registration in the SAM database will make an offeror ineligible for award. The Contractor is required to confirm on an annual basis that its information in the SAM database is accurate and complete at https://www.sam.gov/. (IAW FAR 52.232-33 Payment by Electronic Funds Transfer- System Award Management, Oct 18)
Contractors must be registered in Wide Area Work Flow (WAWF). The WAWF system is the method to electronically process vendor payment requests and receiving reports, at http://wawf.eb.mil/. (Authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports)
