Evaluation of quotations will be completed in accordance with FAR 13.106-2. The Government will award the contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and represents the best value to the Government.
Evaluation Factors: Price (1), Past Performance (2), and Technical (3)
(1) Price:
Price will be evaluated based on reasonableness with competitive quotations or offers. Award will be made on the basis that an offeror’s quotation or offer provides the best value to the Government, all factors considered. If the lowest priced offer is received and has either adverse past performance or is found technically unacceptable, the next lowest received offeror will be evaluated for award. The lowest priced, technically acceptable offeror with no significant adverse past-performance will be considered for award.
(2) Past Performance:
The Contracting Officer shall consider price risk and supplier risk via the Supplier Performance Risk System (SPRS) as evaluation of the Quoter or Offeror’s performance. SPRS retrieves item, price, quality, delivery, and contractor information on contracts from Government reporting systems in order to develop risk assessments. Offerors or quotes without a risk assessment in SPRS shall not be considered favorably or unfavorably.
(3) Technical:
The technical evaluation factor will be made based on an offeror's ability to offer the requested items in terms of the provided specifications. The offeror shall submit the certifications listed in SOW 1.2 for 1) small engine (generators, saw, etc.), 2) Hurt Hydraulic, 3) Hurt eDraulic equipment and 4)

(a) Definitions. As used in this provision—
“Item risk” means the probability that a product, based on intended use, will introduce performance risk resulting in safety issues, mission degradation, or monetary loss.
