PERFORMANCE WORK STATEMENT
1. General. (1) 74 FT LCM-8 landing craft require haul out to inspect the hulls, keel coolers, propulsion gear, protective zincs, and to be bottom painted. During haul out, personnel from the division will perform additional maintenance and preservation while the watercraft are in the yard.
2. Contracted Boat Yard Requirements
a. Best Management Practices (Environmental)
(1) References (a) and (b) establish Navy/Marine Corps policy for conducting operations in an environmentally sound manner. The goals of which are to comply with the existing federal, state, and local environmental laws and regulations, conserve natural resources, prevent pollution, clean up existing waste sites, and facilitate the development and introduction of new technologies that will support these goals. As a federal facility, MCAS Cherry Point personnel are responsible and liable for compliance within their areas of control. In addition, per reference (c), the Navy/Marine Corps may be determined to be responsible for activities that occur in private boat yards associated with the construction, repair, and modernization of vessels.
(2) Therefore, MCAS Cherry Point requires the boat yard to employ environmental Best Management Practices (BMP) complying with applicable state and federal environmental laws related to the contracted work.
b. Best Management Practices (Safety)
(1) Reference (d) states that Commanders at all levels are responsible for ensuring that the Marine Corps Total Force is maintained at the highest level of readiness possible by incorporating operational risk management (ORM) in all operations, assuring controls are in place for any hazard that cannot be completely eliminated, and providing appropriate safe and healthful facilities for all their personnel.
(2) This includes Marine Corps and Navy military personnel as well as any civilian Marines (appropriated and non-appropriated fund) on duty. Reference (d) extends to any USMC sponsored events, operations, applies to all Marine Corps facilities, equipment, training facilities, and materiel; and is in effect ashore, on or off Marine Corps installations. Reference (d) requires all levels of command to establish and maintain a safety program (Operational Safety and Occupational Health (SOH)) to enhance force preservation by preventing mishaps and reducing personnel and materiel losses. It also requires inspection and evaluation of all activities and facilities to ensure they are free from recognized hazards that are likely to cause death or physical harm.
(3) In accordance with references (d) and (e), the contracted boat yard is responsible for providing safe working conditions for not only their own employees but also for government civilian/military personnel who perform work at the boat yard during the yard period. Therefore, the government requires the boat yard to employ safety Best Management Practices (BMP) complying with applicable Occupational Safety and Health Administration (OSHA) state and federal laws.
c. Location. Contracted boat yard must be located within 2 hrs driving time via waterway and within 1 hr driving time via government vehicle from MCAS Cherry Point, to reduce excess travel time by government civilian/military personnel who will be required to perform various tasks during the yard period. Any excess travel via government vehicle reduces the amount of time available to complete tasking and thus increases the length of the yard period.
3. Scope of Work. The following is required during each yard period:
a. The government will make the vessel available to the contractor by way of water.
b. Haul, pressure wash, block & launch.
c. Service vessel lay days, anticipated project duration of three weeks.
d. Propellers and Shafts
(1) Contractor shall remove port and starboard propellers, have them re-conditioned to ISO 484 standards and provide balancing documentation if applicable.
(2) The government will inspect the shafts. If the shafts are determined not to be true, the contractor shall have them removed, straightened, provide documentation and have them reinstalled if applicable.
(3) Once the government has determined the shafts are straight (in existing condition or reconditioned), the contractor shall reinstall the propellers if removed.
e. Contractor shall Farrow blast the entire hull down to good primer, or bare metal if existing primer is insufficient.
f. Government employees require access to the vessel with a vehicle/trailer in close proximity (25 ft) to conduct necessary repairs/work during the hours of 0730 to 1700 week days.
g. Contractor shall allow the government to remove/re-install: propellers, shafts, cutlass bearings, zincs, shaft logs, inspect hull, conduct preservation on or in main/well deck, apply bottom paint, and complete any necessary repairs while the vessel is blocked.
h. Government will inspect the vessel for final acceptance.

EVALUATION of the technical approach will be based upon the extent to which the vendor thoroughly and accurately describes the overall technical solution. It is the Government's intention to issue a single firm-fixed price contract.
The Government will award a single contract resulting from this request for quotes to the responsible vendor whose quote, conforming to the RFQ; will be most advantageous to the Government, price and other factors considered.
BASIS OF AWARD: Quotes will be evaluated based on (1) Price; (2) Technical Capability to Meet the Government’s Requirement; and (3) Past Performance.

The vendor should address their experience providing this type of service, equipment supplied, and any other relevant information.
c. Past Performance: Government will review past performance via SPRS. The Government has a right to obtain past information from any other source..
PREPARATION OF QUOTE: Quotes submitted shall include the following:
(a) Price
