About this file
This is a combined synopsis and solicitation (Request for Quotation N66604-26-Q-0396) issued by the Naval Undersea Warfare Center Division Newport for the procurement of High Pressure Proximity Switches on a firm fixed price basis. The requirement is being solicited on a sole source basis to TurnAround Factor (TAF), the original equipment manufacturer, due to existing infrastructure compatibility and TAF's Small Business Innovation Research (SBIR) rights that preclude award to other parties. The solicitation covers two line items: CLIN 0001 for 30 units of part number 53X-00-100 and CLIN 0002 for 10 units of part number 53X-01-260. Delivery is FOB Destination to Newport, Rhode Island 02841, and offerors must deliver units within 180 days of contract award or sooner. The applicable NAICS code is 335931 with a small business size standard of 600 employees and Product Service Code 5930.
Quotations must be submitted electronically via email by June 17, 2026 at 2:00 PM Eastern Standard Time. Applicable documents, including government drawings, will be provided electronically to registered vendors through the DoD SAFE portal; the deadline to request these documents is June 10, 2026 at 2:00 PM EST. Offerors must be registered in the System for Award Management (SAM) prior to award and must provide a valid CAGE code, point of contact information, and a quote validity date of at least 30 days from the submission deadline. To access the technical drawings and controlled information, companies must be registered with the DoD Joint Certification Program (JCP). The Government's preferred payment method is via credit card unless a surcharge applies, in which case Electronic Payment through Wide Area Workflow (WAWF) may be used. Standard Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses apply, including requirements for unique item identifiers for items exceeding $5,000 unit acquisition cost.

PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL
BE ISSUED.
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-26-Q-0396.
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award on a Firm Fixed Price (FFP) basis High Pressure Proximity Switches in accordance with (IAW) Government Drawings provided as attachments to this notice.
This requirement is being solicited on a Sole Source basis to TurnAround Factor (TAF). The applicable North American Industry Classification Systems (NAICS) code is 335931. The small business size standard is 600 employees. The PSC is 5930. This solicitation is not a request for competitive quotes. A determination not to compete this proposed requirement based on responses to this solicitation is solely within the discretion of the Government. Quotes received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
The Government’s existing infrastructure was manufactured by TAF, the original equipment manufacturer (OEM). TAF also has SBIR rights in the requirement, which precludes awarding to another party due to intellectual property rights. Without this essential equipment, the existing system would become non-operational, fail to provide accurate data, and adversely impact the Fleet.
For the purpose of quoting to this opportunity, the Contract Line Item Number (CLIN) structure is identified below:
Item Description Part # Qty.
CLIN 0001 Proximity Switch
53X-00-100 30
CLIN 0002 Proximity Switch
